This research investigated the way four Air Force Materiel Command (AFMC) single manager organizations operationalized the Integrated Weapon System Management (IWSM) concept of "seamless processes." In this thesis, the IWSM concept of "seamless processes" refers to the degree of integration between acquisition and sustainment organizations. Four SPO organizations were involved in six case studies. This research focused on the way "seamless processes" affect the shifting of the organizational "center of gravity" within or between single manager organizations. An interview questionnaire was administered to 13 Product Center managers and 6 Logistics Center managers. The interview questions focused on IWSM in general, …

Supplemental Environmental Projects: A Bargain For The Environment, Laurie Droughton
Pace Environmental Law Review
Supplemental Environmental Projects (SEPs) have been used increasingly by the United States Environmental Protection Agency (EPA) in settlement decrees. SEPs, in general, consist of installing pollution prevention equipment or implementing pollution prevention programs, thereby achieving environmental benefit in excess of that which could be realized through injunctive relief. In return for performing the SEP, the EPA correspondingly decreases the penalty the violator must pay. This article examines the history and use of SEPs and advocates the inclusion of SEPs in settlement decrees is well within the EPA's statutory authority under the various statutes for whose enforcement the EPA is responsible.

Everybody Wins: Involving Youth In Community Needs Assessment, Glenn D. Israel, Thomas W. Ilvento

This article presents a strategy for integrating community service learning with community development. It builds upon two methods in rural development: needs assessment and incorporating public schools in the development process. The strategy provides a way to conduct a valid needs assessment using survey research methods, while keeping costs low and involvement of local people high. It also provides an opportunity for students to have classroom and experiential learning on community development and needs assessment. This strategy has been tested in Florida and Kentucky.

The National Strategic Plan for Natural Resources and Environmental Management Education was developed by a 17 member team during a year long planning and development effort. This paper attempts to ground that plan in a rational theoretical base of understanding both at the local and national level. Justification for the commitment of Extension System resources to Natural Resources and Environmental Management Education is predicated on recognition of the environment as a base for all living systems. This description presents the vision, the beliefs, the values, the areas of emphasis, and the trends that influence the scope of the plan.

Many institutions of higher education are undergoing an identity crisis. In years to come, such a crisis may be viewed as a salient force in the historical evolution of American higher education. The 1980s and 1990s eventually may be acknowledged as the era when colleges and universities began to pursue their unique identities in an aggressive way. The purpose of this paper is to review the marketing strategies used by institutions of higher learning to communicate their unique identities and to review the elements essential to building organizations with a sense of community.

This Essay examines the role of multinational corporations in protecting human rights around the globe. Part I analyzes the conduct of corporations, describes examples of corporations' involvement in human rights violations, and discusses the merits of greater responsibility of corporations. Part II suggests that the level of responsibility for a multinational corporation depends on the proximity of the corporation's operations to human rights violations, in combination with the seriousness of the violations, and proposes five gradations of responsibility. As of April 1993, an estimated 5.3 million women in Indonesia were using IUDs. In 1991, the IUD was the second most commonly used family planning method in Indonesia (13.4 percent). According to the Indonesia Demographic and Health Survey, in 1994 it became the third most commonly used method among currently married women (10.3 percent), primarily on the islands of Java and Bali. The National Family Planning Coordinating Board (BKKBN), in collaboration with the Faculties of Medicine, Diponegoro University in Semarang, Airlangga University in Surabaya, and BKS-Penfin in Bandung, conducted a "Follow-up Study Among IUD Acceptors of Java,” from November …

Man Or Beast: The Convention On Biological Diversity And The Emerging Law Of Sustainable Development, W. Robert Ward
Vanderbilt Journal of Transnational Law
Mr. Ward explores the legal nature of the Convention on Biological Diversity by examining patterns in the development of international law. He considers two categories of global agreements: (1) novel issues agreements and (2) general principles agreements. The article defines these two types of agreements and then considers whether the Convention addresses a novel issue in conservation law. Mr. Ward argues that the Convention is instead a general principles agreement that marks a new development in international law. The article concludes by exploring how the Convention may influence the further evolution of the law of sustainable development.

Housing strategies designed to create a sense of community for our nation's at-risk and poverty-stricken citizens continue to be a source of debate. One major issue is the degree to which criminal behavior exists within these environments. In this article, the results from a seven year study of one single room occupancy (SRO) facility in Pittsburgh, Pennsylvania are described. Analysis of two models used for intervening with the vulnerable tenant population of the SRO suggest that a "strengthfocused" strategy rather than a "need- focused" approach may be more effective in reducing crime and may contribute to the establishment of a …

In this book Christina Gringeri investigates the effects of homeworking on workers, mainly women, and their families and explores the role of the state in subsidizing the development of homeworking jobs that depend on gender as an organizing principle. She focuses on two Midwestern communities, Riverton, Wisconsin and Prairie Hills, Iowa, where more than 80 families have supplemented their incomes since 1986 as home-based contractors of small auto parts for The Middle Company, a Fortune 500 manufacturer and subcontractor of General Motors. RAIN began in October 1974 as a publication of ECO-NET, an environmental education network funded by the Hill Foundation and an Environmental Education grant. Its office was based in the Environmental Education Center at Portland State University. With a focus on the Pacific Northwest, particularly Oregon, RAIN originally described itself as a “bulletin board” with an “emphasis on environmental/energy related and communications kinds of information” and interested in “the evolutionary possibilities of inter-disciplinary connections.”

In January 1993, the American Institute of Architects and the International Union of Architects announced the "Sustainable Community Solutions" ideas competition. This paper describes principles and concepts illustrated in an award winning design competition entry based in Los Osos, California. The focus of this entry is the transformation of a suburban bedroom community on the California coast into a vital ecological city designed around its watershed. This paper outlines sustainable design strategies that encompass the full spectrum of environmental design issues at the full range of scales; global, bioregional, regional, site, building, and component as proposed by the design team.
