During the past several years Maine has reevaluated the wisdom of applying criminal sanctions to certain forms of conduct. In addition to the total abrogation of a number of crimes, the Maine Legislature has reduced the statutory classification of some offenses to civil violations. Moreover, certain newly established offenses have been limited to the status of civil violations. The designation of offenses as "civil" raises the question of what constitutional safeguards should be applied to the manner in which such violations are investigated and to the process under which civil sanctions are administered. Inability to enforce child custody decrees on a nationwide basis has created an unfortunate and well-publicized anomaly in the law. A parent disappointed with one state's award of custody may remove the child to another jurisdiction, gambling that the second state's courts will decline to enforce the original decree. Of the several remedies that have been suggested to relieve this situation, federal habeas corpus remains among the least explored. Historically, international law has recognized the sovereignty of coastal nations within the three-mile contiguous territorial sea. Although modem international practice has expanded the breadth of the territorial sea to twelve miles or more, the traditional three-mile zone retains a special significance within the scheme of domestic United States marine law. Under the federal scheme of marine resource jurisdiction, authority within the three-mile zone has been allocated to the coastal states while the federal government has exercised near-exclusive jurisdiction over marine zones seaward of the territorial sea boundary. This publication describes a vehicle computing system (e.g., a head unit, in-vehicle entertainment system, infotainment system, etc.) that may automatically switch from outputting audio to a single computing device using a wireless point-to-point protocol to outputting audio to two or more computing devices using a wireless broadcast protocol. The vehicle computing system may include multiple modules for controlling wireless connections (e.g., multiple BLUETOOTH controllers, WIFI controllers, etc.). Child sexual abuse (CSA) is a significant social, criminal justice, and public health issue that impacts families, neighborhoods, and communities of all racial/ethnic, socioeconomic, and cultural backgrounds. CSA is underreported, underfunded, and often accompanied by lifelong negative impacts on survivors’ physical, mental, and emotional health. Importantly, we acknowledge that not all who have experienced child sexual abuse feel that the term survivor (instead of victim) adequately conveys their feelings and experiences. However, for the sake of simplicity and to align with the terminology used in most research, we use the term in this report. Unfortunately, most survivors do not …

In 2018, we distributed a call for proposals to academic librarians at public and private community colleges and universities to seek potential ideas for chapters to include in our upcoming publication, Leading Change in Academic Libraries. We solicited proposals from potential authors to describe and reflect on “a recent change in their academic library in which they worked with others in the organization to reorganize, reengineer, innovate, or initiate a service, program, function or structure in [their] library.” In total, we received 115 proposals on various issues, which coalesced …

Professor Henning describes her (and her students') experiences using primary sources from the Suffolk University Archives. The Spring 2025 Race and the Law course (POLS 322/622) was an upper-division and graduate-level political science course designed to develop students’ research skills, particularly in locating, interpreting, and integrating primary and secondary sources.

The centerpiece of the course was a semester-long archival research project that culminated in a public exhibit in the display case outside of the Sawyer Library titled Resilience: Finding Power in the Voices of the Past.

An Efficient Phishing Detection Framework Based On Hybrid Machine Learning Models, Mohamed Elkholy, Mohamed Sabry, Hussam Elbehiery

Sustainable Machine Intelligence Journal

The paper discusses an improved phishing detection system that uses hybrid machine learning for analyzing URL-based features. Further improvement of prior work using better feature selection as well as ensemble methods is discussed. The proposed model enhances classification accuracy, precision, and recall by utilizing an innovative hybrid ensemble approach that integrates Logistic Regression, Support Vector Machine, and Decision Tree, alongside newly incorporated evaluation techniques. The results manifest high improvement in performance metrics as compared to the previous methods. Various comparisons and benchmarks with other methods have further proved the robustness of our proposed system for detecting malicious URLs.

In the 1970s and 80s, the Supreme Court decided three cases that continue to define the limits of the authority of the states within the federal intellectual property system: Goldstein v. California (1973); Kewanee Oil Co. v. Bicron Oil Co. (1974); and Bonito Boats v. Thunder Craft Boats, Inc. (1989). The papers of the Supreme Court Justices that decided these cases show the Court as a human institution wrestling with this complex issue. The objective of this study is to systematically map all meetings of the Standing Committee on Copyright and Related Rights (SCCR) and the General Assemblies (GA) of the World Intellectual Property Organization (WIPO) to extract, compile, and organize all relevant statements made by Member States regarding the Limitations and Exceptions (L&Es).

The analysis was based on publicly available data from the WIPO website, particularly the official pages dedicated to each SCCR and GA meeting. Killing Kindness: How Law School Honor Codes Miss The Mark On Moral Character, Jordan Stevenson

Legal Writing Competition Winners

Do law schools foster a culture of kindness? This essay argues that law schools’ policies do not adequately address non-academic misconduct, resulting in university policies that fail to promote good moral character. This argument is supported by analyzing a sample of law school student conduct and honor codes, examining anecdotal evidence of law school experiences, and looking at American Bar Association (ABA) regulations. This essay concludes that current honor codes are inconsistent and insufficient and provides suggestions to improve the Model Rules of Professional Conduct, add a Standard for ABA law school regulation, and institute honor codes regarding non-academic misconduct.

a-Crystallin (aABc) is a major protein comprised of aA-crystallin (aAc) and aB-crystallin (aBc) that is found in the human eye lens and works as a molecular chaperone by preventing the aggregation of proteins and providing tolerance to stress. However, with age and cataract formation, the concentration of aABc in the eye lens cytoplasm decreases, with a corresponding increase in the membrane-bound aABc. This study uses the electron paramagnetic resonance (EPR) spin-labeling method to investigate the role of cholesterol (Chol) and Chol bilayer domains (CBDs) in the binding of aAc, aBc, and aABc to the Chol/model of human lens-lipid (Chol/MHLL) membranes. …

Highly concentrated lens proteins, mostly β- and γ-crystallin, are responsible for maintaining the structure and refractivity of the eye lens. However, with aging and cataract formation, β- and γ-crystallin are associated with the lens membrane or other lens proteins forming high-molecular-weight proteins, which further associate with the lens membrane, leading to light scattering and cataract development. The mechanism by which β- and γ-crystallin are associated with the lens membrane is unknown.
