This Capstone project examines how Bay Area municipal governments, specifically the City and County of San Francisco, Alameda County, San Mateo County, and Santa Clara County, are adopting and governing predictive litigation technologies, and what these practices reveal about the possibilities and limitations of data justice in advancing racial equity, transparency, and public accountability. Drawing on a qualitative, comparative case study methodology analyzing procurement contracts, AI governance policies, California Public Records Act (CPRA) disclosures, and semi-structured interviews gathered across fifteen municipal legal institutions, the research applies an interdisciplinary theoretical framework synthesizing John Rawls’s distributive fairness, Nancy Fraser’s recognition justice, Tom …

It has become common for Supreme Court Justices—the most powerful legal actors in our society—to explain why “the law” requires them to facilitate, or at least tolerate, terrible human suffering. Such claims are wrong, not just morally but legally. More specifically, they expose the decisions of the Roberts Court as a based on a jurisprudence of nihilism, one that justifies human suffering through vague appeals to the rule of law. These appeals, in turn, thinly conceal a substantive political and moral project.
To support this claim, I proceed in five parts. Part I introduces Albert Camus’s account of nihilism …

Abstract
Objective: This evidence-based project aimed to enhance primary care provider knowledge and prescription rates of naltrexone and long-acting injectable (LAI) naltrexone in a community healthcare setting.
Background: Naltrexone and LAI naltrexone pharmacotherapy is shown to reduce use of alcohol and opioids and improve client retention in patients with alcohol use disorder (AUD) and opioid use disorder (OUD) (Bahji et al., 2020; Morley et al., 2024; Murphy et al., 2022).
Methods: A 30-minute in-service was provided to 14 family practice providers at the clinic. The prescription rate of naltrexone and LAI naltrexone was evaluated for the baseline period of February …

Restorative justice (RJ), a philosophy, practice, and movement inspired by local, largely Indigenous traditions, has increasingly been introduced in modern criminal justice systems as an alternative process to more comprehensively address harmful incidents, heal harms, and meet victim’s needs. While RJ implementation growth is encouraging for its advocates, there remain significant questions around formalized RJ practice. Specifically, little is known about the decision-making process in implementing and administering RJ programming within criminal justice. Examining Whether The Relationships Between Specific Psychiatric Diagnoses And Both Adolescent Suicide And Reoffending Are Moderated By Sex, Michael T. Baglivio, Katherine Jackowski, Brooke Neupaver, Grayson Black, Bailee Perry, Kevin T. Wolff

The current study examines the relationships between specific psychiatric diagnoses and both adolescent suicide and reoffending, the implications of adverse childhood experiences on these outcomes, and assesses whether these relationships are moderated by sex. Using a multilayer multiyear statewide sample of 6,515 adolescents who completed juvenile justice residential placements, logistic regression and moderation models were used to examine these relationships. Findings demonstrate that the rate of suicidal ideation was 2.5 times higher for female youth, while the recidivism rate was 1.7 times higher for males. Psychiatric diagnoses prevalence ranged from 65.9% for conduct disorder to less than 1% for personality …

Psychosocial Risk Factors And Recidivism Among Violent Offenders, Abbey Elizabeth Burgess

This study examined whether changes in LS/CMI domain scores between prison intake and release were associated with three-year recidivism among violent offenders following their release from custody. While the Risk-Need-Responsivity (RNR) framework emphasizes the importance of targeting dynamic criminogenic needs to reduce reoffending, relatively little research has assessed whether changes in domain-level risk factors translate into improved outcomes over time. Using administrative data from a state correctional system, this study analyzed domain-level changes in LS/CMI scores and their relationship to rearrest, while controlling for demographic characteristics, criminal history, and institutional factors. Shoplifting: Analyzing Spatial And Temporal Patterns, Elizabeth Petrenko

Shoplifting has contributed to significant losses in Oregon, reaching nearly $956 million in 2022. While overall property crime in Portland, Oregon, dropped between 2023 and 2024, reported shoplifting incidents increased by 50.0%. In Oregon, stealing property worth $100 or less is third-degree theft and a Class C misdemeanor. Second-degree theft involving stealing property between $100 and $1,000 is a Class A misdemeanor. Although often classified as petty or minor theft, shoplifting imposes strain on retailers, consumers, and communities, which raises questions about the spatial and temporal distribution of this crime. AbstractOregon’s pretrial system operates under a common statewide legal framework, yet detention and release outcomes do not appear fully consistent across jurisdictions. Earlier research on pretrial decision-making has largely focused on judicial discretion, individual-level legal factors, and the use of risk assessment tools, while giving less attention to the district-level environments in which those decisions are made. This study examines whether variation in institutional capacity, political context, demographic composition, and socioeconomic conditions corresponds with differences in pretrial outcomes across Oregon’s circuit court districts.

This study examines to examine the comparative framework of criminal cases review between Indonesia and the United Kingdom (UK), focusing on the scope of grounds and institutional framework. Both jurisdictions recognize post-conviction review as an extraordinary legal remedy intended to prevent miscarriages of justice. Indonesia employs revision (PK –Peninjauan Kembali) as a restrictive system, similar to the Court of Appeal. The purpose of this qualitative research study was to explore the impacts of popular early 2000s children’s television shows on now-adult viewers’ perceptions of the nuclear family. The problem is that current scholarly literature had not addressed how early 2000s television shows have impacted the perception of a traditional nuclear family’s role in society. This study sought to identify the views currently held by the participants regarding the importance and roles of the nuclear family. In “Personal Precedent at the Supreme Court,” Professor Richard Re argues that Supreme Court justices tend to rely on their “previously expressed views of the law,” including their prior separate opinions when deciding new cases. Richard M. Re, Personal Precedent at the Supreme Court, 136 Harv. L. Rev. 824, 825–26 (2023). These “previously expressed views of the law,” which Re refers to as “personal precedent,” play an extremely important and previously unrecognized role in the development of the law. Recent political events have laid bare the ways that the United States functions like a plutocracy, in which the ultra-wealthy exert influence over core governance functions. The criminal system is not immune from this influence. Big Capital shapes the operation of the criminal system in highly visible ways through its investments in policing technology, electronic monitoring systems, and correctional and detention systems. This Article shows how the economic elite shape the operation of the criminal system in a less obvious way: through philanthropic giving. Cities are the temporospatial embodiment of local economies, constructed on the scaffold of racial capitalism. Pursuant to decades of public-private ventures to entrench segregation, some cities have been given a treasure trove of resources while others have been—and continue to be—deprived. Community organizers and local governments in urban areas have attempted to disrupt enduring spatial inequities through policies advancing civil rights, economic justice, and sustainable development. Beyond "Bad Apples": Political Identity, Moral Interpretation, And Institutional Response To Abuse, Laura Werner

This thesis examines how psychological explanatory frameworks and structural institutional response interact to shape how domestic violence and sexual abuse are understood and addressed. Drawing on behavioral design theory and John Dewey's transactional approach to experience, I argue that harm is interpreted through mental models that simultaneously shape both individual perception and institutional action. Using survey data from 736 participants, I demonstrate that endorsement of the "bad apples" explanatory framework, attributing abuse primarily to a small group of deviant individuals, is predicted by psychological essentialism, belief in a just world, social dominance orientation, and political conservatism. Biogeographical ancestry (BGA) inference is an important tool in forensic science, providing supplemental information when comparison/reference DNA is not available for traditional DNA analyses. Insertion/deletion polymorphisms (INDELs) have been used in the last decade as ancestry-informative markers (AIMs) for BGA inference because they can be easily adapted to forensic-type samples and are determined using low cost and easy processing methods. Limited research has attempted to estimate ancestry and admixture in United States (U.S.) populations.
