In a federal civil service of millions, a means of adjudicating internal employment disputes objectively and efficiently is integral to the continued confidence of the federal workforce.1 This is the role occupied by the U.S. Merit Systems Protection Board.2 On February 10, 2025, President Trump fired MSPB Chairman Cathy Harris without citing any reason, in direct violation of the good cause standard needed to remove an MSPB Board member. 3 President Trump’s unjustified firing of Chairman Harris reopens the ongoing assault on removal doctrine, but this note argues that the structure of the MSPB is constitutional under current removal doctrine. …

Healthcare human resource (HR) managers are concerned about high turnover because it increases staffing costs, disrupts continuity of care, and threatens patient safety and workforce stability. Grounded in transformational leadership theory, the purpose of this qualitative pragmatic inquiry project was to explore strategies that healthcare HR managers use to retain skilled and productive employees to ensure continuity of care, patient safety, and overall organizational success. Critics of private regulation argue that voluntary standards often fail to meaningfully improve corporate conduct while simultaneously functioning as a stumbling block that prevents the development of more stringent, mandatory regulation by states. This paper complicates this view by illustrating the instrumental value of private regulation—that is, its potential to act as a building block that facilitates the development of new government regulation that serves the public interest. Through a combination of in-depth interviews and analysis of publicly available documents, I examine the impact of voluntary corporate non-financial reporting on public policy over the period 1997–2025. This thesis interrogates how international law conceptualizes, prosecutes, and ultimately limits the understanding of sexual violence in contexts of war and displacement. Drawing on feminist legal theory, postcolonial critique, and ethnographic fieldwork with Sudanese women displaced in Egypt, it questions the dominant legal framing of conflict-related sexual violence (CRSV) as episodic, exceptional, and individualized. Instead, it reveals sexual violence as structural, continuous, and embedded in the everyday realities of racialized, gendered, and colonial harm.

Through ethnographical narratives, the study exposes how survivors' experiences often exceed the legibility frameworks of humanitarian and legal institutions, which prioritize spectacular, forensic evidence over slow, …

In this paper, we shall take a look at the role of the Philippine government in encouraging the use of gender-neutral Philippine-English. We shall also glimpse at Philippine gayspeak as a player in the development of the Filipino language game. We endeavor to learn if a top to bottom program for language inclusivity from the government down to the citizenry is effective in promoting inclusivity in Philippine-English. On the other hand, a minority to majority development was the route that Philippine gayspeak took in adding their form of life into the gender-neutral Filipino language.

HIV infection remains a major global health challenge due to its complex pathogenesis and lifelong persistence in people living with HIV (PLWH). A central barrier to eradication is the virus's ability to establish long-lived latent reservoirs in different tissues, including the central nervous system (CNS), where it evades immune clearance and antiretroviral therapy (ART). These reservoirs, seeded early during infection, fuel viral rebound if ART is interrupted, requiring lifelong treatment. In the CNS, HIV persists despite systemic viral suppression because of limited ART penetration across the blood-brain barrier (BBB), and infection of long-lived cells such as microglia and perivascular macrophages. …

Objectives: The objectives of this study were to educate the healthcare professional and the general public about interoperable vaccine records by elaborating on its definition, why we need one, what the challenges are, and what progress has been made in this direction.

Methods: The vaccination practices and vaccine record-keeping in the Nordic countries, the UK, and the USA are used as examples to demonstrate the necessity of interoperable vaccine records. The authors' expertise and experience in interoperability, medicine, and HealthIT, along with the literature, informed this paper's content, structure, and organization. As psychologists and students of psychology make sense of and respond to the good and bad within human behavior and its study, theological tools benefit their discernment. This paper presents two Neocalvinist theological concepts — common grace and antithesis — as tools for psychologists. These concepts help psychologists recognize God’s common gifts to humanity while also identifying what must be corrected. Such applications benefit psychologists in clinical cases and as they consider theoretical frameworks. When used together, these tools encourage us to anticipate both the true, good, and beautiful things in the world and the need at times for redirection. …

For nearly all of the first 235 years under the Constitution, the citizenship of every child born in the United States to alien parents, with immaterial exceptions, was a given. Then, in 2025, the Trump administration changed course. Even though the Fourteenth Amendment makes no mention of limiting birthright citizenship to the children of domiciled parents, the Government now claims that is what “subject to the jurisdiction thereof” has always meant. Following the merger of the Jamaica Constabulary Force (JCF) and the Island Special Constabulary Force (ISCF) in May 2014, complaints emerged about inequitable treatment of former ISCF members, raising questions about social justice and breaches of the moral contract. Although prior research highlighted the importance of leadership in mergers, it neglected to examine the role of second-tier leadership. The purpose of this qualitative phenomenological study was to investigate the potential role of second-tiered JCF leadership behavior in these perceived social justice breaches. Community is often treated as an external support for schools, which makes its role in learning ecology conceptually peripheral and weakly integrated into explanations of learning across contexts. This study aims to reconstruct the role of community within the learning ecology so that it is positioned as a constitutive dimension of learning alongside school and family. The study used a systematic literature review of 62 publications, followed by narrative meta-analysis and philosophical-hermeneutic interpretation within the Triad Human Learning Ecology framework. The population of single women, though still a minority in Indonesian society, has seen a significant increase in the last decade. This demographic trend is often attributed to shifts in lifestyle and higher levels of women’s education. This study analyzes the perspectives of unmarried women, focusing on the factors contributing to singlehood within the Bugis culture in Indonesia. Unethical practices in sleeping sickness drug trials conducted in the Uyui District of Tanzania from 1964 to 2005 resulted in physical and psychological disabilities among participants and contributed to the social exclusion of its women participants. Although these practices are understood to have caused disabilities, existing studies have overlooked their contribution to the social exclusion of women.
