Perspectives Of Juvenile Violence Prevention Programs, Tamlar D. Walton Feb 2025

Perspectives Of Juvenile Violence Prevention Programs, Tamlar D. Walton

Walden Dissertations and Doctoral Studies

The increase in violent behavior among individuals aged 12 to 19 prompted a nonprofit organization to consider adopting a more proactive approach to reduce such violence in the community while also expanding the range of services offered to address this concern. The organization leaders recognized the necessity of improving their knowledge in this area, prompting them to enlist the services of a research consultant who utilized a generic qualitative research method to explore juvenile violence prevention programs. This professional administrative study examined the experiences and perspectives of public servants who engaged with juvenile offenders, focusing on the influence of their …

Aviation Maintenance Technicians’ Perceptions Of Safety Management System Implementation At Maintenance, Repair, And Overhaul Facilities, Stanley Matthew Losiewicz

Walden Dissertations and Doctoral Studies

A safety management system (SMS) is challenging for an aviation maintenance facility and even more significant for the aviation maintenance technicians (AMTs) entrusted to perform the work due to organizational, methodological, and consistency issues. The incorporation of an SMS is new in the United States for maintenance, repair, and overhaul (MRO) facilities that operate under the Code of Federal Regulations Part 145. AMTs constitute the bulk of the workers in an MRO. By default, a safety culture and safety consciousness existed in MROs prior to an SMS, and this study was conducted to understand the perceptions of the AMTs in …

Autonomy Now?: Is It Time To Start Integrating (Autonomous) Urban Air Mobility Vehicles Into The National Airspace System?, Robert Notari Feb 2025

Autonomy Now?: Is It Time To Start Integrating (Autonomous) Urban Air Mobility Vehicles Into The National Airspace System?, Robert Notari

Texas A&M Law Review

Urban Air Mobility has the potential to radically change the fundamental nature of transportation within the United States. But challenges abound—from critical shortages of air traffic controllers and pilots and gaps in key technologies and infrastructure to the negative public perception of autonomous vehicles. FAA and industry, employing an evolutionary and safety-focused approach, can overcome these challenges through a combination of creative regulation, targeted technology development, and leveraging lessons learned through the FAA’s drone integration efforts. However, if drone integration is any guide, industry should be prepared for a long integration timeline, with autonomy still on the horizon.

Police Culture Influence On Mental Health Of Federal Law Enforcement Officers, Ania Amat Feb 2025

Police Culture Influence On Mental Health Of Federal Law Enforcement Officers, Ania Amat

Walden Dissertations and Doctoral Studies

Occupational stressors are inherent in police work. Left unmitigated, these stressors may have deleterious effects on officers’ overall health. Police agencies throughout the country offer organizational resilience programs to aid officers navigate stressors. A constraint keeping officers from seeking mental health wellness are the unspoken social norms of police culture. Police culture stigmatizes mental health seeking behaviors, deterring officers from accessing organizational resilience programs. The purpose of this study was to understand the perceptions and lived experiences of federal law enforcement officers regarding mental health-seeking behaviors and the influence of the police culture. Study participants included 16 federal law enforcement …

Using Unmanned Aerial Vehicles To Facilitate Traffic Incident Management, Adam William Hill Feb 2025

Using Unmanned Aerial Vehicles To Facilitate Traffic Incident Management, Adam William Hill

Theses and Dissertations

Incident management teams (IMTs) minimize crash impacts and create a safer highway network for people and communities. Research has shown that optimizing the IMT fleet has strong benefits to the roadway network, but future models indicate that increasing IMT presence may have diminishing returns after excessive roadway saturation. The Utah Department of Transportation (UDOT) would like to improve situational awareness in areas of poor or limited camera coverage, where situational awareness is typically poor. UDOT is considering the use of unmanned aerial systems (UAS) to provide live camera coverage of traffic conditions in these instances. This thesis synthesizes practice from …

Generating Real-Time Synthetic Datasets To Improve Aerial Object Detection, Garrett Williams Feb 2025

Generating Real-Time Synthetic Datasets To Improve Aerial Object Detection, Garrett Williams

Theses and Dissertations

The widespread use of unmanned aerial vehicles (UAVs) across civilian and military applications has necessitated the advancement of real-time drone detection and tracking capabilities. Machine Learning (ML) addresses these requirements, however, to train a robust and generalizable model requires large and diverse video datasets. Curating these real-world datasets is often time-consuming and cost-prohibitive. Here, we present DyViR, a real-time customizable rendering application capable of automatically generating highly realistic synthetic, multi-modal video of aerial objects, digital environments, and automatic generation and labeling of bounding boxes. Synthetic data, coupled with real-world training sets, augment the ML training process, leading to increased performance …

Finding A Purpose In Bruen's World, Timothy J. Southam Feb 2025

Finding A Purpose In Bruen's World, Timothy J. Southam

Duke Law Journal

Fewer than seven months after the Highland Park mass shooting, the Illinois General Assembly passed the Protect Illinois Communities Act (“PICA”), a statewide ban on assault weapons and large-capacity magazines. Gun-rights advocates have characterized PICA (and other similar strong state gun laws) as unconstitutional laws intentionally enacted to defy the Supreme Court’s protection of the right to keep and bear arms. In response to such severe accusations, especially in light of New York State Rifle & Pistol Ass’n v. Bruen, this Note assesses these claims using PICA as a case study. Through an investigation of its legislative history—an investigation that …

Artificial intelligence (AI) is a transformative technology with diverse applications that is transforming several industries. AI is the use of systems and technology to replicate human intelligence and solve common real-world issues. Machine learning (ML) and deep learning are AI technologies that use algorithms to more accurately predict occurrences without the need for human intervention. Explainable Artificial Intelligence (XAI) refers to AI that can explain decisions or forecasts to human users. XAI seeks to improve AI systems' transparency, trustworthiness, and accountability, particularly when utilized in high-risk applications such as healthcare, finance, or security. This review article provides a thorough overview …

Immunity For Imaginary Policy In Tort Claims Against The Federal Government, Gregory C. Sisk Feb 2025

Immunity For Imaginary Policy In Tort Claims Against The Federal Government, Gregory C. Sisk

Notre Dame Law Review

Fictional policy justifications for official negligence are regularly accepted by the federal courts to shield the federal government from liability for ordinary tortious wrongdoing. The lower federal courts have adopted an extravagant interpretation of the discretionary function exception to the Federal Tort Claims Act that applies whenever a policy implication can be theorized. Under this “susceptible to policy analysis” approach, the United States government escapes accountability through after-the-fact speculation regarding policy factors that could have played a role (but actually did not) in the harmful government conduct.

By textual command, the exception shields only government decisions “based on,” that is, …

Research Reports

Traffic congestion poses a significant challenge in the United States, affecting mobility, public health, and the environment. With national travel delays and fuel waste on the rise, there is an urgent need for a comprehensive approach to congestion mitigation. This research develops a congestion reduction roadmap, focusing on 12 key mitigation areas, including advanced traffic signal optimization, incident management, and multimodal transportation strategies. Through a combination of literature review, expert interviews, and case study analysis, the roadmap provides actionable steps for state and local agencies to manage congestion effectively. The framework addresses both short-term and long-term solutions, emphasizing technology integration …
