During World War Two, Harry S. Truman led the Senate Select Committee to Investigate the National Defense Program, also known as the Truman Committee, in its oversight of military contracts and the war effort. The Truman Committee saved the U.S. government billions by identifying and discouraging waste, fraud, and abuse, and saved many armed forces personnel’s lives through identifying defective products. Truman’s background in World War One service and his time as a local official in Missouri show signs of the integrity and commitment to good governance that made the Truman Committee so successful. This installation is a process-based paper artwork that seeks to protect, enlighten, and discover what healing can be in silence. Through the creation of immersive art objects and experiences, I seek understanding and resolutions for my lived experiences. I utilize the physicality of paper in conjunction with the fragility of topic to enhance the meaning behind my material choices. I transform the idea of a traumatic room into an activated space of healing: one that rest, time, and momentary silence exist as choice rather than by force.

This set of 12 Preludes for solo piano draws inspiration from Chopin’s set of 24 Preludes for the same instrument, along with ideas from other composers and various genres to create a varied set in which each piece is centered around a note of the 12-note chromatic scale. The movements are titled based on the material that inspired them, the effect they create, or the special technique or limitation they used. A brief overview of inspirational material will be discussed, then each movement will be described through the lens of their compositional processes.

Base excision repair (BER) mechanisms fix single base lesions in DNA, such as T:G mismatches. During the base excision repair mechanism, an abasic site (AP site) is formed as an intermediate. AP sites are unstable and highly mutagenic; they can stop DNA replication. This research investigates how the conformational properties of abasic sites in DNA affect the binding recognition of enzymes involved in DNA repair mechanisms, including BER. Three different abasic sequences are being analyzed for this research project. A second project looks at the effects of a naturally occurring purine derivative, hypoxanthine, on the DNA backbone. After over 100 years of Zn and Pb mining in the Tri-State mining district (TSMD), former mines continue to be sources of metals. Metal contaminated soils can be remediated using plant-microbe interactions. Plants manipulate their microbiome and recruit microbes to increase metal tolerance. Remediating bacteria are site-specific and identifying native microbes can accelerate remediation efforts. Studies relating microbes and metal concentrations in remediated areas in the TSMD are scarce. Enabling heterogeneous robots with diverse capabilities, roles, and task responsibilities to coordinate effectively in complex, dynamic environments remains a fundamental challenge in autonomous multi-robot systems. Multi-Agent Reinforcement Learning (MARL) provides a promising framework for decentralized cooperation. However, most existing MARL approaches assume homogeneous agents or fixed single-task settings and suffer significant performance degradation as the number of robot and task types increases. This thesis presents a scalable shared-policy MARL framework that allows heterogeneous robots to learn specialized behaviors for individual, sequential, and collaborative tasks involving temporal and spatial dependencies through a single neural policy. Microplastics have emerged as a significant environmental concern, particularly in agricultural soils where they can interact with plants and potentially affect crop productivity and quality. This study investigated the effects of biodegradable and non-biodegradable microplastics on the growth, physiology, and elemental and metabolite composition of Pisum sativum L. (pea plants). Plants were cultivated under greenhouse conditions and exposed to 2% (w/w) compostable bioplastic (CBP) as a biodegradable microplastic and high-density polyethylene (HDPE) as a non-biodegradable microplastic. Flood regimes describe how flood behavior changes in magnitude, recurrence, and occurrence through time. Changes in these flood characteristics can affect flood hazards, river systems, infrastructure, and floodplain management. This thesis examines flood-regime change across the Lower Midwest, focusing on Nebraska, Iowa, Kansas, and Missouri from 1961 to 2020. Records from 1,452 U.S. Geological Survey gaging stations were initially compiled, and 208 stations were retained after screening for record availability and analytical consistency. Flood-regime change was evaluated between two 30-year study periods: Period 1 (1961–1990) and Period 2 (1991–2020). Based on The Black Paintings, a series of paintings by Francisco Goya, this orchestral composition ventures into various themes and satirical elements present in select paintings. Groundwater salinization poses a critical environmental concern for water resource sustainability in arid and semi-arid regions. This study evaluates spatial and temporal patterns of groundwater salinity across the state of Durango, Mexico, using total dissolved solids (TDS), sodium adsorption ratio (SAR), as salinity indicators and nitrate-nitrogen (NO₃–N) as an anthropogenic indicator. Groundwater quality data were obtained from (CONAGUA), a Mexican water agency. To assess salinity variations with respect to time, while minimizing interannual sampling bias, two multi-year sampling periods were selected: 2012-2013, and 2020-2021. This article critically reviews the literature on labour enforcement with a focus on less developed countries. Despite measurement limitations, the evidence indicates that enforcement is quite low in poorer countries; there are fewer inspectors and inspections, lower penalties, and less trust in the judiciary compared to richer countries. The lower level of enforcement contributes to higher rates of violations of workers’ rights. More controversial are the effects of enforcement on employment. Moreover, it is unclear how to prompt less developed countries to increase enforcement. Existing models often experience performance degradation under these conditions and may suffer catastrophic forgetting when adapting to new environments. This thesis proposes RegiGrow, a parameter-efficient continual adaptation framework built on the Flashback retrieval pipeline. RegiGrow integrates Mixture-of-Experts Low-Rank Adaptation into a frozen ImageBind encoder, enabling sequential domain adaptation without modifying the pretrained backbone. Property taxes are the primary revenue instrument of local governments in the United States, yet the burdens they impose are distributed unevenly. Farmland, because it cannot be relocated, often absorbs a disproportionate share. This paper examines two related questions: what fiscal factors determine how heavily agricultural land is taxed, and do those tax rates capitalize into farmland asset values? Using an annual panel of Iowa, Illinois, Indiana, Kansas, Minnesota, Nebraska, and Wisconsin from 2009 to 2022, we first document how each state allocates property tax revenue across four major spending categories (education, public welfare, health, and utilities) finding that all …

Fiduciary duties are supposed to bridge the gap between public and private law. Private actors who engage in “public or quasi-public” functions (e.g., corporate directors and pension administrators) are often subject to fiduciary constraints to protect vulnerable parties who lack power in relationships with these actors. Recently, scholars have argued that both courts and legislatures have inappropriately expanded the use of fiduciary duties to purely private relationships. Many local governments have already taken actions, and there is more they can do. Many neurodevelopmental disorders occur due to perturbations in prenatal brain development. More genetic variants associated with neurodevelopmental disorders are continuously being identified. However, there is a lack of understanding of the pathogenic mechanisms. Here, we describe a novel application of the technique Breasi-CRISPR in modeling specific patient variants in the embryonic mouse brain. Breasi-CRISPR is a highly efficient system combining in utero electroporation with CRISPR-CAS9 genome editing. We hypothesized that Breasi-CRISPR would be sufficient at inserting patient analogous variants into endogenous loci to be used as a new paradigm for modeling neurodevelopmental disorders.
