The Institute of Physics (IOP), Chinese Academy of Sciences (CAS), has been making admirable progresses in pace with the country since the founding of the People’s Republic of China. It has made prominent contributions to China’s physical science by accomplishing substantial innovative achievements and cultivating a stream of outstanding talents. This study reviews on IOP’s development history in the past 75 years, a history of serving the nation’s needs and pursuing excellence in science, while overcoming difficulties to take the lead in institutional reforms.

In the face of new missions in the new era, China’s science and technology finance system has become a key engine for driving innovation and achieving economic transformation. The study reviews the current development status of science and technology finance in China, summarizes policy experiences from developed countries and regions, and introduces commonly used financial instruments in the field. Amid intensifying great-power competition, the global science and technology (S&T) governance landscape is undergoing profound transformation. Traditional S&T policy instrument systems—primarily oriented toward inward capacity building—are increasingly inadequate to address the complex challenges posed by external competition and institutional restructuring. This study systematically examines the functional boundaries and developmental limitations of China’s current policy instrument system, drawing on the global governance experience of U.S. science and technology policy.
