In late 2024, the Consumer Financial Protection Bureau adopted a rule aimed at addressing a longtime pain point for consumers: high, sometimes unpredictable, overdraft fees. The CFPB predicted that the rule would save consumers billions of dollars per year. But it was not to be. The second Trump Administration has taken unprecedented, sometimes unlawful, action to incapacitate and dismantle the CFPB. The President and Congress have also worked together to use an unusual statutory tool, the Congressional Review Act, to not only to kill the overdraft rule but also keep the CFPB from adopting any regulation that is “substantially the …

The Administrative Procedure Act requires federal agencies to simply "incorporate in the rules adopted a concise general statement of their basis and purpose" after they receive comments from the public, and the Supreme Court ruled in Overton Park that courts are to adjudicate whether rules are arbitrary and capricious based on agencies' contemporaneous rationales. Judge-created doctrines incentivize agencies to rely on these "concise" statements to elucidate their rationales, and as a result, rulemaking preambles have ballooned in size as agencies seek to insulate themselves from critical courts.

Hybrid Learning And Optimization Methods For Solving Capacitated Vehicle Routing Problem, Monit Sharma, Hoong Chuin Lau

We propose a hybrid quantum–classical framework for the Capacitated Vehicle Routing Problem (CVRP) that integrates the Augmented Lagrangian Method (ALM) with deep reinforcement learning (RL). Directly solving CVRP via Variational Quantum Eigensolver (VQE) requires a slack-based QUBO formulation, where converting inequalities to equalities greatly increases the qubit count. To circumvent this, we employ an ALM-based reformulation that enforces constraints through Lagrange terms instead of slack variables, drastically reducing quantum resource demands. An RL agent, trained with Soft Actor–Critic, adaptively tunes the Lagrange penalties to improve convergence and feasibility. Experiments show that RL-Q-ALM outperforms static-penalty and plain VQE baselines in both …

Estimating the distance between a user and their device’s camera is important for tasks such as gaze-aware interaction, adaptive interface scaling, and accessibility tools. Specialized depth sensors are effective but rarely available in everyday computing devices; by contrast, webcams are ubiquitous yet lack native distance information. To advance accessible distance-aware computing, we present Face2Cam, an openly available dataset of webcam images annotated with user-to-camera distances. Thirty-six adults were photographed under controlled variation of head orientation, gaze direction, and illumination, yielding 3,240 labeled images spanning distances from 30–80 cm. This editorial reflects on the first decade of Forest and Society by examining how scholarly journals can be understood beyond bibliometric indicators and ranking systems. While metrics remain influential in contemporary academic publishing, they offer only a partial account of how knowledge is produced, evaluated, and sustained. Drawing on a decade of editorial practice, the editorial foregrounds the intellectual, pedagogical, and institutional dimensions through which critical scholarship at the interface of forests and society has been cultivated. In the Pga K’nyau village of Ban Huay E Kang in the Chiang Mai province of northern Thailand, a newborn's umbilical cord is placed inside a bamboo container and hung from a tree. This is a sacred act of establishing a lifelong connection between each villager and the forest. The practice is known in the Pga K’nyau language as de paw thoo. This tradition has faced significant disruption from state-led conservation policies and the institutionalization of childbirth in state hospitals, which Ban Huay E Kang villagers contest through their revitalization of de paw thoo. Students often struggle to connect the conceptual meaning of the derivative with the symbolic structures of Leibniz (dy/dx) notation. Although symbol sense has been described as the coordination of mathematical concepts, signs, and objects, little is known about how instruction can purposefully support students in developing symbol sense for the derivative. This study addresses this gap by designing and examining a learning approach aimed at helping students construct the relational structures underlying derivative notation. This study presents the development of a high-resolution local geoid model for the Perlis region, Malaysia, using a geometric approach that integrates GNSS-levelling benchmarks with Cadastral Reference Mark (CRM) data. A total of 38 GNSS-levelling benchmarks were used as reference points, while 3,725 CRMs were incorporated to significantly enhance spatial coverage for geoid modelling. Orthometric heights at the CRM points were first determined by transferring heights from the reference benchmarks using gravimetric geoid information. Subsequently, geometric geoid heights were computed from the differences between ellipsoidal and orthometric heights. The optimal design of concrete-lined canals represents a critical challenge in hydraulic engineering, requiring simultaneous minimization of construction and operational costs while satisfying hydraulic performance constraints. This study presents a novel optimization framework that utilizes the Artificial Ecosystem-based Optimization (AEO) algorithm for determining optimal canal cross-sectional dimensions. The proposed methodology comprehensively considers excavation costs, lining expenses, and water losses due to seepage and evaporation while ensuring hydraulic efficiency through velocity and Froude number constraints. The AEO algorithm mimics natural ecosystem processes through production, consumption, and decomposition phases to efficiently explore the design space and converge to global optima. The framework …

Many seemingly different economic problems share a common mathematical structure: they involve the maximization of a functional over sets of monotonic functions that are either majorized by, or majorize, a given function. This paper presents new, simpler proofs for the main characterization results of the extreme points of sets defined by monotonicity and majorization constraints obtained by Kleiner, Moldovanu, and Strack (2021). It demonstrates how these characterizations can be applied to a broad range of economic applications, including auction and information design, contest design, optimal delegation, optimal stopping, and decision problems under risk. The estate tax and the broader wealth-transfer-tax system are even more broken than is commonly understood. Over the past two decades, researchers and policy experts have identified a handful of key tactics that mega-rich families use to pass wealth from generation to generation without paying tax. These tax dodges are notorious enough to be known by their acronyms, such as the IDGT and the GRAT. Scholars and policymakers have proposed reforms to block these tactics, or at least to make them more difficult.

Loper Bright, which overruled the Chevron decision from 1984, tells us that a court should determine the meaning of all statutory provisions for itself, rather than deferring to the views of the federal agencies that implement those provisions. But the overruling of Chevron may have less of an impact on the U.S. Food and Drug Administration than conventional wisdom supposes. Most challenges to FDA action do not concern its statutory interpretations. And the agency prevailed in most cases involving statutory interpretation, before the Chevron doctrine took hold. This article examines the suppression of the 1868 Opelousas Massacre—also known as “la chasse à la jambe noire” or the Blackleg Hunt—and situates it within the broader landscape of Reconstruction-era racial violence in Louisiana. Malveaux argues that the massacre was not an isolated riot but a premeditated act of political terrorism designed to eliminate Black electoral participation and reverse Reconstruction gains. Triggered by Black political mobilization and white supremacist resistance, the violence unfolded over several days in September 1868 and resulted in widespread murder, intimidation, and property destruction. As economic security has seemingly moved to the center of American and European foreign policy, both the United States and the European Union have broadened their interpretation of international law rules governing security, coercion, and intervention. But these interpretations are not exactly new, echoing developing state interpretations of international law that developed states had long ago seemingly rejected. How are these once moribund interpretations of security, force, and coercion being brought back to life?

This thesis examines the significance of the speculative element of time travel in young adult graphic novels. The graphic novel format and its visual elements facilitate understanding of a fractured identity resulting from trauma. The speculative work of time travel allows consideration of “what-ifs.” This thesis focuses on three graphic novels, Displacement by Kiku Hughes, Paper Girls by Brian K. Vaughn, and Orange by Ichigo Takano, in order to explore how time travel serves as a metaphor for the processing of trauma. The great family law divide is said to be marriage, as marriage has emerged as a marker correlated with race and socioeconomic status. This article argues that the real family law divide, inside and outside of marriage, is agreement. Family law, and the family court system that implements it, produce agreement when legal rules, societal norms, and family court procedures operate together to encourage shared understandings expressed through statuses such as marriage or parenthood, and legally enforceable agreements. Multimember commissions are a central feature of the modern administrative state. Yet a growing number have lost their legal authority to function—not through statutory repeal or defunding, but because they lack a quorum. In many cases, these quorum losses stem from the President’s assertion of a broad removal power, which causes vacancies in the commission’s membership. Quorum losses lead to agency inaction, prevent the executive branch from ensuring faithful execution of the laws, and threaten the constitutional rights of individuals who appear before adjudicatory commissions.

Nation Enterprises; Stewart v. Abend; and Campbell v. Acuff-Rose. In recent years, government entities have pursued legal action against restrictive clauses in employment contracts that limit labor mobility and may stifle competition in both labor and product markets. To date, however, little is known about how firms respond to enforcement actions aimed at regulating the relationships they have with their employees. Leveraging a sample of 293 franchisors, in this paper I investigate the spillover effects of the so-called “No-Poach Initiative,” an unprecedent enforcement action launched by the Antitrust Division of the State of Washington Attorney General’s Office in January 2018.
