Photoionization Of Spin-Polarized Rydberg Atoms Out Of A Continuous Wave Optical Dipole Trap, Kevin Lee Romans Jan 2025

Photoionization Of Spin-Polarized Rydberg Atoms Out Of A Continuous Wave Optical Dipole Trap, Kevin Lee Romans

Doctoral Dissertations

"Recent research has demonstrated the need for a fully differential experiment on the photoionization of 6Li Rydberg atoms in a continuous wave (cw) laser field, as this would provide a new path forward for studying never before accessible atom-light interactions. Rydberg atoms are back in the focus of intense research due to their peculiar properties, which make them interesting candidates for quantum optics and information applications. In this work, we study the ionization of such Rydberg atoms, due to their interaction with a trapping laser field, by utilizing a reaction microscope (ReMi) capable of measuring photoelectron momentum distributions with …

Parallel Algorithms For Large Scale Dynamic Graph Analysis, Arindam Khanda Jan 2025

Parallel Algorithms For Large Scale Dynamic Graph Analysis, Arindam Khanda

Doctoral Dissertations

A complex system of interacting entities in contemporary scenarios, be it biological, technological, or social, can be represented using graphs. Dynamic graphs, unlike their static counterparts, are ones in which the underlying topology changes over time. These networks act as a model for numerous systems, from transportation to social interactions, capturing the ever-evolving nature of real-world phenomena. However, the inherent temporality of these networks presents a unique set of challenges and the traditional static graph algorithms often fall short in efficiency and applicability. In our research, we delve into the complexities presented by large dynamic networks and suggest various methodologies …

Mahmoud V. Taylor: Cause Or Effect Of Disruptions In The Public Schools?, Richard Katskee, Ira C. Lupu Jan 2025

Mahmoud V. Taylor: Cause Or Effect Of Disruptions In The Public Schools?, Richard Katskee, Ira C. Lupu

GW Law Faculty Publications & Other Works

Mahmoud v. Taylor represents an extraordinary departure from long-standing constitutional norms about the rights of parents of children in public schools. In Mahmoud, the Supreme Court upheld a Free Exercise Clause claim by parents in Montgomery County, Maryland, who sought to have their children (grades K–5) excused from readings that contain LGBTQ characters and themes. The majority opinion by Justice Alito rests on a highly controversial reading of Wisconsin v. Yoder.

Part I of the paper provides the doctrinal and historical backdrop to Mahmoud, which reflects the acute tension between a once-narrow understanding of Yoder and the post-Obergefell backlash against …

Police Officer Use Of Force And Officer-Created Jeopardy After Barnes V. Felix: The Supreme Court’S Important (Albeit Incomplete) Step In The Right Direction, Cynthia Lee Jan 2025

Police Officer Use Of Force And Officer-Created Jeopardy After Barnes V. Felix: The Supreme Court’S Important (Albeit Incomplete) Step In The Right Direction, Cynthia Lee

GW Law Faculty Publications & Other Works

On May 15, 2025, the Supreme Court issued a unanimous decision in Barnes v. Felix, rejecting the Fifth Circuit’s “moment of threat” doctrine, which limited courts assessing the reasonableness of a law enforcement officer’s use of force to considering only those facts and circumstances known to the officer at the moment of the threat. Under the Fifth Circuit’s narrow time-framing approach, any pre-seizure conduct of the officer, i.e., acts occurring before the officer seized the individual, that may have contributed to the dangerous situation could not be considered as part of the reasonableness inquiry.

Pre-seizure officer conduct that contributes to …

Prohibiting Threats Of Aggression, Edward T. Swaine Jan 2025

Prohibiting Threats Of Aggression, Edward T. Swaine

GW Law Faculty Publications & Other Works

Recent events, particularly Russia’s invasion of Ukraine, have revived worries about the international regime regulating the use of force. Vastly less attention has been paid to what often precedes such attacks—threats to use force—and the prohibition on them. While the UN Charter and other legal instruments integrate the threats regime with the regime on actual uses of force, the two regimes are increasingly decoupled, in part because only one considers gradations: the use-of-force regime now identifies more serious variants like aggression and crimes of aggression; threats rules, by contrast, do not. This decoupling reflects real differences in the underlying wrongs, …

What The "Good Moral Character" Test Reveals About Eugenics In Immigration Law, Tania N. Valdez Jan 2025

What The "Good Moral Character" Test Reveals About Eugenics In Immigration Law, Tania N. Valdez

GW Law Faculty Publications & Other Works

This Essay explores how disability factors into immigration and citizenship law by focusing on three naturalization cases that reveal aspects of the “good moral character” element. A noncitizen’s own disability has been used as grounds for exclusion since the earliest immigration laws. Yet, as it turns out, noncitizens who participate in the eugenic mission of immigration law have been greatly rewarded.

Overcoming Racial Harms To Democracy From Artificial Intelligence, Spencer A. Overton Jan 2025

Overcoming Racial Harms To Democracy From Artificial Intelligence, Spencer A. Overton

GW Law Faculty Publications & Other Works

While the United States is becoming more racially diverse, generative artificial intelligence and related technologies threaten to undermine truly representative democracy. Left unchecked, AI will exacerbate already substantial existing challenges, such as racial polarization, cultural anxiety, antidemocratic attitudes, racial vote dilution, and voter suppression. Synthetic video and audio (“deepfakes”) receive the bulk of popular attention—but are just the tip of the iceberg. Microtargeting of racially tailored disinformation, racial bias in automated election administration, discriminatory voting restrictions, racially targeted cyberattacks, and AI-powered surveillance that chills racial justice claims are just a few examples of how AI is threatening democracy. Unfortunately, existing …

The Ten Commandments In Louisiana Public Schools: A Study In The Survival Of Establishment Clause Norms, Ira C. Lupu, Robert W. Tuttle Jan 2025

The Ten Commandments In Louisiana Public Schools: A Study In The Survival Of Establishment Clause Norms, Ira C. Lupu, Robert W. Tuttle

GW Law Faculty Publications & Other Works

In June 2024, Louisiana enacted legislation requiring the prominent posting of the Ten Commandments on the wall of every public-school classroom. In Roake v. Brumley, a federal district court decided that the requirement violated the Establishment Clause. Judge DeGravelles’s lengthy opinion followed the Supreme Court’s 1980 decision in Stone v. Graham, which invalidated a highly similar Kentucky law. In late June 2025, in an opinion by Judge Ramirez, the U.S. Court of Appeals for the Fifth Circuit affirmed the district court in every significant respect. Texas recently enacted similar legislation, now under the cloud of Roake v. Brumley.

In this …

Policy Brief: The Hagerty-Scott-Lummis-Gillibrand Stablecoin Bill Would Cause Great Harm To Consumers, Investors, Our Financial System, And Our Economy, Arthur E. Wilmarth Jr. Jan 2025

Policy Brief: The Hagerty-Scott-Lummis-Gillibrand Stablecoin Bill Would Cause Great Harm To Consumers, Investors, Our Financial System, And Our Economy, Arthur E. Wilmarth Jr.

GW Law Faculty Publications & Other Works

On February 4, 2025, Senators Bill Hagerty, Tim Scott, Cynthia Lummis, and Kirsten Gillibrand introduced a bill that would create a dangerously weak and deeply flawed regulatory regime for stablecoins. Their bill (the “Hagerty bill”) would allow stablecoins to be offered to the public without the protections provided by federal deposit insurance and other safeguards governing banks insured by the Federal Deposit Insurance Corporation (FDIC). The Hagerty bill would greatly increase the likelihood that future runs on stablecoins would trigger systemic crises requiring costly federal bailouts to avoid great harm to our financial system and economy.

A stablecoin is a …

Comparison Of Co-Located Mid-Latitude Sporadic E And Simone Wind Observations, Ivana Molina, Kenneth Obenberger, Jorge Chau, Matthias Clahsen Jan 2025

Comparison Of Co-Located Mid-Latitude Sporadic E And Simone Wind Observations, Ivana Molina, Kenneth Obenberger, Jorge Chau, Matthias Clahsen

Space Dynamics Laboratory Publications

Sporadic E are localized layers of enhanced metallic ionization that form in the E region of the ionosphere (Mathews, 1998). They are usually observed between 95 and 120 km altitude with a thickness in altitude ranging from ~100 m to a few kilometers. Studying these layers is important, as their characteristics and variability impact the propagation of HF radio waves. At mid-latitudes, the generation of sporadic E is most often explained by the wind shear theory, where these layers form due to the convergence of ions generated by vertical shears in the horizontal components of the neutral wind. The primary …

F-Layer Parameters Derived By Airglow Emissions At Pituffik Sb, Greenland, Jessica Norrell, Ivana Molina, Michael Negale, Jeffrey Holmes Jan 2025

F-Layer Parameters Derived By Airglow Emissions At Pituffik Sb, Greenland, Jessica Norrell, Ivana Molina, Michael Negale, Jeffrey Holmes

Space Dynamics Laboratory Publications

Atomic oxygen airglow has long been used as tracer for the peak height and electron density of the F-layer (e.g. Sahai et al., 1981). Tinsley and Bittencourt (1975) described a method by which OI airglow is used to determine F-layer parameters. They found that the square root of the column emission rate of an optically thin layer created by radiative recombination emission was proportional to the peak electron density of the F-layer.

An all-sky imager (ASI) was recently installed at Pituffik, Greenland (76.51˚N, 68.74˚W), with four filters relevant to this study: 5725, 6300, 7715 and 7774 Å. We have used …

Arctic Over-The-Horizon-Radar Ontic (Arothron): A Model Definition For The Support Of Radio Frequency Radars, J. Vincent Eccles, John Retterer, Jeffrey M. Holmes

Space Dynamics Laboratory Publications

The high-latitude and subauroral ionosphere regions are organized and disorganized by a number of competing processes of ionization, convective transport, and plasma instabilities. The complexity makes it difficult for physics-based models or data-assimilation methodologies to specify the ionosphere with sufficient resolution and accuracy to adequately support radio signal technologies during space weather disturbance events. External drivers of ionospheric ionization include solar EUV and X-ray irradiance, medium and energetic particle precipitation, and solar proton events. External drivers of plasma transport include convective electric fields for high density plasma at mid-latitudes (e.g., storm enhanced densities or SEDs) and parallel plasma motion driven …
