Pursuant to Tennessee Code Annotated (“Tenn. Code Ann.”) §§ 7-86-128(b)(3)1 and 7-86-315,2 the Tennessee Emergency Communications Board (“Board” or “TECB”)hereby submits its annual report to the Governor, Speakers of the General Assembly and the Senate and House Finance, Ways, and Means Committees. This annual report covers the Board’s activities from July 1, 2024, through June 30, 2025.

The United States incarcerates more children and adolescents than any other developed nation in the world. Studies have shown that juvenile detention is generally ineffective at rehabilitating delinquent youth, which places the practice at odds with the stated intent of modern juvenile justice. Similar to the adult criminal justice system, there is a significant and widespread disparity in the incarceration rate between that of minority youth and their white counterparts in the juvenile system. The Economics Of Crime: Exploring The Impact Of Psychedelics, Gun Liability Insurance, And Zero-Bail Policies On Crime, Victor Olu Kilanko

This dissertation investigates the intersection of public health and criminal justice by empirically evaluating the effects of three distinct policy reforms: psychedelic decriminalization, firearm liability mandates, and zero cash bail, on crime outcomes in California. It aims to inform evidence-based policymaking by leveraging quasi-experimental methods to identify the causal impact of each intervention. A growing number of U.S. jurisdictions have decriminalized psychedelic substances, and there are attendant theoretical expectations that such reforms could promote desistance from crime through the rehabilitative potential of psychedelics. Since the 1930s, the public school system in the United States has provided a distinct place for students to develop, learn, and grow.  Public schools level the playing field for students in academics, allowing them to receive an education at no direct cost. However, students from economically disadvantaged backgrounds continue to face challenges, and their inability to secure nutritious meals can affect their ability to perform academically. In 1946, President Harry Truman signed the National School Lunch Act, forming the first Child Nutrition Program in the United States to remedy the food security issue.

Paws, Pools & Preparedness is an educational community event tailored as a School of Communications Honors project. It will take place at the Wadsworth YMCA's Grizzly Pool in early August and feature a live demonstration by a search and rescue dog and handler to teach children and families about water safety and emergency preparedness in an entertaining, interactive way. The activity entails a rescue demonstration, safety briefing, and meet-and-greet session with the dog. The student organizer handles all planning, promotion (by hard-copy flyers), and staging.
