Techniques herein provide a verifiable, automated solution for translating network policies across diverse vendor environments. The techniques utilize a novel Semantic-Behavioral Policy Equivalence (SBPE) Framework to mathematically guarantee identical policy behavior, complemented by reinforcement learning to facilitate intelligent, adaptive, and efficient operational execution. This significantly reduces complexity and risk in multi-vendor network management environments.

Total energy-related CO2 emissions increased by 0.8% in 2024, hitting an all-time high of 37.8 Gt CO2, driven primarily by energy, transport, and industrial sectors. The healthcare sector, often overlooked in mitigation discussions, contributes 4.4% of total global GHG emissions, a footprint exceeding that of many countries. Disposal of petroleum-based plastics—especially through incineration—emits approximately 2.7 tonnes of CO2 equivalent (CO2e) per tonne of plastic burnt. The transformative potential to incorporate students’ unions as an institutional gateway for the implementation of Action for Climate Empowerment (ACE) in higher education systems is discussed in this paper. Working on the outlines of the Glasgow Work Programme and prominent ACE frameworks as a basis of support, it asserts that student governments are structurally aligned with ACE goals, providing them procedural legitimacy, direct access to young people, and the capacity to put all six ACE pillars into practice: education, training, public awareness, public participation, access to information, and international cooperation. With the aim to bring into effect and localize the Sharm El-Sheikh Adaptation Agenda (SAA) and the Global Goal on Adaptation (GGA), this policy research paper looks at three interrelated adaptation axes: increasing finance and capacity, investing in people, and building urban resilience. This study identifies institutional, financial, and governance mechanisms that can provide equitable and effective climate adaptation through comparative case studies of Egypt and Kenya, two African countries with different but complementary adaptation pathways. Heavy metal contamination and antibiotic resistance are critical environmental and public health challenges, often exacerbated by co-selection pressures in polluted environments. This study identifies and characterizes Bacillus mobilis and Cupriavidus campinensis, two cadmium-tolerant bacterial species isolated from cadmium-amended soils with cadmium (Cd2+) concentrations exceeding those typically found in highly contaminated soils. Both species exhibited multidrug resistance and the ability to metabolize specific carbon substrates, including pyruvic acid methyl ester, itaconic acid, D-galactonic acid-γ-lactone, Tween-40, and Tween-80. Turkish Journal of Electrical Engineering and Computer Sciences

In this paper, two fractional-order meminductor (FOMI) emulators have been realized using second-generation current-controlled conveyor (CCCII) and operational transconductance amplifier (OTA). In the first realization, two OTAs, one CCCII, one resistor, one fractional-order capacitor, and one integer-order capacitor are used. In the second configuration two CCCIIs, one OTA, two resistors, one fractional-order capacitor, and one integer-order capacitor are used. Pinched hysteresis loops have been achieved for a wide range of frequencies. The robustness of the proposed FOMI emulators has been verified through formation of pinched hysteresis loops under process, voltage, and temperature variations. Turkish Journal of Electrical Engineering and Computer Sciences

We present a solution to the challenge of securely issuing both paper-based and mobile phone-based passports without requiring specialized production techniques. Our solution offers improved security, privacy, and usability compared to the ePassport mechanism currently used worldwide. We also describe how our solution can be extended to support offline verification and present the test results of our proof-of-concept implementation.

Pancreatic/PKR-like endoplasmic reticulum (ER) kinase (PERK) is a kinase that, in response to ER stress, mediates dual homeostatic and pro-apoptotic signaling. Thus, intricate regulation is required for physiological function. Attempts to modulate PERK activity have shown that the determinants of adaptive vs. maladaptive signaling remain ambiguous. Here, with purified protein, we provide evidence that PERK binds copper, identifies residues required for interaction, and demonstrates that copper is necessary for kinase activity. Furthermore, cellular PERK activity can be modulated via copper availability, and this regulatory relationship can be manipulated to dictate ER stress tolerance.
