Ethical Artificial Intelligence In Public Administration: Public Perception And Challenges In Implementation, Jacob V. Rogers Apr 2026

Ethical Artificial Intelligence In Public Administration: Public Perception And Challenges In Implementation, Jacob V. Rogers

Doctoral Dissertations and Projects

Integrating artificial intelligence (AI) into public administration offers opportunities to improve efficiency and decision-making. However, it also poses significant ethical challenges, such as bias, transparency, and accountability, which directly affect public trust. While previous studies have examined the technical and ethical aspects of AI, there is still a gap in understanding how these issues impact public perception and the effectiveness of AI-driven government services. This dissertation addresses this gap by exploring public perceptions of AI use in government, focusing on ethical concerns and their link to trust. It uses a quantitative survey to analyze participant responses, identifying patterns and trends …

This study used a quantitative, comparative, cross-sectional design to assess differences in directly measured V̇O2max with a breath-by-breath portable analyzer between firefighters and matched civilians, determine the percentage of firefighters meeting NFPA recommended fitness thresholds, and examine the accuracy of estimated V̇O2max values. A total sample size of 52 participants (26 per group) participated in this study. Firefighters exhibited significantly higher directly measured V̇O2max and V̇O2peak than age-, sex-, and BMI-matched individuals from the general population. Firefighters in this …

A Qualitative Interpretive Study Of How A Trucking Company Coordinates The Management Of Meanings Of Its Communications In The United States Of America, Travis J. Koch Apr 2026

A Qualitative Interpretive Study Of How A Trucking Company Coordinates The Management Of Meanings Of Its Communications In The United States Of America, Travis J. Koch

Doctoral Dissertations and Projects

This study examines how communication between truck drivers and their managers can support meaningful behavioral change by co-constructing shared interpretations, as described by coordinated management of meaning theory. It focuses on how meanings are negotiated in everyday conversations and how specific conversational mechanisms shape drivers' performances. The central claim is that certain conversational mechanisms can reduce uncertainty, ease friction between co-workers, and improve safety and operational efficiency. When supervisors and drivers successfully develop shared meanings, greater clarity, stronger working relationships are more likely. Those outcomes matter in a high stake, complex industry. This research extends scholarship on organizational meaning-making and …

Bureaucracy And Management Of Conflicts In The Federal System Of Ethiopia: Institutional And Elite Level Analyses, Abadir Haji

Doctoral Dissertations and Projects

This qualitative case study examined how civil servants and bureaucratic institutions serve as mechanisms for managing interethnic conflicts between the Oromia and Amhara regional states. While earlier research has explored the institutional design of Ethiopian federalism in relation to conflict, it has largely overlooked the dual roles of civil servants and the capacity of their institutions to resolve conflict. The study utilized the framework of cooperative intergovernmental relations within a federation, combined with Max Weber’s principles of bureaucracy, to examine how civil servants and bureaucrats handle conflicts in the regions studied. Data were collected through interviews, focus groups, and document …

The Media's Influence On The Public's Perception Of Police Use Of Force, Kristopher D. Lauro Apr 2026

The Media's Influence On The Public's Perception Of Police Use Of Force, Kristopher D. Lauro

Doctoral Dissertations and Projects

Police use of force has long been a concern within law enforcement, but in recent decades, it has faced increasing scrutiny from the general public and across all sectors of society, sparking widespread debate on the practice. The rise of body-worn cameras (BWCs) and the prevalence of cell phone recordings of police incidents have amplified attention on the issue. Media representations of police use of force are influential in bringing together or shaping public opinion and often encapsulate ideological biases; the pervasive publicity associated with such incidents provides a unique opportunity for detailed examination of the underlying relationship between media …

Goals And Budgets: An Exploratory Study Of Sequencing In Budget Simulation Engagement, Frankline Muthomi

Public Administration Faculty Publications and Presentations

Purpose:

The purpose of this study is to examine how the sequencing of budget simulations influences the alignment between priority goals and budgetary decisions. Drawing on behavioral perspectives, the study posits that two simulation sequences—goal setting to budgeting (default) and budgeting to goal setting (alternative)—shape individuals' budgetary responses, particularly the proximity between a program's total cost and the corresponding budgetary allocations. Design/methodology/approach This study employs a quasi-experimental research design using Balancing Act modules that enable participants to articulate their priority goals and corresponding resource allocations. Adult Americans (aged 18 and above) were recruited through an online crowdsourcing platform and randomly …

The Constitution Of 1787 Had No Bill Of Rights: What Were The Framers Thinking?, James L. Huffman Apr 2026

The Constitution Of 1787 Had No Bill Of Rights: What Were The Framers Thinking?, James L. Huffman

Mercer Law Review

In this Article, I recount the brief history from the Philadelphia Convention, during which scant attention was paid to a bill of rights, to the ratification of the Bill of Rights only four years later. Although the delegates to the convention made frequent reference to individual liberty as central to their mission, and several of the newly enacted state constitutions included bills of rights, there was no serious consideration given to including a bill of rights in the constitution proposed for ratification by the states. In response to the occasional suggestions during the convention for specific rights guarantees, most of …

The Myth Of The Immigrant As A Criminal: Rhetoric, Otherness, And The Legal Construction Of Danger, Katerina Fernandez Apr 2026

The Myth Of The Immigrant As A Criminal: Rhetoric, Otherness, And The Legal Construction Of Danger, Katerina Fernandez

Immigration and Human Rights Law Review

The figure of the “criminal immigrant” occupies a central place in contemporary U.S. immigration discourse, shaping public perception, enforcement priorities, and legal doctrine. Yet a substantial body of empirical research consistently demonstrates that immigrants—both documented and undocumented—commit crimes at lower rates than native-born citizens. This Note examines why the narrative of immigrant criminality persists despite this evidence and how it influences the development and operation of immigration law. It argues that “immigrant” functions not only as a legal category but also as a socially constructed marker of Otherness, encompassing perceived differences in race, language, culture, and religion. Through this lens, …

The Expanding Digital Border: Ai, Surveillance, And The Fight For Justice, James Chesser Apr 2026

The Expanding Digital Border: Ai, Surveillance, And The Fight For Justice, James Chesser

Immigration and Human Rights Law Review

As artificial intelligence transforms the mechanisms of immigration control, the modern border has become a digital filter—one governed less by geography and more by code. This Article examines the legal, technical, and ethical implications of AI-driven systems now central to global border enforcement, including biometric surveillance, algorithmic risk scoring, and predictive profiling. It explores how states use these technologies not only to manage irregular migration, but to compete for global talent—constructing migration regimes that reward capital and compliance while eroding transparency, due process, and equality.

Through an international and comparative lens, the piece highlights the expansion of algorithmic decision-making across …

The Evasive Epidemic Of Missing Black Children, Trinity D. Garlick Apr 2026

The Evasive Epidemic Of Missing Black Children, Trinity D. Garlick

Criminal Law Society Blog

The Evasive Epidemic of Missing Black Children” brings to light the disproportionately low amount of media support for missing Black Children. It draws on examples of missing Black Children, like Adam Walsh and other Atlanta Black children, to illustrate how Black children have gone ignored by the public for too long. It discusses factors such as failure of state legislatures, lack of media exposure, unfair and racial fixed labels, and law enforcement discretionary conduct, as the leading drivers of the epidemic of missing Black children. This Article then dives into efforts to reform the American system to adequately address when …

The Impact Of Police Corruption On National Security In Liberia, Yontonson Deddeh Kollie Kesselly Apr 2026

The Impact Of Police Corruption On National Security In Liberia, Yontonson Deddeh Kollie Kesselly

Walden Dissertations and Doctoral Studies

African countries are grappling with policies and laws to mitigate widespread police corruption. However, for decades, corruption within the police force has drawn intense criticism from citizens. Prior research has indicated that state officials are likely to benefit from police corruption, including bribery, thereby undermining Liberia's economic and social stability and prosperity. The issue that prompted this research is that despite extensive police reforms in Liberia’s national police, corruption cases remain prevalent, raising national security concerns. The purpose of this generic qualitative study was to investigate Liberians' perceptions of the impact of police corruption on national security in Liberia through …

Empirical Benchmarks For Interpreting Effect Sizes In Violent Crime Interventions, Kohta James Matsukawa Hansen Apr 2026

Empirical Benchmarks For Interpreting Effect Sizes In Violent Crime Interventions, Kohta James Matsukawa Hansen

Theses and Dissertations

Criminal justice researchers apply Cohen’s (1988) benchmarks to classify effect sizes as small, medium, or large, despite these standards never being meant for broad, decontextualized use (Cohen, 1988; Gies et al., 2024; Goulet-Pelletier & Cousineau, 2018; Lakens, 2013; Milner et al., 2023). Repeatedly doing so may weaken statistical validity, distort findings, and impede effective policymaking. This study introduces the first effect size benchmarks specifically designed for violent crime interventions.

Using a quasi-meta-analysis framework, 1,605 effect sizes from 104 violent crime intervention studies from the CrimeSolutions clearinghouse were converted to Cohen’s d. Three new discrete benchmarking methods were created using a …

Your Ai Is Bs, Jimmy Williams Msc, Cpe, Cbp, Bindi Shakya Cpe, Alex Raju Cpe

GIS/ValuationTechnologies Conference 2026

The valuation industry, like many others, has become captivated by the language of “innovation.” Terms such as Artificial Intelligence, Machine Learning, and Automation are thrown around at conferences, in white papers, and across vendor pitches as if they’re the magic keys to the future. Yet, too often these buzzwords create confusion rather than clarity—slowing real adoption, misrepresenting what’s actually being done, and inflating expectations beyond reality. This presentation challenges the hype. We argue that much of what is being marketed as “AI” is simply the natural evolution of computer science, data analytics, and Moore’s Law—tools improving in speed and efficiency, …
