Abstract:
This study examines the availability of emergency management and campus safety resources in Institutions of Higher Education (IHEs) in Arkansas. The research examines the question: What emergency management and campus safety resources are available in IHEs in Arkansas? Using a quantitative research design, the study analyzes secondary data from 58 university websites. The IHEs were stratified into four categories: Four-Year Public Universities, Two-Year Public Colleges, Other Higher Education Institutions, and Private Colleges & Universities. The resources assessed include having public safety department, office of emergency management, campus alert system, emergency management plan, emergency operations guide, and training programs. America’S Criminal Justice System Interaction, Housing Opportunities, And Job Sustainability: Perceptions From Residents Of The Greater New Haven Area, Sarah Gaudreau

This study explored the perceived relationship between criminal justice system (CJS) involvement and housing and employment outcomes among residents of the Greater New Haven area. Prior research has demonstrated that individuals with criminal records or histories of incarceration often face significant obstacles when attempting to secure stable housing or employment. Through qualitative analysis of survey responses from 47 participants, this study highlights how increased contact with the justice system is perceived to negatively impact job sustainability and housing opportunities, while limited or no contact appears to serve as a form of privilege. Section 287(g) of the Immigration and Nationality Act, first implemented in 1996, authorizes local and state law enforcement agencies to enter into formal agreements with U.S. Immigration and Customs Enforcement (“ICE”).  These agreements, known as Memoranda of Agreements (“MOAs”), deputize selected officers to perform certain federal immigration enforcement functions.  There are two enforcement models: the jail enforcement model, in which officers identify individuals for ICE after an arrest, and the more controversial task force model, which allows officers to initiate immigration enforcement in the field—during traffic stops, patrols, or other community interactions. Networked microgrids (NMG) are gaining popularity as an example of smartgrids (SG), where power networks are integrated with communication technologies. Communication technologies enable NMGs to be monitored and controlled via communication networks. However, ensuring that communication networks in NMGs satisfy quality of delivery (QoD) metrics such as the round trip time (RTT) of NMG control data is necessary. This paper addresses the communication network types and communication technologies used in NMGs. We present various NMG deployments to demonstrate real-life applicability in different contexts. U.S. political discourse has framed immigration from Mexico and Central America as a security threat, driven by political, economic, and racial motivations. American presidential administrations are able to further racialize and criminalize immigrants coming from the Global South through rhetoric in legislation and executive orders that frame migration as a national security issue. Administrations focus on this narrative to indicate that the security threat is harmful to the interests of Americans. Although few migrants do present security threats to the US, the rhetoric used by various presidential administrations generalize these populations as a political tactic to further control and militarize …

Introduction: Audio event detection, the application of scientific methods to analyze audio recordings, can be helpful in examining and analyzing audio recordings to preserve, analyze, and interpret sound evidence. Furthermore, it can be helpful in safety and compliance, security, surveillance, maintenance, and predictive analysis. Audio event detection aims to recover meaningful information from audio recordings, such as determining the authenticity of the recording, identifying the speakers, and reconstructing conversations. This thesis explores how systemic corruption in Lebanon, deeply rooted in sectarian power structures and elite dominance, has eroded governance, exacerbated socioeconomic inequalities, and created vulnerabilities conducive to terrorism. Applying Dennis F. Thompson’s institutional theory of corruption alongside Seamus Miller’s normative and causal frameworks, I analyze how resource mismanagement, elite capture, and governance failures have degraded public trust and diminished state capacity. Drawing on empirical case studies—including the Beirut Port explosion, the failure of Electricité du Liban, and the manipulation of foreign aid—I demonstrate how corruption has weakened institutional legitimacy and contributed to national insecurity. This paper explores the ethical dilemma of whether it is more ethical to obey the law or to resist laws that are morally questionable. To examine this issue, I draw a parallel between two historical and contemporary examples: Nazi officers during World War II who implemented genocidal policies, and modern-day ICE officers involved in the detention and deportation of undocumented immigrants. By analyzing the motivations, mindsets, and personal responsibility of individuals who enforce state policies, this essay questions the moral agency of those who "just follow orders." Recidivism among adult females in the United States is often an overlooked and under analyzed aspect of the justice system. Women criminals encounter unique challenges and often need distinct rehabilitative needs while incarcerated and following release. This paper explores the many factors contributing to recidivism in adult females including mental health challenges, biological, neurologic and social factors. It provides insight into how lower recidivism rates can be achieved by adapting other reform measures such as education programs.

Daca’S Impact On Recipients: Interviews With Three Daca Recipients From Michigan, Jazmin Moron

This thesis explores the lived experiences of three Deferred Action for Childhood Arrivals (DACA) recipients residing in Michigan. It examines how DACA has impacted their lives across three distinct phases: pre-DACA, while applying for DACA, and post-DACA. Through qualitative, semi-structured interviews, this research uncovers key themes: normal childhood, proof of presence, skeptical DACA future, and restricted immigration pathways. While DACA offered recipients increased opportunities in education, employment, and stability, it also imposed systemic challenges such as costly renewals, limited career growth, and continued legal uncertainty. By focusing on Michigan—a state with a relatively small Hispanic/Latino population—this study highlights the unique …

The Traveling Wilburys of the Colorado River

The process for determining the operating rules for the Colorado River system that will take effect in 2027 is in full swing. While various alternative operating regimes have been proposed, no preferred or consensus alternative has yet emerged. As a group of experienced Colorado River colleagues without affiliation to any Basin State, Tribe, or interested stakeholder, we submit that there are fundamental principles that should form the basis of the ultimate Record of Decision defining management of the Colorado River for the future. We propose the following essential pillars for inclusion in the Post-2026 Guidelines.

In the United States, experts estimate that nearly 100,000 incarcerated individuals are held in solitary confinement. While individuals can be held in solitary confinement for a variety of reasons, many are placed in lockdown because they have untreated mental illnesses, have committed some sort of minor disciplinary infraction, are need of protection, or for unpopular personal beliefs. In other words, solitary confinement is used as a broad catch-all to a wide range of low-level and nonviolent misbehaviors. This paper explores the familial and stranger relationship dynamics between victims and suspects/offenders in sexual assault cases. It assesses the likelihood of weapon use and identifies the specific types of weapons involved. This analysis addresses gaps in existing research by examining the relationship between weapon type, weapon use, and relationship type.
