The number of allegations of sexual misconduct on college campuses has been increasing over the past decade and higher education institutions are charged with addressing the misconduct. Addressing student behavior on college campuses through a conduct process is woven into the fabric of higher education, and many institutions use a hearing panel model to determine if institutional policies were violated. The "different orbital different configuration" (DODC) framework is a general formulation of multireference wavefunctions that allows each configuration (determinant) to possess its own set of optimized molecular orbitals, rather than sharing a common orbital basis as in conventional orthogonal configuration interaction (CI) or Complete Active Space Self-Consistent Field (CASSCF) methods. One prominent example of the DODC framework is the Nonorthogonal Configuration Interaction (NOCI) method, which relaxes the orthogonality constraint between the orbitals of different configurations. This relaxation enables a compact yet flexible description of systems exhibiting strong correlation. Fetal Alcohol Spectrum Disorders (FASD) describes a large range of developmental defects due to prenatal alcohol exposure. It is characterized by neural and facial defects, including jaw hypoplasia. Many factors contribute to the susceptibility of ethanol-induced facial defects, including genetics, yet the genes involved, and the cell events they regulate, are poorly understood. Zebrafish have a large number of tools for genetic manipulation available, share 70% of genes with humans, are fertilized externally and are translucent during embryogenesis, making them great models to study FASD. This dissertation explores patient engagement with health, or patient activation, in the formerly homeless population housed in Permanent Supportive Housing (PSH) and receiving case management support. Research is limited on patient activation in PSH residents; consequently, there is minimal understanding of factors contributing to one’s attitudes and behavior towards health care in this group. Psychological Capital refers to the components of hope, self-efficacy, resilience, and optimism. Research in other marginalized groups indicates increasing psychological capital may improve health behaviors. Academic librarianship has long emphasized campus-based instruction, but transformative learning opportunities often emerge beyond the classroom. This article explores how two librarians extended copyright education into the unconventional setting of multigenre pop culture conventions. Originally developed for faculty, their workshops were redesigned to meet the needs of artists, cosplayers, small business owners, and independent creators seeking practical, legally grounded information about copyright, fair use, and intellectual property. Drawing from real-world interactions, iterative feedback, and instructional theory—including a revised “Informative Avocado” model—the authors describe how their outreach not only empowered new learner communities, but also revitalized their own teaching practices. The mechanisms of pluton emplacement into continental crust have long been debated in igneous geology, with early models emphasizing forceful processes such as ballooning, later contrasted by alternative emplacement mechanisms including diapirism, incremental assembly, stoping and, emplacement by sheets and dikes. These contrasting perspectives highlight the complexity of the construction of mid-crustal intrusions and the need for case studies that integrate multiple datasets. A subset of eukaryotic pre-tRNAs have introns that must be spliced out to become mature molecules capable of functioning in translation. This essential processing step is performed by tRNA splicing endonuclease (TSEN), a highly conserved heterotetramer with two catalytic and two structural subunits. In addition to this conserved function, archaeal TSEN also processes pre-rRNA and yeast TSEN cleaves some mRNAs that encode mitochondrial proteins to initiate mRNA degradation. Interestingly, single amino acid mutations in TSEN cause the human Mendelian disease pontocerebellar hypoplasia (PCH) by an unknown mechanism. Amidst an emerging bipartisan consensus on greater corporate social accountability, America First has joined longstanding solicitude about the racial wealth gap. This Article offers yet another take on corporate purpose. As a project of recovering legal memory like Adrian Vermeule’s common good constitutionalism, it examines scholarship on the history of corporate purpose toward answering whether stakeholder capitalism should inform corporate regulation and, if so, how. It concludes from this history that the Anglo-American legal tradition clearly justifies regulators to hold business corporations accountable to the common good. A substantial body of literature has emerged around concerns that machine learning and artificial intelligence systems are opaque, or "black boxes. " The black box nature ofA.I.-powered services and applications has resulted in alarming risks in social life, including insecurity, mistrust, lack of accountability, and exacerbated bias and discrimination. Despite the call to open the black boxes, corresponding legal and regulatory measures tend to run aground due to their infeasibility, inefficacy, and ambiguity. Advanced Air Mobility (AAM) and Urban Air Mobility (UAM) are accelerating a transformation of air transportation but face acute spectrum congestion in dense urban environments. Reliable Control and Non-Payload Communications (CNPC) must be maintained at all times to ensure safe operations, even as fleets of aerial vehicles (AVs) transport passengers and cargo between distributed vertiports. We first develop a 2D formulation that jointly optimizes discrete headings, velocities, and spectrum allocation to minimize total mission time while satisfying quality of service (QoS) and collision-avoidance constraints, and we demonstrate significant gains over non-learning and learning baselines. Wildfire activity across Alaska’s boreal forests has intensified in severity and frequency in recent decades, altering one of Earth’s most significant sources of carbon sequestration (Pan et al, 2011). This thesis examines how wildland burns influence post-fire carbon sink capacities and vegetation recovery near Fairbanks, Alaska. Three fire sites were selected to represent distinct successional stages: the 2006 Parks Highway Fire, the 2013 Stuart Creek 2 Fire, and the 2022 Clear Fire. Each site was evaluated through a combination of remote sensing analysis, LiDAR-derived canopy height data, and field measurements collected within each burn perimeter, developing a replicable framework for …

Chemical Reaction Networks (CRNs) are a system of abstraction of real-world chemical dynamics. Each CRN system is defined as a pair of molecular species and reaction rules, which consume a set of reactant species and create a new set of product species. In this paper, we investigate the simple class of void reactions, which cannot create new species and are computationally weak with small-enough sizes in basic CRNs. This Article focuses on the institutional design of American competition policy. It argues that any long-term effective revival of U.S. antitrust policy requires a better acknowledgement of the key and irreplaceable role played by private litigation and proposes a rethink of private anti-trust enforcement policy.

To unpack the nuanced interconnection between public and private competition enforcement, the Article begins by tracing the rise and fall of private antitrust. This Essay begins with a short history of judicial ethics regulation in the United States, ending with the adoption of codes of conduct by every state and federal judicial system except the Supreme Court of the United States. It then turns to a series of ethics controversies encircling the Supreme Court and its justices, which culminated in the Supreme Court adopting a Code of Conduct in 2023. On January 15, 2025, a unanimous Supreme Court announced a decision about the nature and scope of supplemental jurisdiction that some commentators claim ran contrary to decades of precent from the Supreme Court itself, as well as from every federal appellate circuit to have considered the issue presented in the case, declaring how a federal district court can be forfeited of subject matter jurisdiction by a voluntary amendment to a plaintiff’s pleadings in a properlyremoved complaint.

The Fair Labor Standards Act (FLSA) was meant to help level the playing field and help workers create a healthy working environment for themselves. However, today, due to the Supreme Court’s decision in Bristol-Myers Squibb v. Superior Court of California, San Francisco County and lower federal courts’ eagerness to expand personal jurisdiction, the FLSA is crumbling. Workers now face great difficulty in combining their claims in collective actions through the FLSA. While several Violence Against Children and Youth Surveys (VACS) have been conducted in development contexts, this survey is only the second-ever VACS carried out exclusively in a humanitarian setting—specifically, within refugee camps in Ethiopia. The first VACS conducted exclusively in a humanitarian context was implemented in refugee settlements in Uganda. Both of these Humanitarian Violence Against Children and Youth Surveys (HVACS) were led by the Baobab Research Programme Consortium.

The survey aimed to assess the prevalence, nature, and consequences of physical, emotional, and sexual violence against children and youth in refugee settings. The findings from this survey provide critical insights …

In the landmark case of Beachy v. Mississippi District Council for Assemblies of God, the Mississippi Supreme Court redefined its interpretation of the ecclesiastical abstention doctrine—marking a pivotal shift in church-state jurisprudence. Traditionally, this doctrine instructed courts to defer to the highest internal authority of a church when deciding disputes within hierarchical religious organizations. However, the court’s decision in Beachy significantly departed from this principle by designating the local pastor and congregation as the supreme authority over local church affairs, even within a hierarchical structure.

This Comment explores Auer deference and its application to the Sentencing Guidelines, the Sentencing Commission, and its commentary. Auer deference, in its simplest form, requires courts to give controlling weight to an agency’s interpretation of its own regulations unless it is plainly erroneous or inconsistent with the regulation. Following the Court’s decision in Kisor—expressly limiting Auer’s application, the circuit courts have disagreed on the applicability of Auer to the Sentencing Commission’s commentary regarding career offender designation.
