Mastitis and milk quality affect every dairy farmer across the globe. Sand bedded freestalls are the industry standard for cow comfort, welfare, and the control of environmental mastitis. Compost bedded packs may be a viable alternative to the sand bedded freestall.
Compost bedded packs are maintained at a consistent level of moisture, nutrients, and aeration to favor compost microorganisms. Greater bacteria counts in bedding have traditionally been associated with increased mastitis rates and mastitis pathogens can be found in the pack and on the teats of cattle housed in even well managed compost bedded pack barns. The Predictive Validity Of The Static-99r And Stable-2007 In A Community Sample Of Sex Offenders, Amy Veith

The current study explored the accuracy of Static-99R and STABLE-2007 risk evaluations in predicting sex offender recidivism (n = 136) over an average 7.8 year follow-up period. These protocols are differentiated on the basis of their reliance on actuarial versus
dynamic risk factors respectively. The present analysis tested their predictive validity both independently and in combination with one another. It was hypothesized that the Static-99R and the STABLE-2007 would provide moderate predictive accuracy that would be enhanced by their combination. Support was not found for either hypothesis in regard to sexual recidivism, but the Static-99-R did show fair accuracy (AUC …

The relationship between security, law, and public policy, generally speaking, is one fraught with tension. This is the case, in part, because security has the potential for limitless application. During the campaign and since taking office, candidate (and later President) Trump clearly espoused an emphasis on security in order to "Make America Great Again." Securitization measures from a political, economic, sociocultural, and foreign policy perspective were key pillars of President Trump's campaign and have informed Executive policy-making since Trump assumed office. Because hospital errors, such as mistakes in documentation, cause one in six deaths each year in the United States, the accuracy of health records in the emergency medical services (EMS) must be improved. One possible solution is to incorporate speech recognition (SR) software into current tools used by EMS first responders. The purpose of this research was to determine if SR software could increase the efficiency and accuracy of EMS documentation to improve the safety of patients of EMS. Mobile devices have evolved from an accessory to the primary computing device for an increasing portion of the general population. Not only is mobile the primary device, consumers on average have multiple Internet-connected devices. The trend towards mobile has resulted in a shift to “mobile-first” strategies for delivering information and services in business organizations, universities, and government agencies. A significant increase in campus-based emergencies warrants the investigation into emergency management information systems that serve a novice crisis decision-maker. Institutions of higher education that are not large enough to have dedicated emergency management offices generally press novice decision-makers into emergency management roles. An investigation was conducted to assess the impact of an emergency management geospatial information system on the decision performance of novice crisis managers through the use of a scenario-based simulation. A mixed method sequential explanatory method was used to collect quasi-experimental data on decision time, decision accuracy and situational awareness. This Essay analyzes key First Amendment issues surrounding Richard Spencer and Milo Yiannopoulos speaking on public university campuses. Some institutions (Ohio State University, Michigan State University and Pennsylvania State University) have flatly banned Spencer, citing fears of incitement to violence but also sparking federal lawsuits. Other schools have permitted Spencer to speak, but at massive security costs, in an attempt to prevent a so-called heckler’s veto. The primacy accorded individual civil and political rights is often touted as one of the United States' greatest achievements. However, mass incarcerations of indefinite duration have occurred consistently throughout U.S. history and have primarily targeted people of color. The dominant narrative insists that the United States is a political democracy and portrays each instance of indefinite detention in exceptionalist terms. This essay argues that the historical patterns of indefinite detention are better explained by recognizing the United States as a settler colonial state whose claimed prerogative to expand its territorial reach and contain/control populations over which it exercises jurisdiction inevitably …

By conducting a national survey, this Article empirically assesses how American police leaders perceive external legal regulation. At various times, policymakers have decried external police regulations as too expensive, too complicated, or too difficult to apply to different factual scenarios. Critics have also alleged that police regulations change too frequently, inadequately consider input from the law enforcement community, and unduly risk the safety of officers or the broader community. These complaints underscore an uncomfortable, but unavoidable reality: efforts to regulate police behavior often require policymakers to make compromises. A rule that promotes one goal may necessarily compromise another important goal. …

This dissertation examines prosecutorial discretion and decision making in the processing of sexual assault cases. The literature has long focused on the idea that prosecutors make decisions with the goal of avoiding uncertainty, the uncertainty being a potential acquittal. Researchers suggest this goal is the result of prosecutors’ beliefs that professional advancement is dependent upon one’s conviction record. Much of the research in this area has relied upon quantitative methods and analyses. The results of the analyses lead researchers to infer that prosecutors do indeed make charging decisions with an eye toward avoiding uncertainty. Specifically related to sexual assault cases, …

In Parts I and II, I examine precedents involving the two broad topics with which this Essay began: policing and race, respectively. The narrative is perhaps more familiar in the policing context. Attorney General Jeff Sessions articulated it succinctly in a March 2017 memo ordering the reevaluation of all consent decrees the Justice Department had entered with police departments because “[t]he misdeeds of individual bad actors should not impugn or undermine the legitimate and honorable work that law enforcement officers and agencies perform in keeping American communities safe.”4 The narrative applies with respect to race, as well, although it comes …

Why might the Second Amendment cease to serve this vital constitutional function? The explanation begins with the difference between how the Second Amendment is invoked in political debates and how the amendment is invoked in court. There are, it seems, two Second Amendments. There is a Judicial Second Amendment comprised of court decisions interpreting the provision, and there is an Aspirational Second Amendment that is used in political dialogue. These two versions of the Second Amendment are different; the aspirational one is far more hostile to gun laws than the judicial one.

The potential dangers posed by a combination of firearms availability and domestic violence are substantial in the United States today. The dangers posed and resulting harms must be addressed as a pressing public health matter. This article reports on a 2016 United States Supreme Court decision that, although fairly narrow in terms of the technical legal question answered, supports broad public health implications for future policy and practice concerning the intersection of firearms regulation and the prevention or mitigation of domestic violence. HIV is a manageable chronic disease. However, it requires knowing one’s status, retention in care, and medication adherence for viral suppression. Disadvantaged groups of persons living with HIV/AIDS (PLWHAs) who experience incarceration and major depressive disorders, homelessness, substance use and lack of social support are overwhelmed by these burdens and do not fully engage in HIV care, without help. Four Northeast Florida entities engaged in action research to influence health equity for formerly detained PLWHAs. The City of Jacksonville, Ryan White Part-A Program, Florida Department of Health-Duval, Lutheran Social Services, and Jacksonville Sherriff’s Office convened a coalition, called CAPRICE. This article is about the need for space traffic standards. It specifically focuses on international space traffic standards. Space traffic is currently tracked by radar. But, many objects—mainly space debris—moving in outer space are too small to be tracked and are still dangerous. The Kessler Syndrome predicts frequent collisions with increasing space debris in outer space in the near future. A four-fold increase in navigable outer space objects is likely. Therefore, organization of space traffic is urgently needed.
