For more than a century, progressive taxation has constituted the American fiscal state. A resurgent and expanding tariff regime, however, threatens that commitment to progressive distribution. Given the ongoing popularity of tariffs, this Article examines how they might be designed and administered in a way that mitigates their regressive distributive impact. The Article thus develops and assesses proposals to (1) vary tariff burdens in accordance with the consumption of imported goods, (2) reduce income- or payroll-tax burdens on lower-income households, and (3) earmark tariff revenue for specified spending programs. PURPOSE: The Pancreatic Cancer Detection Consortium (PCDC) performed a blinded Early Detection Research Network-defined phase II biomarker bakeoff study of blood-based biomarker panels. The aims were to evaluate panel performance, to compare the panels' performance with that of cancer antigen 19-9 (CA19-9) alone, and to evaluate the performance of new combinations of the individual biomarkers.

EXPERIMENTAL DESIGN: Ten biomarkers representing eight biomarker panels and CA19-9 were evaluated using plasma, serum, and germline DNA from 140 stage I to IV pancreatic ductal adenocarcinoma (PDAC) cases and 140 controls from three tertiary care institutions, with controls frequency matched to cases on age …

In 2022, in New York State Rifle & Pistol Ass’n v. Bruen, the Supreme Court revolutionized the Second Amendment, achieving the long-held conservative goal of limiting gun restrictions by imposing an expansive, originalist view of the right to bear arms. However, within just three years, Bruen is showing cracks. Lower court judges are struggling mightily to apply it and are expressing their frustrations in exceptionally frank ways. Whether and how to govern AI is no longer a question of technical regulation. It is a question of constitutional authority. Across jurisdictions, algorithmic systems now perform functions once reserved to public institutions: allocating welfare, determining legal status, mediating access to housing, employment, and healthcare. These are not merely administrative operations. They are acts of rule. Yet the dominant models of AI governance fail to confront this reality. The European approach centers on rights-based oversight, presenting its regulatory framework as a principled defense of human dignity. Introduction. This paper challenges the assumption that frictionless AI-mediated information seeking represents progress. We argue that AI systems eliminating productive friction, such as uncertainty, exploration, and reflective processes, undermine intellectual virtues essential for critical thinking in an AI-saturated information environment.

Method. This conceptual article employs a theory synthesis approach, drawing on library information science (LIS) theories of information behaviour, experience, and literacy, virtue epistemology, and human–computer interaction (HCI) friction design literature.

Problem

Early career researchers in low- and middle-income countries (LMICs) face substantial barriers when writing research grants and have limited writing support. A designathon approach was applied to organize a grant writing workshop (grant-o-thon) tailored for early-career LMIC researchers. This study describes the planning, implementation, and participant-reported outcomes of the grant-o-thon as a participatory training approach.

Approach

Grant-o-thons were organized in 2023, 2024, and 2025. Consistent with the designathon model, the grant-o-thon was structured in three stages: preparation using co-creation with end-users, intensive collaborative teamwork supported by mentor feedback and weekly writing deliverables, and structured follow-up. Water-resistant photopolymerizable glass, which represents a photopolymerizable hybrid sol–gel (PHSG) material, has emerged as a compelling platform for holographic optical elements fabrication (HOEs), owing to its exceptional mechanical and thermal robustness with high holographic recording performance. Until now, PHSG compositions have been limited to blue/green-sensitive systems, despite significant interest in extending sensitivity into the red spectral region. Here, we report the first holographic photopolymerizable glass with sensitivity to red light, achieved through the incorporation of methylene blue (MB) as a photosensitizer and N-phenylglycine (NPG) as a co-initiator, with an optimal MB/NPG ratio of 1:150. The motif of the polluting enemy in the sanctuary is an important point of departure in the articulation of community boundaries in Hebraic-Christian culture. This particular motif has the potential to explain, at least in part, how Jewish and Christian communities would have understood the apocalyptic evil other and, from this understanding, set boundaries for their holy communities. Introduction: Trauma is ubiquitous and can negatively impact many life outcomes. Though trauma can occur across the lifespan, particular emphasis has been placed on the outcomes of experiences that occur in childhood. Adverse childhood experiences (ACEs), as coined by Felitti et al. (1998), pertain to traumatic events that occur before the age of 18, and the correlation between the number of ACEs and poor health outcomes is significant. Children can begin demonstrating unfavorable symptoms upon becoming exposed to trauma. This article examines how irrigated agribusiness interests in western Bahia, Brazil, are capturing the infrastructure of water governance itself — the basin committees, digital monitoring platforms, and fee structures through which water becomes visible and governable. Drawing on Gramscian theories of hegemony and James Scott's analysis of state legibility, we develop the concept of ‘legibility grabs’ to describe how dominant actors appropriate not only resources but the institutional mechanisms that render those resources objects of governance. The James Pollock Papers document the life, military service, artistic development, and professional activities of South Dakota artist James Pollock, with particular emphasis on his participation in the U.S. Army Combat Artists Program and his subsequent research into its history. The collection includes correspondence, journals, notebooks, interviews, reports, newspaper and magazine articles, exhibition materials, photographs, original sketches and artwork, prints, publications, audiovisual recordings, and memorabilia. Materials trace his development from student work at South Dakota State University through his military service and later career as an artist, illustrator, and photographer.

This article discusses whether private law disputes are ever non-justiciable. I argue that, as a general rule, a private law dispute is justiciable if, and only if, the claim asserts that the plaintiff’s legal rights have been breached by the defendant. Contrary to recent suggestions, there is no rule that renders disputes non-justiciable because they involve religion. Rather, the only private law disputes that may be non-justiciable despite asserting the breach of a private right are those which would require a court to exceed its role under the separation of powers.

In this article, I aim to vindicate the “living tree” approach to constitutional interpretation by proposing that constitutional statutes are “always speaking,” a proposal which I suggest clarifies the approach and explains its proper place in doctrine. My research explores the evolution and continuity of Taíno spirituality culture across five centuries through artifact analysis and digital archives. While Spanish imperialism in the 15th century devastated Taíno populations and traditional craft production, I find that Taíno spirituality was not eradicated but rather adapted its mode of expression. Throughout life, people enter countless positions of authority and trust in relation to one another and the public. These positions include, among many others, being a public official, being a corporate director, and being an employee. Law announces prerequisites for starting such positions, as well as incumbents’ rights and obligations once in them. But no office holds forever. Indeed, incumbents often choose to exit positions before they would otherwise end by expiration, removal, or death. Yet law governs such voluntary relinquishment—often called “resignation” or, more generically, “quitting”—largely as afterthought. This is the first study of the Chinese YWCA’s rural work. The decision to “go to the countryside” in part grew out of a critique by Chinese YWCA women of its Westerninfluenced agenda. That critique led the YWCA national committee to establish rural work as a first step toward a China-centered agenda. Key aspects of that agenda were the empowerment of rural secretaries in the field and the inclusion of rural women as members. Coaching has become a prominent professional learning tool for helping early childhood teachers (birth–8) implement curriculum and research-based practices in their classrooms. One coaching strategy that supports positive changes in teacher practice and child outcomes is building trust between the coach and teacher(s). Retrieval-Augmented Generation (RAG) systems retrieve and integrate external knowledge to ground large language model (LLM) outputs. However, current RAG architectures treat all retrieved facts as equally valid regardless of temporal provenance, leading to temporal hallucination, where plausible but obsolete facts corrupt the output. A clinical lab reading from yesterday is actionable; the same reading from six months ago is noise. We present Chronofy, a three-layer neuro-symbolic framework implementing the Temporal-Logical Decay Architecture (TLDA) that embeds temporal validity directly into the representation, retrieval, and reasoning layers of RAG systems. This Note examines how corporate First Amendment doctrine applies to algorithmic systems that curate commercial information and public discourse across online platforms. Courts have increasingly treated ranking, recommendation, and moderation practices as exercises of protected editorial judgment. At the same time, the Court has justified protection for corporate speech in part by reference to listener-centered interests in access to information and competitive comparison. This Note argues that the interaction between these doctrinal strands and contemporary algorithmic intermediation reveals a structural tension. Music recommender systems play an important role in helping users navigate large catalogues, but their reliance on historical interaction data can reinforce popularity bias and limit the visibility of less popular, long-tail items. This research develops and evaluates a bias-aware framework for assessing and mitigating popularity bias in music recommendation using implicit user-item interaction data. The study first quantifies popularity bias through inequality and long-tail metrics, before evaluating two baseline recommender approaches: a non-personalised Most-Popular model and a personalised Matrix Factorisation model. This Essay argues that constitutional law’s treatment of fiscal federalism has fractured into a bewildering collection of doctrinal silos. Federal spending that pressures states, federal preemption of state taxes, the Dormant Commerce Clause, sovereign immunity, Section 5 of the Fourteenth Amendment, and the federal taxing power are all analyzed through distinct tests, even when they implicate the same basic conflict between federal authority and state fiscal autonomy. The result is not just theoretical confusion but inconsistent constitutional answers. Current doctrine can protect states from comparatively modest liabilities while leaving uncertain whether Congress may displace large swaths of state revenue authority. …

This chapter examines what happens at the boundaries of rules: when social practices acquire legal recognition, when legal rules seek to reshape social expectations, and when formal and informal enforcement operate together. The conventional economic model treats the expected formal sanction as the principal source of compliance. Although this model provides a fundamental benchmark, it captures only part of the effects of legal intervention. The taxonomy developed here identifies the different ways in which legal, moral, and social incentives may interact. Climate change is generating unprecedented economic losses through extreme weather events, yet comparative predictive analysis between different hazard types remains limited. This report presents a Machine Learning–Based Comparative Economic Impact Modelling System designed to predict and compare the economic damages caused by floods and droughts on a global scale. The system integrates historical disaster records from the EM-DAT International Disaster Database with country-level socioeconomic indicators from the World Bank's World Development Indicators, applying supervised regression modelling to a unified dataset of 1,301 disaster events across 133 countries from 2000 to 2025. The growing demand for renewable and sustainable energy has intensified research on advanced energy-storage systems that can deliver both high energy and power densities. In this study, a Ni(OH)2/ NiMoO4 composite on a reduced graphene oxide/nickel foam (rGO/NF) template was synthesized through a hydrothermal and electrodeposition route to construct a hybrid battery-supercapacitor electrode. The unique hierarchical design combines the pseudocapacitive activity of Ni(OH)2/NiMoO4 with the excellent conductivity of rGO and the high surface area of NF, enabling efficient electron and ion transport. Poly(lactic acid)/ethylene-propylene-diene monomer (EPDM)/cellulose composites using cellulose derived from hemp biomass (CHB) were investigated in this research. Morphology, chemical structures, functional groups, and crystallinity of CHB were characterized, observing a size of 135 ± 32 μm from SEM images with high purity and crystallinity from FT-IR and XRD spectroscopy. The optimized CHB was incorporated at 1 phr, 3 phr, and 5 phr into PLA/EPDM blends at 90/10 w/w. The polymer composites were prepared using an internal mixer, and samples were produced by compression molding for mechanical and thermal testing.
