Organizational Memories Of Extreme Events: Evidence From Us Public Transit Agencies, Mattia Caldarulo, Ignacio Pezo, Elizabeth A. Corley, Shaika L. Islam, Eric W. Welch

Articles

The increasing frequency and severity of extreme weather events require organizations to effectively manage the threats these phenomena pose. To respond to these challenges, public agencies often turn to their organizational memories for guidance. Organizational memories support information processing capacity, facilitate sensemaking, and legitimize and speed up decision-making processes. While memories influence different aspects of organizational life, little is known about their antecedents and the mechanisms behind the retrieval of past events. This study contributes to the broader literature on organizational memory by investigating the elements shaping public agencies’ retrieval of extreme weather events. Integrating weather data from the National …

Background: Population-wide genomic screening (PGS) for genetic conditions such as hereditary breast and ovarian cancer syndrome, Lynch syndrome, and familial hypercholesterolemia presents opportunities to reduce morbidity and mortality among the 1%-2% of the population at elevated risk for these serious, preventable diseases. With decreasing sequencing costs and growing support from national bodies, there are increasing numbers of PGS programs in the United States. However, guidelines and strategies to support implementation are limited, especially regarding equitable access to PGS. Contextual factors, such as organizational structures and processes, impact PGS implementation, often failing to benefit underrepresented populations. To address these challenges, we …

The Trial Of Musammat Kelee: Widowhood, Infanticide, And Colonial Justice In Early Twentieth Century India, Rashmi Banerjee Oct 2025

The Trial Of Musammat Kelee: Widowhood, Infanticide, And Colonial Justice In Early Twentieth Century India, Rashmi Banerjee

Socio-Legal Review

This article examines the 1920 trial of Musammat Kelee, a Hindu widow from Ajmer-Merwara, accused of drowning her illegitimate infant son in a lake. Drawing on extensive trial records, police reports, and official correspondence, it reconstructs the procedural history of her case and situates it within broader colonial debates on female sexuality, widowhood, and infanticide. Kelee’s conviction under Section 302 of the Indian Penal Code, despite weak evidence, hinged on judicial emphasis on her widowhood and the perceived illegitimacy of her child as proof of motive. Yet her subsequent pardon by the Viceroy’s office reflected a contradictory administrative impulse that …

Graffiti, Neoliberalismo, At Tunggalian Para Sa Espasyo Sa Lungsod Quezon (Graffiti, Neoliberalism, And Contestations For Space In Quezon City), Harvey James G. Castillo

Akda: The Asian Journal of Literature, Culture, Performance

A Preliminary, Photography-Based Assessment Of Bee Diversity At The Finca Botánica Organic Farm In The Central Pacific Coast Of Ecuador, Joseph S. Wilson, Tyler M. Wilson, Chris Packer, Orlando Pacheco

Biology Faculty Publications

Understanding wild bee diversity is critical for pollinator conservation, particularly in understudied tropical regions like coastal Ecuador. This preliminary study provides a photography-based assessment of bee diversity at Finca Botánica, an organic and regenerative farm on Ecuador’s central Pacific coast. Over a 10-day survey in December 2024, researchers documented 51 bee species across four families, with Apidae being the most represented. The study highlights a predominance of solitary, ground-nesting bees and a lower-than-expected diversity of Meliponini (stingless bees) and Euglossini (orchid bees) compared to other regions of Ecuador. Many species were found in forest patches, ecological corridors, and cover-cropped maize …

Clinical trials support the iterative advancement of modern medicine. However, challenges in achieving population-representativeness or participant sampling commensurate with the burden of disease can limit the generalizability and reproducibility of trial results. Here, we present the recruitment strategies and cohort profile of the Engaging Adolescents in Decisions about Return of Genomic Research Results non-randomized clinical trial (NCT0448106), where traditional, targeted hybrid, and digital recruitment methods were implemented with quota sampling to enroll diverse adolescents (ages 13-17) and young adults (ages 18-21). The largest proportion of participants enrolled through digital strategies (39.1%), followed by traditional (34.2%), and targeted hybrid strategies (23.2%). …

Cemented Republic: Infrastructure And Slow Violence In Jun Cruz Reyes’S Ang Huling Dalagang Bukid At Ang Authobiography Na Mali: Isang Imbestigasyon, Jonah Leigh E. Ramos Oct 2025

Cemented Republic: Infrastructure And Slow Violence In Jun Cruz Reyes’S Ang Huling Dalagang Bukid At Ang Authobiography Na Mali: Isang Imbestigasyon, Jonah Leigh E. Ramos

Akda: The Asian Journal of Literature, Culture, Performance

To read the novel is to read history from a vantage point, and to read Jun Cruz Reyes’s metafiction novel, Ang Huling Dalagang Bukid at ang Authobiography na Mali: Isang Imbestigasyon (2011), is to read unaccounted-for experiences of violence in spaces that house the spectacle of national infrastructure. Informed by concepts from environmental humanities and urban studies, this paper explores the intersection of infrastructure and violence in Ang Huling Dalagang Bukid. It interrogates the choice experimental form of the novel, close reads descriptive passages about infrastructure, and highlights corresponding manifestations of slow violence impacting humans and nonhumans alike. The …

From Fort To Prison: The Production Of Iloilo City, Ram Paulo A. Anayan Oct 2025

From Fort To Prison: The Production Of Iloilo City, Ram Paulo A. Anayan

Akda: The Asian Journal of Literature, Culture, Performance

The foundation of colonial cities in the Philippines rests on violence. The Spanish policies of the reducción forced the natives to settle in pueblos where colonial power is ensured. The resistance of some natives brought about the divide between tagabayan (town dweller) and tagabundok (mountain dweller)—respective connotations of civilization and savagery (Lumbera and Lumbera, 36). This paper examines how this centripetal-centrifugal force of simultaneous identity-production and displacement is echoed in the metonymy of the fort on which the origins of Iloilo City stand. I navigate how this movement manifests in the consciousness of the city across historical periods represented by …

Reading-As-Lesbian And Desiring-As-Lesbian: The Commodification Of Kilig And Coming-Of-Age In Samantha Lee’S Billie And Emma (2018), Reya Mari S. Veloso Oct 2025

Reading-As-Lesbian And Desiring-As-Lesbian: The Commodification Of Kilig And Coming-Of-Age In Samantha Lee’S Billie And Emma (2018), Reya Mari S. Veloso

Akda: The Asian Journal of Literature, Culture, Performance

In 2018, Samantha Lee’s second movie Billie and Emma was screened in the QC International Film Festival. I watched it during the pandemic and had since been arrested by its portrayal and narrative of lesbian and queer teens. In this paper, I argue that Samantha Lee’s Billie and Emma (2018) offers a subversive narrative of lesbians by using kilig as affect enveloped in a coming-of-age narrative. By deploying Wilton (the lesbian as subject position) and Berlant (fantasy/desire), I will discuss how Billie and Emma (2018) subverts the lens of heterosexuality/heteronormativity seen in most lesbian films both in the western …

Does The Acquisition Of Spanish Affect The Acquisition Of English? A Longitudinal Study Of Minority-Majority Simultaneous Bilingual Development From 2.5 To 12 Years, Heather J. Johnson Oct 2025

Does The Acquisition Of Spanish Affect The Acquisition Of English? A Longitudinal Study Of Minority-Majority Simultaneous Bilingual Development From 2.5 To 12 Years, Heather J. Johnson

Electronic Theses and Dissertations 2020 - Present

Past work with bilinguals suggests that the acquisition of one language has an impact on the acquisition of another. What is unclear is the direction and strength of the relation between the two languages and whether the relation changes with age. Participants were children in South Florida who heard both Spanish and English at home. They were assessed in expressive (from 2.5 to 12 years) and receptive vocabulary (from 4 to 12 years). Both concurrent bivariate correlations and bivariate splines were used to evaluate the cross-language relations. Results suggest that early in acquisition the two languages compete for resources, but …

Social Media, Social Sensibilities, And The Employment Relationship, Matthew W. Finkin Oct 2025

Social Media, Social Sensibilities, And The Employment Relationship, Matthew W. Finkin

The Journal of Contemporary Legal Issues

Employers have long made decisions based on the applicant’s or incumbent employee’s respectability. Those whose transgress the bounds could be excluded; e.g., those who publicly embrace the Ku Klux Klan.[] In other words, frank speech—speech “unconstrained by anything that might normally encourage one to be more circumspect,”[] speech revealing one’s “true feelings, however repellant to popular morality”[]—is not invariably a good thing.[]

When social media came into wide use, employers extended their monitoring of applicants and incumbents for the acceptability of that speech.[] There is nothing new in that.[] In the absence of a clear direction embodied in law …

When Is Free Speech “Beyond” The Constitution?, Abner S. Greene Oct 2025

When Is Free Speech “Beyond” The Constitution?, Abner S. Greene

The Journal of Contemporary Legal Issues

The constitution of a nation without a state action doctrine might limit private restriction or compulsion of speech just as it limits the state. In such a nation, “free speech beyond the constitution” might not be a particularly meaningful concept. In the United States, however, the First Amendment’s free speech clause limits only what the federal, state, and local governments may do. As a nonconstitutional policy matter, it might or might not be a good idea for the government to impose First Amendment- like restrictions on private actors or for private actors to voluntarily impose First Amendment-like restrictions on themselves. …

Hear Me Out: What Is Our Obligation To Listen?, Thomas Healy Oct 2025

Hear Me Out: What Is Our Obligation To Listen?, Thomas Healy

The Journal of Contemporary Legal Issues

Most scholarly discussions about “cancel culture” focus on the extent to which imposing economic or social sanctions on speakers violates the principle of free speech. In this essay, I consider a related question, which is whether deliberately avoiding, ignoring, or blocking speakers one disagrees with is antithetical to free speech. Although it might seem strange to suggest that a principle concerned with the right to speak entails an obligation to listen, I argue that genuine “good faith” listening is necessary to further the goals free speech is designed to serve. However, I also argue that this obligation is imperfect, or …

Comment On Hurd And Moore, Richard Arneson Oct 2025

Comment On Hurd And Moore, Richard Arneson

The Journal of Contemporary Legal Issues

In their essay on “Wrongful Student Speech and Rightful Private University Responses to It,” Professors Heidi Hurd and Michael Moore (hereafter, Hurd & Moore) deepen the discussion by situating it in a general account of moral limits on freedom of expression and by noting connections to some of their own views on moral theory. The result is an excellent primer on freedom of speech, and more than just a primer. Their general views are shown to have plausible implications for tangled questions about what private university administrators ought to do in response to problematic examples of campus protest. That this …

From Mill To Mussolini And On To Microsoft: Freedom Of Speech In A Neo-Corporatist Era, Maimon Schwarzschild Oct 2025

From Mill To Mussolini And On To Microsoft: Freedom Of Speech In A Neo-Corporatist Era, Maimon Schwarzschild

The Journal of Contemporary Legal Issues

John Stuart Mill’s On Liberty—a fundamental text for political liberalism—not only defended the importance of freedom of expression and debate, but suggested that social pressure from private persons and institutions can be as much, or more, of a threat to freedom, including freedom of expression, as any legal sanction or act of government. Mill feared “a social tyranny more formidable than many kinds of political oppression” which “leaves fewer means of escape, penetrating much more deeply into the details of life, and enslaving the soul to itself”.

Recent decades in America have seen efforts to suppress free expression by colleges …

Interpreting The Law And Complying With It, Larry Alexander Oct 2025

Interpreting The Law And Complying With It, Larry Alexander

The Journal of Contemporary Legal Issues

In this Article, I am going to focus on a set of issues that follow from the fact that laws are created by human beings and interpreted by human beings. It is unlike morality in these respects. For morality presumably applies to us humans, whether we accept what it requires or correctly assess what it requires. But it is we who decide what laws, good or bad, should govern us, and whose interpretations of those laws, correct or incorrect, should constitute our governing laws. And if the uncertainty of what morality requires creates the necessity for laws, and if laws, …

Clarke V. Haliman Oct 2025

Clarke V. Haliman

All Decisions

In a holdover proceeding, the tenant moved to vacate a prior stipulation of settlement and dismiss the petition, arguing the apartment was rent-stabilized. The court granted the tenant's motion, vacating the stipulation, judgment, and warrant. The court found that the building, constructed before 1974, de facto contained six housing accommodations, evidenced by Department of Buildings violations for cellar units and six mailboxes, despite the landlord's claim of four legal units. Consequently, the apartment was subject to rent stabilization, and the landlord's petition, based on lease expiration for an unregulated unit, failed to state a ground for eviction and was dismissed.

Green Tree Servicing Llc V. Rivera Oct 2025

Green Tree Servicing Llc V. Rivera

All Decisions

The Appellate Division; First Department; reversed the Supreme Court's denial of the landlord's motion to vacate a dismissal in a residential foreclosure action. The court found that the landlord established both a reasonable excuse for failing to appear at a status conference and a meritorious claim. Law office failure; stemming from confusion between outgoing and incoming counsel regarding appearance obligations and e-tracking; constituted a reasonable excuse. Given no willful conduct and proof of a meritorious action; the court granted the motion to vacate the default pursuant to CPLR 5015(a)(1); reinstating the complaint.

Fiber Recruitment Drives A Phase Transition Of Cell Polarization At A Critical Cell Spacing In Matrix-Mediated Tissue Remodeling, Xiangjun Peng, Yuxuan Huang, Wenyu Kong, Yanan Du, Elliot L Elson, Xi-Qiao Feng, Guy M Genin Oct 2025

Fiber Recruitment Drives A Phase Transition Of Cell Polarization At A Critical Cell Spacing In Matrix-Mediated Tissue Remodeling, Xiangjun Peng, Yuxuan Huang, Wenyu Kong, Yanan Du, Elliot L Elson, Xi-Qiao Feng, Guy M Genin

2020-Current year OA Pubs

Biological tissues exhibit sharp phase transitions where cells collectively transition from disordered to ordered states at critical densities. We demonstrate through bio-chemo-mechanical modeling that this emergent behavior arises from a nonmonotonic dependence on nonlinear extracellular matrix (ECM) mechanics: mechanical communication between cells is optimized at intermediate stiffness values where cells can both generate sufficient forces and create strain-stiffened tension bands in the ECM. This balance establishes a critical cell spacing threshold for cell-cell communication ([Formula: see text]100 to 200 [Formula: see text]m) that is conserved across experimental observations for a broad range of cell types and collagen densities. Our model …
