Democracy's Other Boundary Problem: The Law Of Disqualification, Tom Ginsburg, Aziz Z. Huq, David Landau
Democracy's Other Boundary Problem: The Law Of Disqualification, Tom Ginsburg, Aziz Z. Huq, David Landau
Scholarly Publications
Almost all national constitutions contain one or more ways to disqualify specific individuals from political office. Indeed, the U.S. Constitution incorporates at least four overlapping pathways toward disqualification. This power of disqualifying specific individuals or groups stands at the heart of the complex project of maintaining democratic rule. In practice, disqualification can work both as an instrument for preserving democratic rule and also as a knife against it. This Article is the first to systematically analyze the complex positive and normative questions raised by disqualification. We offer both a positive account of the function that disqualification plays in constitutional ordering …

How Do Black Congressional Members Frame The Issue Of Gun Violence? An Analysis Of Twitter Posts, Speeches, And Press Releases From The 117th Congress, Solena Ornelas
Political Science & International Studies | Senior Theses
Black Americans are disproportionately affected by gun violence. In fact, in 2022 Black Americans were projected to be ten times more likely than White Americans to die by gun homicide.1 One of the responsibilities of Congress is to represent people within their district by developing and voting on legislation that protects constituents by making their communities safer. It is the responsibility of Congress to address the issue of gun violence because it is an issue that jeopardizes the safety of many American communities, as there are roughly 100,000 victims of gun violence each year.2 Research has shown that the race …

Incarcerated Patients Have Higher Mortality After Trauma: An Unreported Healthcare Disparity, Harry Newmanplotnick
Incarcerated Patients Have Higher Mortality After Trauma: An Unreported Healthcare Disparity, Harry Newmanplotnick
Yale Medicine Thesis Digital Library
While the U.S. has the highest incarceration rate in the world, at nearly 1% of the adult population, or over 2 million people, insight regarding health disparities in this population remains limited, particularly for traumatic injuries and surgical care. Our aims with this paper were two-fold. First, we sought to perform the largest national database analysis of criminal-justice system involved (CJI) trauma patients (specifically incarcerated patients). Second, we planned to investigate if incarceration status was associated with differences in a variety of outcomes after trauma for U.S. adults. To accomplish these aims we analyzed data from the National Trauma Data Bank …

Artificial Intelligence (Ai) And Public Managers: Key Questions And Recommended Actions, Zong-Xian Huang, Meghan E. Cook, J. Ramon Gil-Garcia, Theresa A. Pardo
Center for Technology in Government
Rapid advances in Artificial Intelligence (AI) research and development are driving the integration of AI into theoperational systems that underlie the effective functioning of governments at all levels and around the world. As government leaders and managers ready themselves to transform their agencies through digital strategies and make enterprise technological investment decisions, they must consider that most new systems include some form of AI. Therefore, it is essential that government leaders understand AI and its potential for revolutionizing government services and decision-making. Although much has been written about AI in the public sector, there is little that offers practical guidance …

The "Othering" Of America: How The Strategic Use Of Crisis And Ressentiment Succeeded In The Trump Era, Laura J. Franklin
The "Othering" Of America: How The Strategic Use Of Crisis And Ressentiment Succeeded In The Trump Era, Laura J. Franklin
Dissertations
The establishment of a crisis theme through public rhetoric often triggers widespread attention, resulting in public concern and media coverage of an issue that could potentially be overblown or deceptive. In right-wing political discourse, this crisis warning is typically delivered by a White male leader with ready access to the powerful news media. An “us versus them” theme often occurs. Within this mode of a hegemonic exclusion, a culture of immigrants or an American minority are often depicted, perhaps aggressively, as a threat: A threat used to motivate, enrage and create the frustrations inherent in ressentiment. This dissertation explores the …

Practice Papers
The computing ethics landscape is changing rapidly, as new technologies become more complex and pervasive, and people choose to interact with them in new and distinct ways. The resultant interactions are more novel and less easy to categorise using traditional ethical frameworks. It is important that developers of these technologies do not live in an ethical vacuum, that they think about the consequences of their creations, and take measures to prevent others being harmed by their work. To equip developers to rise to this challenge and create a positive future for the use of technology, it important that ethics becomes …

2023 Polarization Index Part Iii: Polarization In The Federal Government, Katie Sonder
2023 Polarization Index Part Iii: Polarization In The Federal Government, Katie Sonder
US Political Polarization
Polarization is both a buzzword and a tangible indicator of the state of our nation. We hear how polarized the American public is from our politicians, the media, and our friends and family. We have also experienced the effects of voter suppression, election denial, cancel culture, the January 6th attack on the Capitol, and congressional gridlock.
This Polarization Index was created to help us better understand how polarized the American public is really. Grasping the ways in which we are polarized – to what degree and over what issues – and identifying areas of bipartisan agreement, will give us a …

Perceptions Of Mentoring Kings And Effects Of The Hochman Method On High School Boys Of Color, Kelly Mckay Downing
Theses and Dissertations
The purpose of this study was to examine the effect of the Hochman Method’s Sequence for Notetaking Instruction on male high school students of color. This method of notetaking was an integral part of the curriculum offered by the Mentoring Kings Initiative, a critical mentoring program providing formal and informal mentoring to male students of color. Specifically, the study explored how bolstering the Hochman Method’s explicit notetaking instruction with critical mentoring and culturally responsive pedagogy intrinsic to the Mentoring Kings Initiative affects student comprehension, self-efficacy, and notetaking mastery. Perceptions of the Mentoring Kings Initiative among these male high school students …
Differences In Black And White Students’ Achievement Gap Between Public Charter Schools And Traditional Schools In Minnesota, Dustin Lee Julius
Differences In Black And White Students’ Achievement Gap Between Public Charter Schools And Traditional Schools In Minnesota, Dustin Lee Julius
All Electronic Theses and Dissertations
The purpose of this research is to determine whether the achievement gap between Black and White students differs significantly between Minnesota public charter schools and traditional Minnesota public schools. The reading and math proficiency gaps between Black and White students in Minnesota are among the largest in the nation. Despite the fact that public charter schools have been around since 1991, it has not been determined whether or not they may have an impact on Minnesota’s achievement gap. Long-standing disparities in socioeconomic status, mental health, and college enrollment may be addressed through closing the achievement gap between Black and White …
Prenatal Buprenorphine Exposure Reduces Expression Of Myelin Proteins In Neonatal Longs-Evans Rat, Christopher James Grahe
Prenatal Buprenorphine Exposure Reduces Expression Of Myelin Proteins In Neonatal Longs-Evans Rat, Christopher James Grahe
Theses, Dissertations and Capstones
In the USA and especially in WV, there has been a surge in the rise of opioid use disorder (OUD), and with it a rise in neonatal abstinence syndrome (NAS). What makes this rise in NAS so unfortunate is that the Medications for OUD (MOUD) do not prevent the development of NAS. Although the relationship between MOUD and NAS is still unclear, it is thought that buprenorphine, one of the main substances used to treat OUD in pregnant women, may feed into the development of NAS, which may affect mental and physiological development and cause other health problems. Via understanding …
