Improving Regulatory Notice, Joshua Ulan Galperin, E. Donald Elliott
Improving Regulatory Notice, Joshua Ulan Galperin, E. Donald Elliott
Elisabeth Haub School of Law Faculty Publications
Effective notice of law is the cornerstone of any legal system, and yet many federal administrative agencies do not give small businesses, NGOs, and interested citizens notice of the vast amount of new or modified law they produce. They merely publish the text in the Federal Register, which works tolerably well for larger enterprises but not their smaller competitors and citizens' groups. Despite these facts, few scholars have explored how agencies provide notice of the law. Even fewer have proposed ways that agencies could improve the methods they use for giving more effective notice of significant regulatory changes and thereby …

Research On Users' Privacy Preferences For Digital Medical Health Information From The Perspective Of Sensitivity:Based On A Discrete Choice Experiment, Hongcan Zhu, Jili Chen, Kaidi Zheng, Xianchao Liu
Journal of Scientific Information Research
[Purpose/significance] This study investigates differences in digital medical-health information privacy preferences by measuring privacy sensitivity across diverse user groups in multiple contextual scenarios, analyzing variations both within user groups (across contexts) and between user groups (within the same context), thereby providing actionable insights for developing context-aware health information protection frameworks in digital healthcare services.
[Method/process] A model of users' sensitivity to digital medical health information was constructed based on contextual integrity theory, and an experimental study was conducted using a discrete choice experiment method. The model was verified and analyzed using a binary logistic regression model.
[Result/conclusion] The study shows …

Remorse For Discrimination: The Role Of Group Dominance In Judging Hate Crimes Against Subordinate Group Members, Andrés Gvirtz, Patrick F. Kotzur, Andrew Stewart, Felicia Pratto
Psychology
Power, especially in the court system, is a potent determinant of intergroup relationships. Blind justice being only an ideal, public opinion can influence whether harm to low power groups is considered criminal and should be prosecuted. Our experiments investigated the impact of social dominance orientation (SDO) on the perceived appropriateness of punishment for harm to subordinate group members by dominant group members. Further, we examined the moderating role of a remorseful apology. We argue that perpetrators who do not show remorse towards their less powerful victim might be judged less harshly by those scoring high in SDO. Apologizing for the …

Decidiendo Lo Mejor Para Su Educación: Immigrant Latine Madres At The Intersection Of Confianza, Ideology, And The Illusion Of Choice, Emmeline Ortiz
Theses and Dissertations
This qualitative multiple case study examined the decision-making processes of immigrant Latine caregivers selecting schools and language programs for their children classified as Multilingual Learners (MLLs) in New York City. Although policy frameworks position caregivers as central decision-makers, bilingual program access remains limited, especially in charter schools, and families must navigate language ideologies that privilege English as the safest educational pathway. Ten immigrant Latine participants, nine mothers and one grandmother, whose children attended traditional or charter elementary schools in one NYC district, shared their experiences through semi-structured interviews conducted in Spanish. Data were analyzed through iterative coding and thematic analysis …

Hedonic And Utilitarian Products For The 21st Century: Classification Of Modern Product Categories, Jin-A Choi, Sufyan M. Baksh, Hyuk Jun Cheong
College of Communication and Media Scholarship and Creative Works
Consumer purchasing behavior varies according to the type of product being considered. Notably, these behavioral differences become more salient depending on whether a product fulfills a utilitarian function or offers hedonic gratification. The present study aims to develop a novel product classification model that categorizes contemporary goods and services based on the extent to which they possess hedonic or utilitarian value. Methodologically, the study employed a two-stage approach. In the first stage, to identify appropriate products for inclusion in the classification model, the researchers conducted focus group interviews, a comprehensive literature review, and an analysis of major retailers’ websites. In …

Evolution Of Agricultural Emissions Calculations In Australia: Methodological And Calculator Refinements And Their Impact On Western Australia’S Agricultural Carbon Footprint, Christophe D'Abbadie
Climate Science Published Reports
Greenhouse gas (GHG) emissions accounting is fundamental to positioning Australian agricultural products competitively in global markets, enabling supply chain stakeholders to make informed decisions, and understanding the trade-offs between market demands, policy requirements, consumer expectations, and intergenerational responsibilities.
Recent methodological refinements to emissions methodologies have enhanced the accuracy of GHG accounting in Western Australian (WA) agriculture. The Department of Primary Industries and Regional Development (DPIRD) has collaborated in these improvements through collaborative research with universities and federal agencies and advocacy for Western Australia-specific emission factors.
Methodological refinements have improved the accuracy of WA agricultural emissions estimates by 6% overall, providing …

Birth Outcomes In The Hispanic Population In The United States: Trends, Variation, And Determinants (2011–2021), Yanchao Yang, Thinh Nguyen, Sota Fuji
Annual Student Research Poster Session
Infants born to mothers who self-identify as Hispanic account for a substantial and growing share of births in the United States, yet limited research has examined disparities in birth outcomes across Hispanic origin subgroups. This study aims to document trends and identify important factors associated with Cesarean section (C-section), low birthweight, and prematurity within the Hispanic population. We use data from the National Vital Statistics System (2011–2021), covering nearly all U.S. births. We compare outcomes across Hispanic, non-Hispanic White, and non-Hispanic Black mothers and further disaggregate by Hispanic origin (Mexican, Puerto Rican, Cuban, Central/South American, and Other/Unknown). We use logistic …

The Grape Cries Out!: Revising And Updating An Anthology Of Contemporary Wine Poetry, Sarah Cecil, David Alvarez, Elly Mccausland
Annual Student Research Poster Session
This project aimed to update an anthology of poetry about wine to make “winespeak” more accessible to the general public. While professional wine critics have a nuanced palette and experience with wine, casual readers of wine poetry can unlock the sensations of wine that may escape them otherwise. In total, over 140 contemporary poetry books were read, primarily focusing on a list of 56 contemporary poets. This project was advised by DePauw Professor of English David Alvarez, as well as Elly McCausland, a professor of English Literature at the University of Ghent and published author of books on Taylor Swift.
Navigating Permitting Reform: A Comparative U.S. Analysis With Illustrative Evidence From Indiana, Toan Minh Bui
Navigating Permitting Reform: A Comparative U.S. Analysis With Illustrative Evidence From Indiana, Toan Minh Bui
Annual Student Research Poster Session
This study examines the effects of permitting reform on infrastructure performance in the United States, highlighting the trade-offs between regulatory efficiency and environmental oversight. Using a comparative multi-case design, we analyze twelve transportation, energy, and public facility projects across six states—two each representing high, moderate, and low reform intensities. The analysis combines quantitative performance indicators (cost overruns, schedule delays, environmental oversight scores) with qualitative assessments of legal frameworks, administrative capacity, and political context. Findings show that moderate-intensity reforms—those that streamline procedural steps while retaining environmental safeguards—deliver the most consistent balance of timely delivery, cost control, and regulatory integrity. High-intensity reforms …

Context
We created an innovative mouse model that enables inducible overexpression of estrogen receptor-alpha (ERα), specifically in adipose tissue (Adipo-ERα↑). Objective
We aimed to investigate how elevated Adipo-ERα↑ influences the development of high-fat diet (HFD)-induced obesity in both male and female mice. Methods
Male and female Adipo-ERα↑ mice and littermate controls were fed a low-fat diet (LFD) or HFD for 13 weeks. Adipo-ERα↑ was induced at the initiation of dietary treatment. Body morphology and composition, hepatic lipid accumulation, glucose tolerance, fasting insulin concentrations, and adipose tissue mRNA profiling were assessed. Liquid chromatography–mass spectrometry was used to determine circulating and adipose …

Role Of Growth Factors In The Pathogenesis Of Systemic-Sclerosis-Associated Fibrosis, Fabian A. Mendoza, Sonsoles Piera-Velazquez, Sergio A. Jimenez
Jefferson Institute of Molecular Medicine Papers and Presentations
Systemic Sclerosis (SSc) is a systemic autoimmune disease of unknown etiology characterized by a severe fibroproliferative vasculopathy and frequently progressive cutaneous and internal organ fibrosis. The small-vessel vasculopathy and the tissue fibrotic alterations are responsible for the most serious clinical and pathological manifestations of the disease and for its high mortality. Despite the high severity and frequent mortality, there are currently no optimal therapeutic approaches for SSc, and its complex pathogenesis has not been fully elucidated. Numerous studies have suggested that growth factors and related regulatory macromolecules released from inflammatory and other cells present in the affected tissues play a …

Aging In America: Implications For Family Resource Management, Becky Smith, Portia Johnson, Brandan Wheeler, D E Kiss, Ann A. Berry
Journal of Human Sciences and Extension
The Stanford Center on Longevity reports life expectancy has surged over the last 120 years. Unfortunately, living longer may not equate to living with a higher quality of life without considering the amount, type, and uses of all resources available to individuals and families as they age. Family Resource Management (FRM) is the science and art of how individuals and families make decisions to develop and allocate resources, including money, time, energy, space, material, and health assets, and networks of support to meet their goals. Living longer means making more decisions and developing and allocating more resources to enhance the …

Individuals Aging With Developmental Disabilities: Programmatic Foundations For System Improvement, Morgan D. Foster, Andrew Bronson Crocker, Beth Stalvey
Journal of Human Sciences and Extension
As the population in the United States ages and grows, so does the number of older adults with intellectual and developmental disabilities (IDD). Individuals who have lifelong disabilities experience age-related conditions, such as dementia, cancer, or arthritis, differently from those who acquire similar age-related disabilities in late life. The aging population with IDD represents a demographic shift and introduces both challenges and opportunities in various contexts, including, but not limited to, healthcare, caregiving, housing, and economic stability. Concurrently, aging caregivers, including parents of individuals with IDD, must balance their own age-related needs with the current and future plans of care …

Community Partnerships To Address Social Determinants Of Health Among Older Adults, Cory Bolkan, Raven Weaver, Cheryl Eschbach, Erik Geissal, Breanne Wise-Swanson
Journal of Human Sciences and Extension
Focusing on social determinants of health (SDOH) among older adults is key to addressing health disparities, maintaining independence in their homes/communities, improving health outcomes, and avoiding high-cost institutional care. While primary care settings are equipped to meet older adults’ physical health needs, the network of Area Agencies on Aging (AAA) is designed to meet social needs (e.g., transportation, nutrition, caregiver support). Yet, cross-sector community partnerships between AAAs and primary care are rare. This article shares an evaluation of one such partnership, where SDOH screenings were routinely implemented in primary care, yielding social prescribing and direct referral to AAA’s support services. …

The Future Of Virtual Proceedings In The Federal Courts, Jeremy Fogel, Mary S. Hoopes
The Future Of Virtual Proceedings In The Federal Courts, Jeremy Fogel, Mary S. Hoopes
Indiana Law Journal
The federal courts are notoriously hesitant to modify their procedures and policies. Much of this “small c” conservatism is driven by a concern that their rules be “trans-substantive” and suited to a wide range of circumstances. For years, they stubbornly resisted allowing remote proceedings and similar uses of technology in the courtroom because of concerns that permitting them could affect the quality of lawyering and decision-making, compromise the safety of jurors and witnesses, and diminish the public’s perception of the courts. The COVID-19 pandemic abruptly changed this, forcing judges to alter radically the way they conducted proceedings.
Nearly five years …
The Siren Song Of Territoriality, Robin J. Effron, Alan M. Trammell
The Siren Song Of Territoriality, Robin J. Effron, Alan M. Trammell
Indiana Law Journal
Territoriality—the theory that a state’s physical borders determine its power and sovereignty—boasts a long, venerable history. For centuries, it served as the dominant political theory for myriad ideas. It defined a wide range of doctrines, including personal jurisdiction, choice of law, and prescriptive jurisdiction. By the middle of the twentieth century, though, this rigid territoriality no longer described or responded to the challenges of a society that had grown increasingly mobile and interconnected. Courts replaced inflexible territorial theories with more functional theories rooted in fairness and state regulatory interests.
In recent years, territoriality has seen a curious resurgence. The Supreme …
A Municipal Finance Theory Of Local Government, Michael A. Francus
A Municipal Finance Theory Of Local Government, Michael A. Francus
Indiana Law Journal
The United States is awash in local governments. Not only does every state create local governments, but every state relies on those local governments to carry out the day-to-day functions of government. These local governments, though, are not the state. They are distinct legal entities vested with their own legal personhood. That is, they sue and are sued, they own property, and they enter into contracts—all in their own names.
Many rich accounts detail the historical reasons why local governments arose. But a different, theoretical question remains: What can a state achieve with local governments that it cannot achieve without …

Discovering An Effective Disciple-Making Method For Men, Clifton J. Hefley
Discovering An Effective Disciple-Making Method For Men, Clifton J. Hefley
Doctor of Ministry (DMin)
This dissertation explores the development of an effective disciple-making method for men by integrating insights from early church discipleship practices and modern missional strategies such as Disciple Making Movements (DMM) and Church Planting Movements (CPM). Rooted in biblical theology and the teachings of the Patristic Fathers, the study evaluates how obediencebased, relational discipleship shaped early Christianity and compares it with contemporary missional frameworks promoted by leaders like David Garrison, Alan Hirsch, and Steve Addison. Against the backdrop of a sharp decline in church attendance and male engagement in Western Christianity, this research identifies the need for a reproducible, movement-oriented model …

Unnoticed Early Pregnancy During Myomectomy With Favorable Outcome: Case Report, Ronak Mulji, Lusajo Mwagobele, Farhat Seif, Zainab Fidaali, Munawar Kaguta
Obstetrics and Gynaecology, East Africa
Introduction
Uterine fibroids are a common cause of infertility, and myomectomy remains a key surgical intervention to improve reproductive outcomes. However, the occurrence of an undetected pregnancy during myomectomy is rare and poses significant clinical risks.
Case Presentation
We report a 34-year-old woman, nulliparous with a history of secondary infertility and three first-trimester miscarriages. She had multiple fibroids and was managed for polycystic ovarian syndrome and hyperprolactinemia. Scheduled for abdominal myomectomy, the surgery proceeded uneventfully, with six fibroids removed and no breach of the endometrial cavity. Five weeks postoperatively, she presented with symptoms suggestive of early pregnancy. Ultrasound confirmed a …

Perspective: Restoring Rest-The Critical Role Of Sleep In Foster Care Well-Being, Jill Mcleigh, Anna Wani, Likhita Shaik
Health Status, Outcomes, and Literacy and Healthcare Utilization
In 2023, approximately 400,000 children were in foster care in the United States, a population disproportionately affected by trauma, instability, and systemic inequities.1 These children face chronic disruptions in sleep—an essential physiological process that underpins physical development, learning, emotional regulation, and overall health.²⁻⁴ Adverse Childhood Experiences (ACEs), including abuse, neglect, and household dysfunction, are prevalent in this group and contribute to significant sleep disturbances through pathways of hyperarousal, stress dysregulation, and recurrent nightmares. 3,4 Understanding the interplay between foster care, social determinants of health (SDOH), and sleep health disparities highlights opportunities for targeted interventions to improve outcomes.
