Autonomous Vehicles (AVs) are one of the advanced technologies that is being developed, and infrastructure modifications supporting AVs will be the next major research that is needed. A systematic literature review methodology is used to explore key parameters needed for implementation of AVs. The key parameters are analyzed against economic implications, costs and projected benefits of the integration of Level 4 and Level 5 AVs into the highway system, offering a nuanced understanding of deployment of AV technologies. This study investigates the sustainability risks posed by Guyana’s rapidly expanding oil sector, with particular focus on balancing economic benefits against environmental vulnerabilities. The primary aim is to develop a Sustainability Risk Index (SRI) that captures the multidimensional impacts of offshore oil development using an integrated data-driven framework. Specifically, this thesis examines how emissions, biodiversity loss, oil spill exposure, economic volatility, and social development indicators interact to influence sustainability outcomes in the context of Guyana’s transition into a major petroleum-producing nation. With a growing elderly population, cognitive decline in drivers has become a significant public safety concern. Currently, over thirty-two million individuals who are seventy or older have driver’s licenses, and that number is growing quickly. In addition, almost ten percent of U.S. seniors (those sixty-five and older) have dementia, and an additional twenty-two percent have mild cognitive impairment. Between a quarter and a half of individuals with mild to moderate dementia still drive. As cognitive abilities such as memory, attention, and decision-making skills deteriorate, a driver's ability to operate a vehicle safely can be compromised. This not only puts the …

For Official Violence, The Devil's In The Dehumanizing Details, Rachel Kincaid

In Excessive Force in Prison, Professor Sharon Dolovich tackles the shortcomings of the Eighth Amendment’s cruel and unusual punishment doctrine to govern uses of official violence against prisoners. She argues that law enforcement officers owe a duty of care and protection to incarcerated people, but that duty of care and protection is undermined by the dehumanization and demonization of prisoners. Professor Dolovich thus advocates for shifting the doctrinal standard for excessive force under the Eighth Amendment to one based on objective reasonableness, paired with jury instructions explicitly reminding jurors of incarcerated victims’ humanity. Part 3: Virginia's Workforce: Understanding Apprentices, Dragas Center For Economic Analysis And Policy, Old Dominion University
State of the Commonwealth Reports
This chapter examines the state of apprenticeship programs in the United States and Virginia, assessing their role in the labor market. We begin with an overview of national apprenticeship policy, tracing major laws and initiatives that have influenced the system’s evolution and expansion. We then review trends in apprenticeship participation, highlighting the states that lead in registrations and program growth. The discussion pivots to Virginia, where we analyze current occupation, wage and demographic data, and regional apprenticeship examples that connect education and industry. Finally, we consider whether apprenticeships represent a sustainable and scalable solution to the Commonwealth’s workforce challenges.

Purpose: The purpose of this phenomenological qualitative research was to explore how police sergeants effectively lead their police officers in managing stress post-COVID-19 using the leadership traits of collective interest, moral purpose, personal temperament, and resilience (Fast, 2021).
Methodology: This phenomenological qualitative research approach focused on the lived experiences of police sergeants and aimed to explain how they reduce stress among police officers. Participants were selected using purposive and convenience sampling. Semistructured interviews were conducted with police sergeants from the Los Angeles Police Department. Artificial Intelligence (AI) is transforming how governments deliver services by enabling automation, personalization, and data-driven decisionmaking. In the United Arab Emirates, particularly in Abu Dhabi Emirate, the TAMM platform exemplifies this transformation, integrating AI to streamline citizen-government interaction. Understanding the factors that influence the user’s satisfaction of Powered AI services in the public sector is crucial for effective policy implementation and user engagement. This is the first year the University of Richmond Law Review has surveyed recent developments in Virginia’s campaign and election laws since 2015. Since then, Virginia’s voting and election statutes have changed significantly, making it one of the most accessible states to vote in, although the campaign finance regulatory framework remains relatively weak. This Article provides a general overview of the state of the law governing (1) campaign finance; (2) voter access and list maintenance; (3) election systems and administration; and (4) redistricting, focusing on significant updates in the past two decades.

It explores the underlying elements of community and economic development and Bridgewater's efforts to improve these factors. A key cornerstone of this study is analyzing the Town of Bridgewater Master Plan (2022) to explore what Bridgewater prioritizes and has provided efforts for community and economic growth while highlighting barriers and opportunities the town has encountered. In his essay “The Creative Process” writer and activist James Baldwin notes, “It goes without saying . . . that if we understand ourselves better we would damage ourselves less” (Baldwin, 1985). This quotation reflects Baldwin’s viewpoint that often individuals knowing and learning about themselves and what impacts them (e.g., education, employment, social environments, policy) and their quality of life is compromised by the action of seeking to know others instead. Crime reduction remains a global priority, demanding both accurate modeling of criminal dynamics and efficient allocation of scarce policing resources. To address these needs, this study presents a two‐fold framework that (1) simulates street‐level crime patterns using an agent‐based model (ABM) grounded in Routine Activity Theory (RAT), Rational Choice Theory (RCT), and Crime Pattern Theory (CPT), and (2) optimizes patrol routing through a time-dependent, multi‐visit mixed‐integer linear programming (MILP) formulation.

Police and non-police bargaining units are treated differently in New Jersey, and the difference in treatment is reflected in statutes, case law, and Public Employment Relations Commission decisions. While the Commission is consistently more favorable to police unions, its decisions are often inconsistent, unpredictable, and made in spite of conflicting precedent.
· Commission Membership. The composition of the New Jersey Public Employment Relations Commission is disproportionately representative of unions.

In New York there are several areas of difference in the treatment of police and non-police collective bargaining. They include the following:
- Fragmentation. New York City has its own, separate system for regulating collective bargaining, which is not included in this analysis.
- Impasse Process. When an impasse in bargaining is reached, police have access to binding interest arbitration. Non-police do not.
- Disciplinary Decisions. New York law provides that decisions on the discipline of police employee are excluded from bargaining. The same is not true for non-police employees.

There are not enough cases from the Alaska commission to draw general conclusions about the commission’s treatment of mandatory subjects of bargaining in police and non-police contexts. In the cases discussed below, the commission typically found that the employer’s interests outweighed the employees’ interests, with a slight preference to find bargaining subjects mandatory in the police context.
