Utah Conference on Community Engagement
Between 2021-2023, Utah Clean Energy collaborated with four community partners to develop the Community Strategy for Equitable Home Electrification. This involved developing an understanding of the barriers and challenges to home electrification, creating a vision statement for equitable home electrification, developing four high-priority solutions to the barriers to home electrification, and creating several action steps for each solution, all based on community input. This document is intended to inform and guide the design and implementation of programs and policies related to home efficiency and electrification that are intended to expand access for low-income and disadvantaged communities.

Globally, many communities are fragmented and struggling to have their needs met. One strategy to meet local needs is to adopt a bottom-up approach, working within communities to build power. This strategy is especially effective because it allows people to make decisions around issues impacting them directly and forge critical connections with one another. Mutual aid offers a framework for establishing power by mobilizing community members to support one another based on solidarity and reciprocal relationships, which can be adapted to many different contexts. This letter explores a growing strain in the U.S. federal procurement: the automation mismatch between AI-powered proposal development by contractors and the regulation-bound evaluation systems at agencies like U.S. Customs and Border Protection (CBP). Tools like Vultron and Unanet AI have enabled federal contractors to increase proposal submission volume, yet institutional constraints such as data sensitivity, budget limitations, and cultural barriers have hindered equivalent modernization on the government side. Africanism In America: Exploring Hybrid Identities Of African Students In The Us, Ruth A. Yeboah

This study interrogates the intercultural experiences of African international students (AIS) in a US Midwestern University. With a focus on West African students, the project explores how students confront and overcome linguistic, cultural, and systemic barriers as they create new dynamic spaces which are neither American nor African, but a mixture of both in a predominantly White institution. Drawing on the theoretical constructs of hybridity and language ideology, the findings reveal how AIS actively negotiate identity by using traditional African cultural traits, rooted in Africanism—with new cultural influences, generating unique, fluid and constantly-evolving hybrid identities. Labour law is a fragmented regulatory landscape bringing together multiple legal sources drawn from various areas of law, institutions, and interactions between multiple regulatory tiers and frameworks. This article offers a conceptual and analytical framework for understanding the intricate contemporary structure of labour law and its effectiveness in ensuring the protections it has historically been intended to provide. The article considers four types of legal fragmentation — temporal, vertical, horizontal, and institutional — distinguished by character and effect. Worker advocates seeking to affect labour policy change in the United States have shifted their attention and energy to states and localities in a move that has been called the “new labour federalism.” new labour federalism has broadened the scope of public worker protections, while also making the enforcement of those protections even more necessary. Paid domestic work is governed simultaneously by several normative frameworks that have different sources. Traditionally, it has been regulated by what Adelle Blackett defines as the “law of the household workplace,” as well as by state law. Thus, the tension between these two normative frameworks makes effective access to rights uncertain for domestic workers, even those with formal labour contracts. In addition, when digital platforms intervene, their rules also apply. Recent literature has drawn attention to the various regulatory battles and flashpoints triggered by the entry of platform Transportation network Companies such as Uber and Lyft into cities around the world. Drawing on original case study analysis of Uber in Buenos Aires and Greater Manchester, we explore the increasingly complex and dynamic nature of local regulatory responses to platforms, and how they evolve over time. We develop a three-fold analytical framework that illustrates the important interactions between the competencies of local regulatory actors, the power of different interest groups, and the legitimacy of institutional rules. There is a problem with recidivism in the North Carolina prison system and the United States. This study fills the gap in the literature by focusing on what life experiences contribute to behaviors in recently released offenders not to reoffend in North Carolina. Edmund Husserl's (1913) Transcendental Phenomenology used several angles of perception and a thematic analysis of the participant’s lived experiences. This study employed a purposive sampling method by targeting 17 participants who may have represented characteristics of the intended population. This paper examines Kumasi Metropolis, Ghana risk factors for diabetes outcomes, considering the prominent determinants such as geographic location, income, and educational level. Such determinants play a role when it comes to shaping health outcomes, with research indicating positive correlation between per capita expenditure on healthcare and life expectancy. In spite of that, inequalities do occur, even in developing nations such as Ghana, where minimal health care investment impacts poor health outcomes. Socioeconomic factors, including low living conditions, poor access to healthcare, and illiteracy, reinforce health disparities, especially in rural areas. Identity And The Russian-Ukrainian War: Evidence From The American Community Survey, Matthew Holian, Oleh Wolowyna

The Russian invasion of Ukraine in 2022 led to significant changes in ethnic identity and language preferences among U.S. residents. We observe an 18.9% increase in U.S.-born individuals identifying as ethnic Ukrainian from 2021 to 2022 and a 6.8% decrease for U.S.-born ethnic Russians, which cannot be attributed to prior trends or sampling variation. The changes among Ukrainians were more pronounced among college graduates and those living in Democratic-leaning counties. We document an increase in the use of the Ukrainian language among Ukrainian immigrants, which cannot be explained by prior trends or immigration patterns. We test for labor market discrimination, …

While a growing body of literature examines the role of popular culture in transformative learning, much of it centers on fostering transformative experiences among learners, rather than educators themselves. This paper addresses that gap by exploring how popular culture enhances transformative learning for racially minoritized adult educators. Drawing from my experiences as a graduate instructor at a predominantly white institution, I reflect on how engaging with popular cultural texts facilitated my own transformative learning within my teaching practice. A collaborative, community-engaged research project was done to better understand Utah communities' attitudes and beliefs towards homelessness and evaluate for needed services for homeless individuals across Cache, Carbon, Utah, and Uintah counties. Through comprehensive data collection and analysis, this project will help identify community perceptions, challenges, and gaps in services, enabling providers to better tailor their efforts to meet the unique needs of homeless individuals within these counties. Ultimately, the research will foster more informed, responsive, and compassionate support systems for homeless populations across these diverse regions.

Maintaining long-term community partnerships is a major challenge for community-engaged classrooms. This poster presents a community-engaged learning (CEL) program template for a project shared between multiple courses and instructors, demonstrating how shared resources, skill sets, relationships, and coordination could result in a long-term community partnership linked to multiple community networks. It shows how 3 courses at the Honors College of the University of Utah can weave together learning objectives and cooperative planning for a course module focused on the Native Plants Program, part of the U of U Climate Action Plan.

Opioid use disorder (OUD) impacts over 1.2 million people in the United States. This population suffers from multiple comorbidities which can result in the need for hospitalization. Managing opioid withdrawal in hospitalized patients is challenging. Assessment tools like the Clinical Opioid Withdrawal Scale (COWS) help healthcare providers determine appropriate interventions to alleviate withdrawal symptoms for these patients. This quality improvement project aimed to decrease the number of incidents of violent behaviors and/or patients leaving the hospital against medical advice (AMA) during opioid withdrawal and enhance nurses’ ability to perform the COWS assessment. Despite the extensive discussion of the structural and lexical impact of Tamazight on North African spoken varieties in Morocco, Algeria, and Libya (Berkai 4-14; Souag 2018, 192-200; Faizi 29-39; Bensoukas and Boudlal 179-21; Zellou 1-13), little is known about the linguistic contact outcome between the Tunisian spoken variety (henceforth, Ettounsi or Tunisian Derja) and Tamazight. This article explores Amazigh activism in Algeria, focusing on the role of language, memory, and political mobilisation in reshaping national identity. It critically examines the reductive Arab/Berber binary, arguing that such oppositions, rooted in French colonial logic, provide the vocabulary through which Amazigh identity claims are confined within minority paradigms. The aim is to reconceptualise Amazigh ethnic identity as a form of transformational resistance that challenges dominant power structures rather than merely seeking accommodation within them. A “quiet time” refers to the private spiritual practice of reading the Bible, praying, and meditating on one’s own initiative outside of religious sanctioned events. This study examines the effect of a self-management intervention on establishing and maintaining the habit of a daily quiet time. The study’s hypotheses predicted there would be an increase in quiet time 1) frequency, 2) duration, and 3) overall satisfaction from the baseline phase to the intervention phase. This study explores the intersection of theory, participatory design, experimental research-through-design, and data physicalization to uncover the relationships between young people, their daily objects, and energy data. We introduce ‘Theory Instruments’ to teenagers, graduate students, and young professionals to encourage them to think about their own energy use along with anthropological, physiological, and visual perception theories and phenomenological concepts. These instruments heighten awareness of otherwise invisible energy consumption practices through visual and tangible data representations. Through projects addressing electricity, water usage, and recycling, participants co-created knowledge by developing actionable insights into their habits. This paper presents the development of a macramé-inspired framework for evaluating the effectiveness of creative participatory research (CPR), addressing gaps in conventional framework models that overlook the complex, multidimensional and experiential nature of these research approaches. The framework was designed to visualize and materialize the evolving nature of CPR, where participant engagement, contextual factors, and the sometimes organic and unpredictable creative activities shape both the research process and its outcomes.
