Government Engagement With The Civic Tech Community On Twitter: The Case Of The New York City School Of Data, Crystal R. Charles, J. Ramon Gil-Garcia
Center for Technology in Government
Social media in government has been “defined as a group of technologies that allow public agencies to foster engagement with citizens and other organizations” (Criado et al., 2013, p. 320).It has been researched as a way for public organizations to innovate, share information, and build relationships (Criado et al., 2013, p. 319).In the Information Age, it is important for government to keep moving forward in its information policies and technologies. Part of the salience of studying government use of social media is that it is increasingly a place where political and social activism occurs or begins (Sandoval-Almazan & Ramon Gil-Garcia, …

Understanding The Potential Of Blockchain For Iot Data In The Public Sector: Challenges And Benefits In A Simulated Environment, Lingjun Fan, Sora Park, J. Ramon Gil-Garcia
Center for Technology in Government
In building a smart city, the public sector often sets various kinds of sensors or develops information systems to collect and analyze data to improve public service.Internet of Things (IoT) is utilized to improve the quality of citizen’s life in a city by enabling the collection and sharing of information related to transportation, public health, and environmental protection. However, the IoT data is stored and managed by a centralized cloud center, thus raising security and privacy concerns, which implies a single point of failure, easily being attacked, and performance bottleneck. The recent development of blockchain technology could be seen as an innovation …

Advancing Intelligent Transportation In New York State, Meghan E. Cook, Alan Kowlowitz, Jillian Palmer, Theresa A. Pardo, Derek Werthmuller
Center for Technology in Government
Intelligent transportation initiatives have been underway in New York State for some time now, but as connected and autonomous vehicles (CAVs) are increasingly tested throughout the United States, statewide leaders recognized the importance of preparing for and informing statewide decision-making and ensuring NYS's unique environment was central to all discussions about CAV.CAVs have the potential to affect all segments of society and change the way goods and services move from place to place. Governments will play a critical role in ensuring that full-scale deployment of passenger, commercial, and transit CAV is done in a way that ensures public safety and …

Ethics And Public Health Of Driverless Vehicle Collision Programming, Samantha Godwin
Ethics And Public Health Of Driverless Vehicle Collision Programming, Samantha Godwin
Tennessee Law Review
Driverless vehicles present a core ethical dilemma: there is a public health necessity and moral imperative to encourage the widespread adoption of driverless vehicles once they become demonstrably more reliable than human drivers, given their potential to dramatically reduce automobile fatalities, increase autonomy for disabled people, and improve land use and commutes. However, the very technologies that could enable autonomous vehicles to drive more safely than human drivers also imply greater moral responsibility for adverse outcomes. While human drivers must make split-second decisions in automobile collision scenarios, driverless car programmers have the luxury of time to reflect and choose deliberately …
“Nationwide” Injunctions Are Really “Universal” Injunctions And They Are Never Appropriate, Howard Wasserman
“Nationwide” Injunctions Are Really “Universal” Injunctions And They Are Never Appropriate, Howard Wasserman
Faculty Publications
Federal district courts are routinely issuing broad injunctions prohibiting the federal government from enforcing constitutionally invalid laws, regulations, and policies on immigration and immigration-adjacent issues. Styled “nationwide injunctions,” they prohibit enforcement of the challenges laws not only against the named plaintiffs, but against all people and entities everywhere.
The first problem with these injunctions is one of nomenclature. “Nationwide” suggests something about the “where” of the injunction, the geographic scope in which it protects. The better term is “universal injunction,” which captures the real controversy over the “who” of the injunction, as courts purport to protect the universe of all …

Predicting Postprobationary Job Performance Of Police Officers Using Cpi And Mmpi–2–Rf Test Data Obtained During Preemployment Psychological Screening, Ryan M. Roberts, Anthony M. Tarescavage, Yossef S. Ben-Porath, Michael D. Roberts
2018 Faculty Bibliography
We examined associations between prehire California Psychological Inventory (CPI) and prorated Minnesota Multiphasic Personality Inventory–2 Restructured Form (MMPI–2–RF) scores (calculated from MMPI profiles) and supervisor ratings for a sample of 143 male police officers. Substantive scale scores in this sample were meaningfully lower than those obtained by the tests’ normative samples in the case of the MMPI–2–RF and meaningfully higher in the case of the CPI (indicating less psychological dysfunction). Test scores from both instruments showed substantial range restriction, consistent with those produced by members of the police candidate comparison groups (Corey & Ben-Porath, 2014Corey, D. M., & Ben-Porath, …

No. 15: The Food Security Implications Of Gendered Access To Education And Employment In Maputo, Cameron Mccordic, Liam Riley, Inês Raimundo
Hungry Cities Partnership
The multiple linkages between gender and household food security in cities have been observed in diverse settings, at multiple scales, and through a variety of disciplinary lenses. The Hungry Cities Partnership is rooted in the importance of inclusive growth of cities, which includes a fundamental concern with genderbased injustices that reduce inclusivity, sustainability and food security by underpinning structural poverty. This discussion paper is motivated by the gap in policy-ready quantitative data needed to identify the ways in which gender inequality, food insecurity, and public policy are interconnected. Analysis of the 2014 survey of household food security in Maputo identified …

Adaptive Leadership And Student Achievement, Michelle Faye Wang
Adaptive Leadership And Student Achievement, Michelle Faye Wang
All Electronic Theses and Dissertations
The purpose of this quantitative study was to examine the relationship, if any, between the adaptive culture of an elementary school and student achievement. The Adaptive Culture Profile Scale collected data from elementary school leadership teams across Minnesota. This data was then compared to student achievement results, as measured by the Minnesota Comprehensive Assessment (MCA). Results of the study indicate there is no relationship between adaptive culture of an elementary school and student achievement proficiency or student achievement growth. Pearson’s –r correlation was used to determine the lack of relationship. This study suggests further research is needed to continue to …
Unlocking The Fifth Amendment: Passwords And Encrypted Devices, Laurent Sacharoff
Unlocking The Fifth Amendment: Passwords And Encrypted Devices, Laurent Sacharoff
Sturm College of Law: Faculty Scholarship
Each year, law enforcement seizes thousands of electronic devices — smartphones, laptops, and notebooks — that it cannot open without the suspect’s password. Without this password, the information on the device sits completely scrambled behind a wall of encryption. Sometimes agents will be able to obtain the information by hacking, discovering copies of data on the cloud, or obtaining the password voluntarily from the suspects themselves. But when they cannot, may the government compel suspects to disclose or enter their password?
This Article considers the Fifth Amendment protection against compelled disclosures of passwords — a question that has split and …

A Tale Of Three Systems: Improving Three Emergency Communication Systems, Elizabeth M. Williams
A Tale Of Three Systems: Improving Three Emergency Communication Systems, Elizabeth M. Williams
Master of Public Health Program Student Publications
This paper examines the current state of communications between the public, first responder organizations, and hospitals during mass traumatic casualty events. While the current system that exists nationwide, the National Incident Management System (NIMS), is an effective system, there are several improvements that could be made on a community level. This paper looks at national-level plans, such as the national emergency communications plan, NIMS, Hospital Incident Command System (HICS), and national Incident Command System (ICS). This paper sets forward several cost-sensitive recommendations to add to local emergency communication plans and structures in order to make better use technology that already …

Studying The Effect Of Froude Number And Densimetric Froude Number On Local Scours Around Circular Bridge Piers, Md Abdullah Al Faruque
Articles
A very large percentage of bridge failures are attributed to scouring around bridge piers and this directly influences public safety. Experiments are carried out in a 12-m long rectangular open channel flume made of transparent tempered glass. A 300 mm thick bed made up of sand particles is leveled horizontally to create the test bed and a 50 mm hollow plastic cylinder is used as a model bridge pier. Tests are carried out with varying flow depths and velocities. Data points of various scour parameters such as scour depth, width, and length are collected based on different flow conditions and …

UIC John Marshall Journal of Information Technology & Privacy Law
Social media is about sharing information. If you are a parent, often the tendency is to relate every aspect of your children’s lives. Most of the time, children do not consent to postings about them and will have a permanent digital shadow created by their parents that follows them the rest of their lives. The purpose of this article is to analyze the current status and potential future of children’s online privacy from a comparative legal approach, highlighting recent case law in the United Kingdom, which is trending toward carving out special privacy rights for children. This contrasts with the …
