Moral Mode Switching: From Punishment To Public Health, Stephen Koppel Feb 2018

Moral Mode Switching: From Punishment To Public Health, Stephen Koppel

Dissertations, Theses, and Capstone Projects

A public health response to drug offenses has potential to improve both public safety and public health. However, the public’s desire for retribution represents a possible hindrance to reform. Relying on dual-process theory of moral decision-making, this dissertation examines agreement among laypeople about the relative blame deserved for various crime types, and probes several possible predictors of support—the need for cognition (“NFC”), intergroup bias, and free-will doubt—for retributive as well as consequentialist responses to crime. Findings from several web-based experiments show: (a) in comparison to core crimes (eg., murder) substantially less agreement about the relative blame deserved for noncore crimes …

Juvenile Programming Activities In Detention Facilities: Self-Adjustment And Levels Of Stress, Stephen Davis Feb 2018

Juvenile Programming Activities In Detention Facilities: Self-Adjustment And Levels Of Stress, Stephen Davis

Dissertations

The significance of this study was to examine if adolescents in a juvenile detention center in St. Louis City could self-adjust, cope, or adapt to their levels of stress. There was a great deal of literature available supporting the notion of utilizing affective tactics in combating stress levels among various age groups. However, there was very little information provided on at-risk adolescents in a juvenile detention center confronted with dangerous levels of stress. The importance of understanding how these detained adolescents, between the ages of 12 and 17, approached dealing with their stress was not just beneficial to them, but …

Fault Tolerance In Wban Applications, Malak Yousry Elsalamouny Feb 2018

Fault Tolerance In Wban Applications, Malak Yousry Elsalamouny

Theses and Dissertations

One of the most promising applications of IoT is Wireless Body Area Net-works (WBANs) in medical applications. They allow physiological signals monitoring of patients without the presence of nearby medical personnel. Furthermore, WBANs enable feedback action to be taken either periodically or event-based following the Networked Control Systems (NCSs) techniques. This thesis first presents the architecture of a fault tolerant WBAN. Sensors data are sent over two redundant paths to be processed, analyzed and monitored. The two main communication protocols utilized in this system are Low power Wi-Fi (IEEE 802.11n) and Long Term Evolution (LTE). Riverbed Modeler is used to …

Positive Outcomes: Strategies For Assessing The Progress Of Youth Involved In The Justice System, Jeffrey A. Butts, Emily K. Pelletier, Lila Kazemian

Publications and Research

This report examines the shift in U.S. youth justice systems toward using adolescent development science to improve interventions and measure youth success. It emphasizes the adoption of Positive Youth Development (PYD) principles, which focus on fostering positive relationships and skills rather than just preventing recidivism. The report highlights various frameworks—such as the Developmental Assets model and Positive Youth Justice model—that align with PYD principles and research on desistance from crime. These frameworks offer a path for transforming youth justice systems into strengths-based approaches that promote long-term positive outcomes.

Dispatch Guided Allocation Optimization For Effective Emergency Response, Supriyo Ghosh, Pradeep Varakantham Feb 2018

Dispatch Guided Allocation Optimization For Effective Emergency Response, Supriyo Ghosh, Pradeep Varakantham

Research Collection School Of Computing and Information Systems

Effective emergency (medical, fire or criminal) response iscrucial for improving safety and security in urban environments. Recent research in improving effectiveness of emergency management systems (EMSs) has utilized data-drivenoptimization models for efficient allocation of emergency response vehicles (ERVs) to base locations. However, thesedata-driven optimization models either ignore the dispatchstrategy of ERVs (typically the nearest available ERV is dispatched to serve an incident) or employ myopic approaches(e.g., greedy approach based on marginal gain). This resultsin allocations that are not synchronised with the real evolution dynamics on the ground or can be improved significantly. To bridge this gap, we make the following contributions: …

Deference And Prisoner Accommodations Post-Holt: Moving Rluipa Toward "Strict In Theory, Strict In Fact", Barrick Bollman Feb 2018

Deference And Prisoner Accommodations Post-Holt: Moving Rluipa Toward "Strict In Theory, Strict In Fact", Barrick Bollman

Northwestern University Law Review

The Religious Land Use and Institutionalized Persons Act (RLUIPA) requires prisons to make accommodations to regulations that substantially burden a prisoner’s religious exercise, unless the prison can show that the regulation is the least restrictive means to meeting a compelling interest. This language suggests strict scrutiny, and yet in Cutter v. Wilkinson, the Supreme Court instead intimated in dicta that courts should give prison officials “due deference” when applying this test. The 2015 case of Holt v. Hobbs presented the Court with an opportunity to clarify how much deference is due under RLUIPA. Though Holt declared that there should …

Innovating Criminal Justice, Natalie Ram Feb 2018

Innovating Criminal Justice, Natalie Ram

Northwestern University Law Review

From secret stingray devices that can pinpoint a suspect’s location, to advanced forensic DNA-analysis tools, to recidivism risk statistic software—the use of privately developed criminal justice technologies is growing. So too is a concomitant pattern of trade secret assertion surrounding these technologies. This Article charts the role of private law secrecy in shielding criminal justice activities, demonstrating that such secrecy is pervasive, problematic, and ultimately unnecessary for the production of well-designed criminal justice tools.

This Article makes three contributions to the existing literature. First, the Article establishes that trade secrecy now permeates American criminal justice, shielding privately developed criminal justice …

Philanthropy And Immigration Enforcement: The Role Of Grantmaking On Nonprofit Influence During Secure Communities, Apolonia Calderon Jan 2018

Philanthropy And Immigration Enforcement: The Role Of Grantmaking On Nonprofit Influence During Secure Communities, Apolonia Calderon

Latino Public Policy

Uniquely positioned in our American democracy, foundations hold private resources they leveraged to promote their private values within our public arena. The independence of foundations, primarily private and family foundations, allows them to exert influence over public policy down to the local delivery of public good and services. An understudied policy area pertains to understanding how philanthropic funding impacts immigration policy and local enforcement. This report focuses on studying how philanthropic funding for immigration services is associated with reducing the identification of deportable immigrants, during Secure Communities. As foundations leverage their private resources to help fund nonprofits that promote their …

Orthopedic Nurse Practitioner As A Subspecialty: A Case Study, Debra M. Palmer

Dissertations

Purpose: The overall purpose of this study was to describe the ONP role by exploring how and why NPs are utilized in orthopedic health care settings. Two problems associated with the evolving ONP role were addressed: the concomitant decrease in the supply of and increased demand for orthopedic patient care services and the nursing profession’s unmet challenge to keep pace with that increased demand and protection of the public and nursing profession through credentialing of ONPs and programs providing certification and training for ONPs.

Approach: This study employed a single-embedded case study research approach to answer the research questions and …

Exploring Officer Views Of Community Policing In Counterterrorism, Erin M. Kearns Jan 2018

Exploring Officer Views Of Community Policing In Counterterrorism, Erin M. Kearns

Criminology and Criminal Justice Faculty Publications

Recently there has been increased emphasis on actionable intelligence in counterterrorism. Building from the process-based model of regulation, police chiefs and scholars generally agree that community policing has promise in this regard. Yet, it is not clear the extent to which police officers concur. Since officers are in a position to implement community policing practices, it is important to understand variants in officer-level support. Using data collected from 741 officers in three departments, this project explores officer-level views of community policing’s utility to address terrorism and more common crimes. Overall, officers view community policing as appropriate to address both common …

Comprehensive Plan For Prevention Of Abuse And Neglect Of People With Disabilities: Report, Nancy M. Fitzsimons Jan 2018

Comprehensive Plan For Prevention Of Abuse And Neglect Of People With Disabilities: Report, Nancy M. Fitzsimons

Social Work Department Publications

Victimization of people with disabilities (here forward ‘abuse and neglect’) is a serious, persistent, and pervasive problem. While Minnesota is taking steps to improve its reporting and response systems, similar efforts have not been made to prevent abuse and neglect. This Comprehensive Plan for the Prevention of Abuse and Neglect of People with Disabilities contains powerful examples of the problem and describes potential remedial actions. But the Plan goes further, by outlining promising actions that can be taken before the abuse and neglect occurs.

This report and the subsequent work on prevention of abuse and neglect for people with disabilities …

Conversations That Matter: How A Thriving Public Sphere Makes Better Citizens And Better Neighbors, Kylie Schreiber Jan 2018

Conversations That Matter: How A Thriving Public Sphere Makes Better Citizens And Better Neighbors, Kylie Schreiber

Bridge/Work

While it is true that the most recent presidential election cycle highlighted deeply rooted divisions lying in our American democracy, there is more to this separation than politics. Globalization and polarization have acted as catalysts, in part, to the decline of neighborliness and citizenship in America. I argue that a return to the “public” sphere in local communities can remedy this. This paper tests this theory by strategically selecting public policies and civic engagement activities that attempt to accomplish this goal of returning to the public and evaluating them on their ability to do so.

There are important questions about …

Re-Engineering Of Smart City's Business Processes Based On Social Networks And Internet Of Things, Emir Ugljanin, Dragan Stojanović, Ejub Kajan, Zakaria Maamar

All Works

This paper reports our experience with developing a Business-2-Social (B2S) platform that provides necessary support to all this platform's constituents, namely business processes, social media (e.g., social network), and Internet of Things (IoT). This platform is exemplified with smart cities whose successful management requires a complete integration of IoT and social media capabilities into the business processes implementing user services. To ensure a successful integration, social actions, that a smart city would allow citizens execute, are analyzed in terms of impact of these smart city's business processes. Reactions to these actions are tracked and then analyzed to improve user services.

Backpacks: A Program For Improving Children’S Readiness To Learn And Family Food Security, Lauri Wright

Showcase of Faculty Scholarly & Creative Activity

An increasing gap has been seen between the government food assistance programs and need. One program filling the deficit is Feeding America’s BackPack Program. The Backpack provides nutritious food to children to eat on the weekends when they may not have access to an adequate amount of food. This study evaluated the impact of the program on children’s food security, readiness to learn, and behavioral and mental health. A mixed methodology was utilized. Results showed improved food security and increased readiness to learn among participants. BackPack may be an effective program for meeting the gap in food assistance.
