Citizen advisory boards (CABs) are widely used in local government as institutional mechanisms for participatory governance and public input. While these bodies are intended to promote inclusive and deliberative decision-making, persistent socioeconomic inequalities raise concerns about whether CABs mitigate or reproduce disparities in participation and influence. This dissertation examines how socioeconomic status (SES) shapes deliberative decision-making within CABs and whether this relationship operates indirectly through board-level social capital.

In the twenty-first century, how are former colonial powers addressing colonial legacies? Amidst the massive social movements of the pandemic years and greater representations of a new generation of politicians in major elections, the global zeitgeist was increasingly characterized by representation of disenfranchised and previously silenced memories and narratives. Although taxation remains a hotly contested issue in debates by both politicians and political theorists—over the optimal size of government, distributive (and sometimes corrective) justice, or even the legitimacy of current private property arrangements—taxation has been largely ignored by legal theorists, to the detriment of both tax law and legal theory.  This Article argues that tax law, driven by its battle against tax evasion, is in deep conflict with widely accepted conceptions of “legality”—that is, the qualities that make a rule distinctively and normatively “law.”  This matters because legality is a key buttress in jurisprudential and political theory accounts that …

This thesis examines how contemporary portrait painting extends beyond the representation of physical appearance toward the construction of collective memory, history, cultural identity, and mechanisms of seeing. Using staged, photo-based portraits as a point of departure, my work engages both Eastern and Western traditions to produce new autoethnographic narratives. One of the most important issues for product-liability lawsuits against drug manufacturers today is federal preemption. Plaintiffs injured by prescription drugs regularly turn to state tort law for a remedy. Defendants in these cases—often brand-name drug manufacturers—frequently invoke preemption doctrine to argue that the Food and Drug Administration’s (“FDA”) rigorous approval process for prescription drugs has displaced state causes of action. Social media platforms have become powerful tools for terrorist organizations, allowing them to recruit and radicalize actors who incite violence. Yet victims of terrorist attacks have been unsuccessful in holding these platforms legally accountable. The Antiterrorism Act imposes a demanding proximate-cause standard, and Section 230 of the Communications Decency Act broadly shields platforms from liability as publishers of third-party content. Together, these doctrines create a nearly impenetrable barrier for plaintiffs seeking redress from companies that profit while their algorithms amplify terrorist propaganda and promote violence. As a result, a targeted racial group of consumers may receive advertisements for a product or service that is intentionally customized to appeal to them (a “pull”) or may be specifically untargeted or excluded from receiving advertisements as members of a nontargeted racial group (a “push”). When a marriage goes wrong, a court may use a non-disparagement order to prevent a party from speaking negatively about another in some way, either permanently or temporarily. Family courts often use non-disparagement orders to protect parties or their children from psychological harm during divorce or child-custody proceedings. In such cases, non-disparagement orders forbid parents from denigrating one another in front of their children and/or third parties. To protect the child, non-disparagement orders are often imposed upon both parents by the court. But courts do not always protect children and other parties from disparagement in this way. This article explores the adoption and integration of artificial intelligence (AI) within rural education, with a specific focus on the rural context of Idaho. While AI offers new possibilities for educational transformation, its implementation in rural schools presents unique paradoxes. Using a mixed-methods approach involving a statewide survey, working focus groups, and associated documents, this study investigates how AI can empower and challenge rural educational practices. Drawing on Rogers’s diffusion of innovations theory, we illuminate the AI opportunities and barriers perceived by rural education stakeholders. Iowa’s 2023 Senate File 496 prohibits schools from administering mental health surveys without parent permission, requires schools to secure parent permission for student nicknames, bans from schools discussion of gender identity and sexual orientation before grade 7, and bans from schools books that describe sexual activity. This exploratory interview study investigated how 30 educators and school board members across the state perceived Senate File 496’s influence on school micro systems, as outlined by Marraccini et al.’s framework for school-related influences on suicide-related thoughts and behaviors for LGBTQ+ students. Additively manufactured (AM) metals offer the potential for customizable, cost-effective components, but qualification and certification are crucial. Key to this process is understanding pore dynamics under stress, typically analyzed using micro-computed tomography. This study introduces laboratory-scale “betatron” x-rays from laser wakefield acceleration as a high-throughput alternative for x-ray tomography of advanced materials, such as AM AlSi10Mg alloys. Coupled with 3D finite element modeling, this method provides detailed insights into stress-porosity interactions. This dissertation examines how collaborative leadership, grounded in theological and practical applications, impacts ministry effectiveness in United Pentecostal Churches (UPCI) in the Southeastern United States. It employed a mixed-methods design, with in-depth qualitative interviews conducted with twelve senior UPCI pastors, and quantitative surveys administered to 63 members of their core leadership teams. Although collaborative leadership is a widely held ideal in ministry, a gap often exists between its theory and its practical implementation. The findings reveal a significant convergence in the relational, visionary, and developmental dimensions of collaboration. The pastors are theologically committed to rejecting autocratic models. This thesis examines the work of Suzanne Valadon (1865–1938) through a feminist art historical lens, challenging long-standing interpretations of her female nudes as inherently resistant to the conventions of Western art. Structured as a three-part lecture series, the project situates Valadon within a visual tradition in which women have been overwhelmingly represented by men, arguing that her engagement with the nude remains embedded in the same systems of objectification it is often said to subvert. Purpose: To generate a comprehensive profile of microRNAs (miRNAs) present in human tear fluid using next-generation sequencing (NGS), establish a reference miRNome for healthy human tear fluid, and investigate whether miRNA expression varies by sex, race, or age.

Methods: Tear samples were collected from 32 adults using Schirmer strips. RNA was isolated using the miRNeasy Serum/Plasma Kit, and cDNA libraries were prepared using the QIAseq miRNA Library Kit. Barcoded libraries were sequenced on the NovaSeq 6000 platform. Bioinformatic analyses included adapter trimming, alignment to miRBase, normalization with DESeq2, and functional annotation using multiMiR and clusterProfiler. Conventional hierarchical federated learning (HFL) partially mitigates communication cost by introducing fog/edge aggregation, yet many designs retain cloud-based global aggregation and cloud-centric coordination. Bilateral bargaining under incomplete information provides a controlled testbed for evaluating large language model (LLM) agent capabilities. Bilateral trade demands individual rationality, strategic surplus maximization, and cooperation to realize gains from trade. We develop a structured bargaining environment in which LLMs negotiate via tool calls within an event-driven simulator, separating binding offers from natural-language messages to enable automated evaluation. The environment serves two purposes: as a benchmark for frontier models and as a training environment for open-weight models via reinforcement learning. In benchmark experiments, a round-robin tournament among five frontier models (15,000 negotiations) reveals that effective strategies implement price discrimination …

We study the design of efficient dynamic recommendation systems, such as AI shopping assistants, in which a platform interacts with a user over multiple rounds to identify the most suitable product among those offered by advertisers. Advertisers have multi-dimensional private information: their private value from a purchase and private information about the user’s preferences. In each round, the platform displays recommendations; the user learns product characteristics of the shown items and then chooses whether to purchase, exit without purchasing, or submit a new query. College students frequently rely on university career centers for salary information when evaluating early-career opportunities. In sales, however, reported compensation figures often reflect base pay only and exclude performance-based earnings such as commissions and bonuses. This study uses a single-university case study to examine whether university-reported salary data for sales roles accurately represents total compensation. Institutional career center reports and national salary projections were compared with insights from employers, sales professionals, and recent graduates.
