The final Immigration and Customs Enforcement (“ICE”) detainees were released from the Irwin County Detention Center in early September 2021.² A court did not order the end of ICE detention at Irwin. A social movement, led by people detained at Irwin, had a pronounced impact on the epistemological landscape and changed both normative principles and public opinion.³ Those detained at Irwin organized and acted to create new understanding of law and protect their rights in ways that courts and legislatures could not. Graph algorithms are essential analytical tools with applications spanning cybersecurity, biology, social media, and increasingly, financial technology (FinTech). The complex and interconnected nature of financial data, particularly in cryptocurrency networks, presents unique opportunities for graph-based analysis in fraud detection and anomaly identification.

This dissertation presents the design and implementation of scalable graph algorithms tailored for large-scale networks, with particular emphasis on FinTech applications. Reactive sulfur species (RSS) such as hydrogen sulfide (H2S) and hydropersulfides (RSSH) are crucial mediators in a variety of physiological and pathological processes. Their regulatory roles span from maintaining cellular redox balance to influencing signaling pathways critical for homeostasis and stress responses. This dissertation investigates H2S and RSSH as biologically important molecules and explores the development of boron-dipyrromethene (BODIPY)-based photocages for its controlled, light-triggered release. Given H2S and RSSH's critical role in redox regulation and cellular protection, achieving spatiotemporal control over its delivery is essential for both therapeutic and research applications. Within the first few months of President Trump’s second term in office, the administration issued a mass of executive orders, memoranda and policy changes that seek to peel back environmental protections, in many cases, to the point of erasure. The administration shuttered entire agencies, such as USAID, dissolved the Environmental Protection Agency’s research arm, terminated life-saving programs like the National Weather Service’s translation service, cut funding to housing and public health initiatives, and eliminated diversity, equity, and inclusion programs across the country. The Supreme Court’s recent embrace of originalism as a mode of constitutional analysis relies almost exclusively on a view of history and tradition that would bind us to an understanding of principles and ideals that legitimized the exclusion of minority voices. Despite perceptions that affirmative action is “dead” following the Supreme Court ruling in Students for Fair Admissions, Inc. v. President and Fellows of Harvard College (SFFA), this Essay argues that affirmative action remains crucial for addressing racial bias in admissions processes. This Essay examines the strict scrutiny standard, which requires that any use of race must serve a compelling government interest and be narrowly tailored to achieve that interest. Courts have interpreted the narrowly tailored prong of this standard to include a logical end point requirement, which mandates that race-conscious measures must have a clear and limited …

The United States’ racialized geographies have left communities of color with systematically inferior essential infrastructure that perpetuates their social and economic exclusion. From roads, public transportation, and sewage systems, to banks, high-speed internet, and high-quality public schools, people and communities of color have limited access to the fundamental infrastructure necessary to lead socially and economically vibrant lives. This Essay introduces “infrastructure equality” as a unifying framework to address the critical intersection of physical, social, and legal infrastructures that feed racial inequality. Since the turn of the millennium, Canadian appellate courts have been investing increasingly systematic efforts in demystifying and curtailing racial profiling in policing. These judicial efforts have so far been focused on the application of the legal criteria for arrest and detention as well as their regulation under section 9 of the Canadian Charter of Rights and Freedoms. A contemporary mufassir (Qur’anic exegete) employs the principle of al-‘ibrah bi maqāṣid al-sharī‘ah—that interpretation must refer to the objectives of Islamic law—in an effort to uncover the true meaning of the Qur’anic text. A purely literal reading of the Qur’an, without an understanding of its maqāṣid (objectives), faces many limitations. The maqāṣid approach emphasizes not only the wording of the text but also its underlying purposes and goals. In an increasingly globalized world, substantial numbers of multilingual learners occupy K–12 and higher education spaces bringing diverse linguistic resources that, when intentionally and appropriately leveraged, can significantly enhance English language learning outcomes. Multilingual pedagogies, which honor and build upon students' full linguistic repertoires, are essential for fostering equitable and inclusive learning environments. This quantitative exploratory study investigated teachers' attitudes toward multilingual teaching with the goal of developing a reliable survey instrument—the Multilingual Pedagogy Scale (MPS)—to measure how teachers perceive language learning in multilingual classrooms and what they report doing in their classrooms.

Methods: This retrospective case-control study was conducted between October 2023 and September 2024. Dengue virus infection is increasingly recognized in South Texas, particularly in areas bordering Mexico. Although many cases are mild and self-limiting, dengue can present with atypical features, including hematological abnormalities and bleeding, even in the absence of plasma leakage. A 22-year-old Hispanic woman presented to a hospital in South Texas with hematemesis, fever, and gastrointestinal symptoms following travel to northeastern Mexico (Monterrey, Nuevo Leon). Initial laboratory workup revealed severe leukopenia and neutropenia, mild thrombocytopenia, and elevated liver enzymes, but no evidence of plasma leakage. As tariff policy once again shapes U.S. trade strategy, this article makes a foundational claim: trade wars are, at their core, tax wars. Against the backdrop of escalating economic tensions with the United States’ trade partners, this article argues that tariffs cannot be understood apart from the fiscal architecture that sustains them. What appears to be protectionism often masks deeper structural asymmetries in the U.S. tax system.

Notions of Global Production Networks (GPNs) are popular approaches to studying the complex, dispersed, and socially embedded production of goods and services. Yet, these concepts have largely struggled with incorporating environmental resources, risks, and actors. My dissertation leverages insights from Actor-Network Theory (ANT) to contextualize ecological elements of production as coequal participants with social stakeholders. I describe how GPNs are ecologically embedded and nested within the natural environment. I draw from ANT to develop a GPN framework that internalizes ecological dimensions. Recent years have seen growing interest in subnational governments as arenas of climate governance, but limited systematic research exists on the extent, conditions, or pathways through which subnational climate policies can influence, or compensate for deficits in, national policies. This article addresses this gap by examining options for states to influence climate policy in the United States and Australia, two countries where federal governments have made limited progress in developing national climate policies.
