Managing Cybersecurity In Local Governments: 2022, Donald F. Norris Phd, Laura K. Mateczun Jd

Journal of Cybersecurity Education, Research and Practice

This paper, based on data from our second nationwide survey of cybersecurity among local or grassroots governments in the U.S., examines how these governments manage this important function. As we have shown elsewhere, cybersecurity among local governments is increasingly important because these governments are under constant or nearly constant cyberattack. Due to the frequency of cyberattacks, as well as the probability that at least some attacks will succeed and cause damage to local government information systems, these governments have great responsibility to protect their information assets. This, in turn, requires these governments to manage cybersecurity effectively, something our data show …

The Hypocrisy Behind The Absolute Banning Of Torture: Historical Fallacies, Factual Necessities, And Judicial Artifices, Abdelalim Morsy Feb 2025

The Hypocrisy Behind The Absolute Banning Of Torture: Historical Fallacies, Factual Necessities, And Judicial Artifices, Abdelalim Morsy

Theses and Dissertations

The absolute and non-derogatory prohibition of torture is embedded in almost every international or regional human rights instrument that deals with civil rights. However, this ban witnesses a diversion between theory and practice. While this diversion is comprehendible in authoritarian states, democratic regimes also implement it in some instances. This usage notably arose in the wake of the 11th of September 2001 and the accompanying usage of physical coercion in the interrogation processes. Simultaneously, some scattered, though notable, scholarly voices started challenging the absolute prohibition against torture. This pro-torture school of thought echoed in some legislative and executive works. The …

How Electricity Utility Practitioners In The United States Approach Power System Resilience, Shardul Tiwari, Aritra Chakrabarty, Chelsea Schelly, Mostafa Sahraei-Ardakani, Gaby Ou, Jianli Chen

Michigan Tech Publications

This study explores the understanding and practice of resilience among electrical utilities in the United States, focusing on how practitioners in the utility sector conceptualize and apply resilience in their work. As electricity becomes increasingly central to modern life, powering critical infrastructure and essential services, the resilience of power systems has gained prominence in energy policy and planning. However, there is a lack of standardized definitions and approaches to resilience in both academia and practice, particularly from an energy service perspective. The research employs a qualitative approach, utilizing semi-structured interviews with experts (practitioners) from transmission and distribution utilities in the …

Building Resilience To Public Safety Power Shutoffs Through Public Education, Vikram Koundinya, Cristina Chiarella, Susan Kocher, Faith Kearns, Sabrina Drill

Journal of Extension

Public Safety Power Shutoff events are being implemented in California to reduce wildfire impacts. We surveyed California residents to identify their information needs and understand the potential role of University of California Cooperative Extension (UCCE) in power shutoff management. A majority of respondents need information on alternative power sources and community power systems. Most respondents indicated family, friends, and neighbors as the important group to manage power shutoff. UCCE was least used and preferred source for power shutoff information. Our findings reveal a need for Cooperative Extension to play an important role in power shutoff management and educating the public.

A Document Analysis Of School Shooting On College Campuses, Kevin Lavelle Childs

Walden Dissertations and Doctoral Studies

Despite media outcry and societal outcry, gun violence on college campuses in the United States continues to be an unresolved problem. Prior to on-campus shootings, college campuses were safe locations that were conducive to learning. Sadly, this is no longer the case. The purpose of this qualitative study was to identify the key characteristics of mass shootings on college campuses so that officials would be provided with information that would enable them to create safer campuses. Using a rational choice theory as the conceptual framework, which focused on the perpetrator’s behavior, a document analysis was conducted to identify and understand …

Creating change such as a new wellness program can be a difficult task, but it can be broken down into specific steps that make it slightly less daunting. Leaders need to be at the forefront of changes within their organization by leading by example and creating a culture that is inclusive of wellness. Utilizing policy creation, a wellness committee and clearly defining goals can help leaders successfully implement a new wellness program. Ethically, many reasons support the creation of a peer support program to help support employees in the criminal justice field. Ensuring ethical expectations and accountability are paramount in …

A Rapid Prediction Method For Flooding Risk Of Distribution Terminals Based On Multimodal Data Fusion, Le Wang, Ke Wang, Guifeng Qin, Yubo Zhang

Journal of Electric Power Science and Technology

Due to climate change and urban layout, urban waterlogging disasters are becoming increasingly severe, posing a serious threat to the stable power supply of the distribution system. In order to minimize the impact of flood disasters, it is urgent to explore urban flood disaster prediction models to achieve distribution equipment risk prediction. However, the existing hydrodynamic model-based method has high computational complexity and is difficult to guarantee the timeliness of large-scale flooding simulation forecast. The data-driven model-based method has insufficient training data, which is insufficient to meet the requirements of fast and accurate urban waterlogging warnings. To this end, a …

This article presents a paper developed by the AAG Organizing Committee on Locational Information and the Public Interest through a summit held in Santa Barbara, California in June 2022. The summit resulted in goals and ideas for addressing the issues that arise from the present environment for geodata, whereby public, private, and third-sector entities can tap into publicly available locational information with relatively little regulation on its access or use. The Committee articulates four goals: (1) develop a research agenda extending across disciplines, (2) outline educational resources and strategies to guide ethical practice, (3) devise a pathway to increase public …

An Investigation Of Homicide And Aggravated Assault Rates In Relation To Police Attrition, Terence Sweeney

Doctoral Dissertations and Projects

Between January 2021 and December 2022, a surge in retirements and resignations among U.S. police departments coincided with a notable rise in violent crime in urban areas. This correlational study used a retrospective approach to test the theory that a correlation existed between the unprecedented attrition of sworn officers following the 2020 social unrest and the contemporaneous sudden spike in violent crime rates in major cities during that same period. In addition, this study aimed to explore whether the four cities reacted similarly and simultaneously during the 24 months under study. The population under study was the attrition rates of …

The Status Of Women In Utah Politics: A 2025 Update, Corinne Clarkson, Susan R. Madsen

Marketing and Strategy Faculty Publications

Utah is exceptional in many ways, with its beautiful nature, high quality of life, and growing economy. WalletHub recently ranked Utah as the fourth best state to live based on 51 key indicators.1 While scoring above average on many metrics, Utah lags far behind in one crucial area—gender equality, which includes the presence of women in elected posts. The Utah Women & Leadership Project (UWLP) began reporting on the status of women in Utah politics in 2014, with updates in 2017, 2021, 2022, 2023, 2024, and now 2025. Research shows that when both men and women serve together in …
