Article 103 Of The United Nations Charter: Uncharted Possibilities? The Ukraine Conflict And Beyond, Eran Sthoeger

Article 103 of the United Nations Charter establishes the primacy of states’ obligations under the Charter over their other international obligations. The effect of Article 103 on states’ obligations has been discussed in the jurisprudence and literature but only in the context of obligations conflicting with binding Security Council decisions. Those discussions fail to shed light on its legal significance in a variety of other situations. This writing explores the application of Article 103 in other contexts. Open data initiatives and knowledge graphs, in synergy, have contributed to an increasing volume of disaster-related data in the Semantic Web. Synthesizing and enriching these data is critical to support all aspects of data-driven disaster risk reduction and management. A standard template that coherently defines, maps, and classifies the wide range of hazards to which communities are exposed is a key input for this task. The UNDRR-ISC Hazard Information Profiles (HIPs) provide evidence-informed standardization of hazard nomenclature and definitions and a “science-backed” classification. Vaccines are one component to the public health strategies to alleviate the COVID-19 pandemic. Hesitancy regarding COVID-19 vaccines in the United States has been problematic, which is not surprising given increasing overall vaccine hesitancy in recent decades. Most vaccines are administered during childhood years. Consequently, understanding hesitancy toward administration of vaccines in this age group may provide insight into possible interventions to reduce vaccine hesitancy. A healthy understanding of sexual function is crucial for physiological and psychological well-being. What undergraduate students learn in their biology courses shapes the way they engage with these topics. Anatomy and Physiology (A&P) courses attract future healthcare practitioners who need to be able to communicate with their patients about sexual function in an inclusive manner. This study conducted a national survey to identify the most utilized A&P textbooks for undergraduate students, then used emergent thematic analysis on the resulting 14 textbooks to characterize how sexual function is represented. Establishing Recharge Rates In The High Plains Aquifer: Mapping, Precipitation Modeling, And An Evaluation Of The Chloride Mass-Balance Method, Arindam Mukherjee

In this dissertation, three studies related to understanding and predicting recharge are presented. First, geospatial techniques were used to identify potential groundwater recharge areas in the High Plains Aquifer. Second, a precipitation generator was developed to produce site specific synthetic precipitation series that depend on daily precipitation occurrences, particularly on the distribution of wet spells for sites to be used in numerical modeling. Third, the unsaturated flow code VS2DI was modified to allow the simulation of chloride accumulation from recharge, and this model was used to evaluate errors in the Chloride-Mass-Balance (CMB) method for estimating recharge due to heterogeneity.

Collegiate athletes are faced with the challenge of maintaining optimal performance outcomes in spite of their demanding training schedules. As a result, athletes rely on recovery strategies such as nutrition and adequate sleep to optimize their recovery in these shortened windows. This study aimed to explore the relationship between dietary intake, sleep, and athletic performance in female collegiate athletes (N=27) using dietary recalls analyzed using the Nutrition Data System for Research, self-reported sleep data, and data collected using PERCH devices. Due to the complexity of the anatomical and physiological barriers in the eye, ocular drug delivery presents significant challenges. The poor solubility of many drugs and short retention times on the ocular surface results in low bioavailability from traditional topical dosage forms. Various types of eye infections, such as bacterial keratitis (BK) and fungal keratitis (FK), can become critical and lead to serious visual disabilities. Therefore, this research study aims to enhance the solubility and corneal permeation of two drugs, Ciprofloxacin (CIP) for BK and the antifungal agent Natamycin (NT) for FK, using nanoemulsion (NE) and cyclodextrin (CD) based technologies.

The complex and beautiful relationship the people in Victorian England had to the bee is one that goes beyond ideas of politics and religion. This thesis will explore this relationship by utilizing print, ephemera, jewelry, and household items, to demonstrate how the representation and symbolism of the bee was recognized and cherished by Victorians. While bees did certainly have an intimate relationship to the areas of politics and religion, one that is acknowledged throughout this work, their connection to grander themes of introspection, industrialism, folklore, morality, and status helps us understand the Victorians on a deeper level.

This phenomenological qualitative study explores the intricate dynamics between attachment styles, the supervisory relationship, and counseling self-efficacy among supervisory dyads in counseling. The findings reveal five themes: supervision is relational, supervision is a therapeutic space, security within supervision bolsters self-efficacy, supervision is a mirror for clinical practice, and the nuanced "both/and" nature of attachment and self-efficacy dynamics. This study addresses a gap in the literature by offering qualitative insights into the interplay of attachment styles, supervisory relationship, and counselor self-efficacy, thus contributing to a deeper understanding of the complexities within supervisory practices in counseling.

Nutrient cycling in freshwater systems is primarily performed by microorganisms, however the interactions between microorganisms and other aquatic organisms such as macroinvertebrates is poorly understood. Interactions between macroinvertebrates and their associated microbial community, their microbiome, are important to understanding ecosystem functioning and guiding conservation efforts for imperiled macroinvertebrate species. Extracellular vesicles (EVs) function as potent mediators of intercellular communication for many in vivo processes, contributing to both health and disease related conditions. Given their biological origins and diverse functionality from correspondingly unique "cargo" compositions, both endogenous and modified EVs are garnering attention as promising therapeutic modalities and vehicles for targeted therapeutic delivery applications. Bill S-203, An Act to amend the Criminal Code and other Acts (ending the captivity of whales and dolphins) became Canadian law in 2019, banning the captivity of cetaceans. This Article critically examines Bill S-203, arguing that it is underpinned by anthropocentric and science-based justifications that will work as exclusionary forces against many animals in need of legal protection. Instead, the Article advocates for an empathetic and multi-jural approach that accounts for human-animal interconnectedness and the unique cultures of animals. Clematis L. is one of many plant genera that contributes prominently to the species richness and endemism of the southeastern United States. Here we examined phylogenetic relationships among species in Clematis sect. Viorna, commonly known as leatherflowers, which are distributed primarily in the southeastern United States. We used data from restriction site-associated ddRADseq to reconstruct a best estimate phylogeny of this group. Our analyses revealed that the North American members of sect. Viorna form a well-supported clade, and several of the traditionally recognized infrasectional taxa were resolved as monophyletic. Environmental enrichment standards are set in many animal welfare laws, but such protections are generally withheld from farmed animals. Instead, farmed animals are subject to substandard enclosures that are under-stimulating and inappropriate for their species-specific behavioral needs. Scientific studies have shown that the inclusion of environmental enrichment in an animal’s enclosure balances their production of stress hormones, which has beneficial implications for the overall health and wellbeing of the animal. For decades, long-tailed macaques have served an instrumental role in advancing biomedical research. However, due to the recent primate shortage in U.S. laboratories, these macaques have become coveted targets for poachers. In 2022, the International Union for Conservation of Nature (IUCN) elevated the long-tailed macaque’s threat level from “Vulnerable” to “Endangered,” citing research-related capture as a critical factor contributing to their decline. Under this new status, long-tailed macaques are at risk of being categorized under Appendix I of CITES, a designation that will subject them to stricter trade regulations. This Article posits that changes in U.S. laws and policies regarding animal experimentation depend on the recognition of animal sentience. Sentience—distinct from cognition and self-awareness—is the ability of an animal to experience pain, pleasure, and other emotions. First, this Article reviews the reasons animals are still used in biomedical research and the relevant characteristics of U.S. law. This is followed by a discussion of sentience and the concepts of cognition and self-awareness, and a discourse on societal interests. Under modern Supreme Court jurisprudence, the First Amendment ordinarily imposes no heightened standard of review upon neutral laws of general applicability that coincidentally burden the free exercise of religion. To relieve or minimize this burden, however, lawmakers are generally free to promulgate exemptions from, or accommodations to, such laws for the benefit of religious adherents. Such accommodations are common.

A Breast Cancer Stem Active Cobalt(Iii)-Cyclam Complex Containing Flufenamic Acid With Immunogenic Potential, Jiaxin Fang, Owamagbe N. Orobator, Chibuzor Ngozi Olelewe, Ginevra Passeri, Kuldip Singh, Samuel G. Awuah, Kogularamanan Suntharalingam

The cytotoxic and immunogenic-activating properties of a cobalt(III)-cyclam complex bearing the non-steroidal anti-inflammatory drug, flufenamic acid is reported within the context of anti-cancer stem cell (CSC) drug discovery. The cobalt(III)-cyclam complex 1 displays sub-micromolar potency towards breast CSCs grown in monolayers, 24-fold and 31-fold greater than salinomycin (an established anti-breast CSC agent) and cisplatin (an anticancer metallopharmaceutical), respectively. Strikingly, the cobalt(III)-cyclam complex 1 is 69-fold and 50-fold more potent than salinomycin and cisplatin towards three-dimensionally cultured breast CSC mammospheres. Mechanistic studies reveal that 1 induces DNA damage, inhibits cyclooxygenase-2 expression, and prompts caspase-dependent apoptosis. Breast CSCs treated with 1 exhibit …

Agricultural mechanics is a prominent topic in Georgia Agricultural Education, as it is the agricultural subject matter area with the second-largest enrollment across all school systems in the state. However, with Georgia agricultural teacher preparation programs only requiring three credit hours in the subject matter area, questions arise as to whether Georgia agriculture teachers are properly prepared to teach this subject matter area, especially if those teachers did not complete a traditional teacher preparation program. Since 2010, the population of Georgia has steadily increased by 1% (Georgia Population by Year, County, Race, & More, 2023).
