For a little more than twenty years, alternative methods of dispute management have been employed to address various environmental conflicts in order to avoid the more traditional method of litigation. Mediation is a voluntary process which involves face-to-face negotiation among parties and the use of a neutral third-party negotiator. Environmental mediation has helped manage disputes related to land use, natural resource management, use of public lands, water resources, energy development, air quality and toxins (Bingham 1986).

Architectural education offers students practice with complex problem-solving, most often separate from the public they will eventually serve. Design education that addresses real clients and real world concerns such as renewable energy and resources, social equity and environmental justice, and economic feasibility demands the skills of coordination, communication, vision, and leadership different from conventional architectural education. This paper outlines an innovative university curriculum that moves in the direction of educating architects as community leaders based on sustainable design and the concept of community in every aspect of the teaching model. There is great promise and significant challenges to sustaining and expanding service learning--both as a method of teaching and a method of educational reform. While the practitioners that use service learning are convinced of its benefits to youth, it has been difficult to substantiate claimed outcomes, particularly those related to academic achievement. There are problems in the depth of practice, the depth of research, and the expectations for outcomes.

Indonesian land use regulations are increasingly designating areas where urban growth is either targeted or excluded, echoing a similar trend in other Pacific Rim nations. Yet as with growth planning in the United States, there is a near total lack of regulatory direction guiding the form or pattern of urban development within the target areas. Sprawling suburban development, essentially patterned after midcentury-style American models, is rapidly consuming the most desirable developable land. This paper highlights the finite limits of global resources, the rapid global changes that are occurring, and the authors' concerns about the failure of the world community to come to grips with global problems. Major impediments to achieving global sustainability and social development are discussed and suggestions are presented for remedial strategies to redirect society along a more equitable and sustainable future path.

A Developmental Perspective On Community Service In Adolescence, Miranda Yates, James Youniss

A substantial number of U.S. adolescents currently participate in community service and there is increased national interest in service programs. This article assesses the assumption of developmental benefits to service participants by critically reviewing 44 empirical studies. It offers a theoretical framework for understanding the findings by connecting them to identity development and delineating three pertinent concepts: agency, social relatedness, and moral-political awareness. These concepts are applied to studies that investigate: ( 1) the characteristics and motivations of participants, ( 2) the effects of service, and ( 3) the process of service. This Article examines avenues of redress and pollution prevention for impoverished people of color that flow from Title VI litigation strategies within the larger context of the environmental justice movement. Environmental justice issues can serve as tools with which to question status quo distributive policymaking processes and outcomes. Specifically, this Article concerns itself with practical routes toward increasing distributive justice and democratic efficacy.

The family planning (FP)/maternal and child health (MCH) program in Bangladesh has achieved success in the recent past, mostly through a large-scale government service-delivery system with support and cooperation from donors and nongovernmental organizations. There is concern about the financial and social sustainability of the program. Other issues include achievement of replacement-level fertility within a stipulated period and improvement of MCH-FP service quality. This Essay examines the role of multinational corporations in protecting human rights around the globe. Part I analyzes the conduct of corporations, describes examples of corporations' involvement in human rights violations, and discusses the merits of greater responsibility of corporations. Part II suggests that the level of responsibility for a multinational corporation depends on the proximity of the corporation's operations to human rights violations, in combination with the seriousness of the violations, and proposes five gradations of responsibility. Suburban cities are renowned for containing a limited range of housing typologies, specifically the single family house and the apartment. This thesis examines the varied groups whose needs are not served by the housing types offered in the suburban model as well as the role that typical suburban housing has had in shaping the suburban city model. Included are design solutions for introducing varied housing typologies into an existing suburban city, schematic plans for implementing mass transit, a reorganization plan for zoning layouts and a financial analysis for implementing specific housing modifications.

Tourism As A Sustainable Rural Development Strategy: Building Consensus In Resident Attitudes, Paul B. Siegel, Paul M. Jakus

Journal of Rural Social Sciences

A survey of community leaders, broadly categorized as business people, public officials, and conservationists, was conducted to assess attitudes toward tourism in a six-county region of the Southern Appalachian Highlands of Tennessee and North Carolina. Broad support for tourism development was found across all groups, with the caveat that economic growth not take place at the expense of community character or environmental quality. In general, however, members of conservation organizations were more concerned about the negative impacts of tourism development than were business people or public officials. The methodology employed highlights issues of agreement and conflict among influential community groups. …

This paper describes a development process which builds upon the strengths of community service learning and community development by providing teenagers a chance to get involved in the community while providing a valuable service leading to local action. The strategy focuses on building partnerships among students, teachers, and local leaders to learn about community leadership, conduct a community needs assessment survey, and address a local need through a community development process. Experience from projects in Florida and Kentucky suggests that this strategy can help youth get involved in the community while providing a sounder basis for the community to act …

Empowerment Zones: Urban Revitalization Through Collaborative Enterprise, Audrey Mcfarlane

The federal government recently designated six empowerment zones in selected urban areas as an urban revitalization demonstration program. The program is derived from the enterprise zone strategy promoted by former HUD Secretary Jack Kemp that sought to address urban poverty by encouraging business growth through deregulation and tax incentives. The Clinton administration modified the original concept and now refers to the target areas as empowerment zones. As the definitions of "enterprise" and "empower" indicate, renaming the zones reflects a significant shift in emphasis-from a focus on stimulating business enterprise through reducing regulation to one in which regulation is used to …
