The Peacekeeper Post Boost Vehicle For Civil Space Applications, Paul Phillips, Stephen Hoffman, James Moore
The Peacekeeper Post Boost Vehicle For Civil Space Applications, Paul Phillips, Stephen Hoffman, James Moore
Small Satellite Conference
Ownership of several Peacekeeper fourth stages has been transferred from the USAF to NASA for use in the civil space program. The production of Peacekeeper missiles was discontinued although several of the fourth stages known as Post Boost Vehicles or PBV's were in production and in various stages of completion. This paper examines the potential use of these PBV's for small civil space missions, especially Discovery class missions. Several configurations of the PBV with small interplanetary missions are examined. The delivered configuration of the PBV is described along with modifications necessary to make them flight ready. This paper examines the …

Paper Session I-B - Conceptual Design Of A Cargo Lander For The First Lunar Outpost, Michael J. Wright
Space Congress® Proceedings
The Space Exploration Initiative (SEI) encompasses a series of exploratory and colonization missions that will expand human presence to the Moon and Mars via an evolutionary program, whereby each succeeding phase builds on and compliments the previous efforts. The first phase in this initiative, as defined by president Bush, is to "return to the Moon, this time to stay". In order to accomplish this goal by the turn of the century the First Lunar Outpost (FLO) strategy has been proposed. In support of this mission scenario, NASA Marshall Space Flight Center (MSFC) has designed a habitation module and cargo lander …

Seventh-Day Adventist Tentmakers--The Key To Evangelizing Restricted-Access Countries And Unentered Areas, Stenio Gungadoo
Doctor of Ministry Projects
In 1990, the Seventh-day Adventist Church set itself the goal of establishing a presence in each of the 2,313 unentered population segments of one million people. This task, which it intends to finish by the year 2000, constitutes a great challenge that can be met on the condition that the right approach is used. This project report suggests tentmaking as a viable strategy for reaching that goal.
Part One of this project lays the foundation for the involvement of lay people in tentmaking ministries by analyzing:
1. The gospel commission in biblical and theological perspectives
2. The biblical and theological …

The Riga Mission: The Reports Of The First American Outpost On The Soviet Border, 1924-1933, Jeffrey Acosta
History Theses & Dissertations
From 1917 to 1933, the United States did not recognize the Union of Soviet Socialist Republics. In 1920 the United States established conditions for recognition. First, the Soviet Union had to pay all debts owed to the United States government and its citizens by previous Russian and Soviet governments. In addition, all propaganda and subversive activities sponsored by the Soviet Union in the United States had to cease. During this period, the Division of Eastern European Affairs (DEEA) studied and collected data about the Soviet Union from its main "outpost" at the United States Mission in Riga, Latvia. The Russian …

Paper Session Iii-B - Journey Into Tomorrow: Developing Nuclear Propulsion For The Space Exploration Initiative, Kathleen F. Harer, Scott R. Graham, Gary L. Bennett
Space Congress® Proceedings
The Space Exploration Initiative (SEI) calls for a return to the Moon and carrying out human exploration of Mars. Trips to Mars involve considerably more time and more complex operations than trips to the Moon; hence, there is a keen interest in developing better space transportation systems. Nuclear propulsion, either nuclear thermal propulsion (NTP) or nuclear electric propulsion (NEP), offers the potential of reduced trip times and/or reduced mass into low Earth orbit, compared to chemical propulsion systems . In addition, the greater performance benefits of nuclear propulsion can provide the added margin for greater operational flexibility, including mission abort …

Paper Session Ii-C - Pioneer 10 Interstellar Studies, P. Dyal
Space Congress® Proceedings
The Pioneer 10 spacecraft may soon be the first man-made object to leave our solar system and penetrate the heliospheric boundary into interstellar space. Scientific investigators on this mission eagerly anticipate the opportunity to measure the physical processes occurring in the terminal boundary region and in the unexplored space known as the interstellar medium by astronomers who have studied it remotely with telescopes for many years. This paper is a descriptive overview of the Pioneer 10 mission and the dominant physical processes that have been discovered since its 1972 launch into our heliosphere and those processes that we expect to …

The Beat Goes On: District Court Upholds Virginia Military Institute's All-Male Admissions Policy In United States V. Virginia, Phillip Comer Griffeth
Mercer Law Review
In United States v. Virginia, the United States District Court for the Western District of Virginia held that Virginia Military Institute ("VMI"), a state-supported college, can exclude women under its 152- year-old admissions policy without violating the Equal Protection Clause of the Fourteenth Amendment. The court based its decision on the United States Supreme Court's holding in Mississippi University for Women v. Hogan. Applying the Hogan test, the district court held that VMI's discrimination serves an important state educational objective by enhancing the diversity of Virginia's overall education system and that the exclusive admissions policy is substantially related …

To The Moon From A B-52: Robotic Lunar Exploration Using The Pegasus Winged Rocket And Ballistic Lunar Capture, Edward Belbruno, Rex Ridenoure, Jaime Fernandez
Small Satellite Conference
A subset of the presently-defined NASA robotic lunar exploration objectives may be achievable with a new mission architecture involving the Pegasus winged rocket, small satellites, and a new class of Earth-Moon trajectories incorporating ballistic lunar capture. Enabling this potentially low-cost method of lunar exploration - perhaps for a few tens of millions of dollars per mission - is the application of the Weak Stability Boundary Theory developed by Belbruno during 1987-89, which leads to ballistic ("maneuverless") Earth-Moon trajectories. On such a path, a spacecraft could be orbited at the Moon for little additional ∆ V (< 50 m/s for minor trajectory correction maneuvers) beyond that supplied by the Pegasus for the initial Earth departure burn, resulting in a significant propellant savings. (Additional maneuvers would then be required to establish a more useful lunar orbit.) The price for this savings is an extended trip time to the Moon of 3-5 months. This type of trajectory is presently being demonstrated for the first time by the Japanese Hiten spacecraft, using an …

Auroral Cluster: A Space Physics Mission For Multiple, Electronically Tethered Small Satellites, J.P. Andrews, J.R. Scherrer, J.H. Waite, J.L. Burch
Small Satellite Conference
Auroral Cluster is a space physics mission that has been identified by the NASA Space Physics Strategic Implementation Study as a candidate for flight in the next decade. Auroral Cluster will employ multiple spacecraft outfitted with similar complements of science instruments allowing simultaneous multipoint plasma measurements in the Earth's auroral regions. Co-orbiting small satellites (mass < 400 kg each) that are electronically "tethered" to share distributed spacecraft systems represent an efficient approach for achieving the science goals of the Auroral Cluster mission. Multisatellite missions represent a new trend in gathering space science data and pose many new and difficult challenges for the space systems engineer. The results of an Auroral Cluster feasibility study, which discusses a variety of mission trade-offs, are presented. A discussion of the science background and mission goals is used to identify the technical drivers for the design of the multiple spacecraft system. A mission plan and some considerations for a Auroral Cluster satellite design are presented. Special consideration is given to the spacecraft subsystems that will allow the system to be operated as a network of electronically tethered interdependent small satellites. These subsystems include attitude determination, spatial separation knowledge and control, data storage, and intersatellite communication.

Paper Session Ii-B - Simulating Shuttle And Derivative Vehicle Processing At Kennedy Space Center, Soheil Khajenoori, Gregory L. Heileman
Space Congress® Proceedings
Rockwell International Space Systems Division is teamed with the University of Central Florida on a research project to develop an automated simulation system to model ground processing scenarios for the Shuttle and Shuttle-derived vehicles. This simulation system is necessary to evaluate launch site facilities requirements and estimate life-cycle costs of future space programs.
This paper presents the results of initial simulation modeling of the orbiter processing critical path at Kennedy Space Center (KSC). An approach is presented for the planned capabilities to simulate mixed fleet processing and to perform sensitivity, capacity, cost, and risk analyses. Potential expert system applications for …
