Furthermore, the responses of runoff to various climatic and meteorological factors including precipitation, evaporation, solar activity and the El Niño-Southern …

Taking Teacher Quality Seriously, Derek W. Black Apr 2016

Taking Teacher Quality Seriously, Derek W. Black

William & Mary Law Review

Although access to quality teachers is one of the most important aspects of a quality education, explicit concern with teacher quality has been conspicuously absent from past litigation over the right to education. Instead, past litigation has focused almost exclusively on funding. Though that litigation has narrowed gross fundinggaps between schools in many states, it has not changed what matters most: access to quality teachers.

This Article proposes a break from the traditional approach to litigating the constitutional right to education. Rather than constitutionalizing adequate or equal funding, courts should constitutionalize quality teaching. The recent success of the constitutional challenge …

Carbonation Resistance Of Concrete With Mortar Coating, Wen-Hu Tsao, Ming-Te Liang, Nai-Ming Huang, Ke-Hung Liao Apr 2016

Carbonation Resistance Of Concrete With Mortar Coating, Wen-Hu Tsao, Ming-Te Liang, Nai-Ming Huang, Ke-Hung Liao

Journal of Marine Science and Technology–Taiwan

The principal purpose of this paper was theoretically to study the carbonation resistance of a semi-infinite medium which concrete has a mortar coating having diffusion properties different from those of the rest of the medium. The analytical solution of a semi-infinite composite medium was used to predict the time required for subsidence due to concrete with mortar coating. The inaccurate analytical solution was published in previous books. Thus, the analytical solution of a semi-infinite composite medium is re-derived in this article. The governing equations without initial and boundary conditions in the previous books are also pointed out. In order to …

A System Simulation Model For A Training Ship Evacuation Plan, Chian Liou, Ching-Wu Chu Apr 2016

A System Simulation Model For A Training Ship Evacuation Plan, Chian Liou, Ching-Wu Chu

Journal of Marine Science and Technology–Taiwan

Evacuation techniques for land buildings have been applied to passenger ships in maritime transportation. However, real and full-scale evacuation drills on a passenger ship are difficult to execute because of their high cost. Therefore, the purpose of this study is to present a system simulation model for developing an evacuation plan of a training ship by minimizing the total evacuation time. In our model, evacuation time can be expressed as a function of three variables: (1) walking speed, (2) the number of cadets turning to the left or right at T junctions, and (3) the number of cadets moving forward …

Maximum-Likelihood Directivity For Depicting Perceptual Contours, Chun-Shun Tseng, Jung-Hua Wang, Ren-Jie Huang

Journal of Marine Science and Technology–Taiwan

This paper presents a novel method based on MaximumLikelihood Estimation (MLE) to evaluate pixel directivity for depicting image contours of objects as perceived by human eyes. The method is characterized by employing discrete masks with different shapes centered at a target pixel to sample gradient orientations of neighboring pixels for evaluating directivity of the target pixel, and applying MLE to determine one of these discrete sampling masks that best fits the orientation similarity of the target pixel. We show that such a fitting process in effect fulfils the similarity and proximity laws in Gestalt theory, and a salient alignment location …

Applying Fuzzy Ahp In Selection Of Transport Modes For Kinmen Military Logistics, Yu-Jie Wang, Tzeu-Chen Han, Ming-Tao Chou

Journal of Marine Science and Technology–Taiwan

Kinmen is suited as an important tactical location for Taiwan, despite being a small island with scarce resources. A number of soldiers defend Kinmen for essential military reasons. Therefore, logistics in Kinmen are very important, especially with regard to the military. Generally, necessary goods and materials for Kinmen are transported from Taiwan by ship or air. However, inclement weather in Kinmen often causes delays and difficulties in transportation. This is a serious problem for Kinmen military logistics. To enhance and increase transportation performance, military logistics centers need to evaluate feasible transport modes based on efficiency and cost, and then select …

Establishment Of Effective Metamodels For Seakeeping Performance In Multidisciplinary Ship Design Optimization, Dongqin Li, Philip A Wilson, Xin Zhao

Journal of Marine Science and Technology–Taiwan

Ship design is a complex multidisciplinary optimization process to determine configuration variables that satisfy a set of mission requirements. Unfortunately, high fidelity commercial software for the ship performance estimation such as Computational Fluid Dynamics (CFD) and Finite Element Analysis (FEA) is computationally expensive and time consuming to execute and deters the ship designer’s ability to explore larger range of optimization solutions. In this paper, the Latin Hypercube Design was used to select the sample data for covering the design space. The percentage of downtime, a comprehensive seakeeping evaluation index, was also used to evaluate the seakeeping performance within the short-term …

Magnetic Simulation For Possible Causes Of The Vanishing Of The High Magnetic Anomaly Belt In Central Taiwan, Yu-Ying Chen, Chengsung Wang, Yih-Min Wu, Shu-Kun Hsu

Journal of Marine Science and Technology–Taiwan

A striking high magnetic anomaly belt (HMAB) trending almost SW-NE is situated along the continental shelf edge off the southeastern Chinese continent. It extends northeastward to central Taiwan and gradually vanishes there. In this paper, magnetic simulation is performed and compared with other geological and geophysical data to establish a better understanding of the nature of the magnetic source of HMAB and how it makes HMAB vanish. The magnetic simulation was performed with a geometrical constraint from the seismic velocity structure published in literature. Our simulation shows that there is a layer of material with high magnetic susceptibility (which should …

Journal of Marine Science and Technology–Taiwan

Blue marlin is an important resource for commercial and recreational fisheries. However, several life history parameters needed for stock assessments of this species are poorly determined. Sex-specific catch-at-size data (eye fork length, EFL) for blue marlin were collected from the Taiwanese offshore longline fishery in the northwest Pacific Ocean, and analyzed using the MULTIFAN, a length-frequency analysis, to derive growth parameters. The von Bertalanffy growth parameters of blue marlin were estimated to be different between sexes. The best model for the females included 11 age-classes in the lengthfrequency data sets (asymptotic length L = 312.5 cm EFL, growth coefficient k …

Gas Gap Conductance Between Ht9 And Ss316, Michael Luke Scoggins, Chris Martinez Apr 2016

Gas Gap Conductance Between Ht9 And Ss316, Michael Luke Scoggins, Chris Martinez

Student Research Symposium

Inside a nuclear reactor, it is important to understand in detail the heat transfer between surfaces. This research aims to ensure the safety of new fuel experiments in the Idaho National Laboratory test reactor by studying the thermal properties of stainless steel and high temperature steel surfaces with a microscopic gas gap between them. The complex behavior of the gas requires a combination of experimental and theoretical modeling. A technique called laser flash analysis is being applied to calculate the effective thermal conductivity of the metal-gas-metal composite sample. From there, gap conductance is calculated using the other known physical parameters …

Temperature Recognition Algorithm For The Opal Mission, Eric Ashby, Ludger Scherliess Apr 2016

Temperature Recognition Algorithm For The Opal Mission, Eric Ashby, Ludger Scherliess

Student Research Symposium

The Optical Profiling of the Atmospheric Limb (OPAL) mission is a CubeSat project with aims to measure the temperature in the thermosphere between 90 and 140 km. The temperatures are inferred from the characteristic emission lines of molecular oxygen called the O2 A-band (around 760 nm). These temperatures will be used to better understand the evolution of the upper atmosphere during a solar storm and to analyze the temperature signatures of gravity waves. Multiple steps are required to retrieve temperature data from the OPAL satellite. Initially, the data must be deconvoluted from line-of-sight images. Spectral data must then be converted …

Wormholes - Gates To The Stars?, Samuel Shreeve, Jim Wheeler Apr 2016

Wormholes - Gates To The Stars?, Samuel Shreeve, Jim Wheeler

Student Research Symposium

One of the most consistently fascinating results of Albert Einstein’s theory of general relativity is the prediction of wormholes – astronomical objects which are, among other things, capable of serving as a connection between two distant regions of space. The simplest class of wormholes are Schwarzschild wormholes – wormholes that behave as non-rotating, non-charged black holes, except that the event horizon serves as a connection to another wormhole elsewhere, instead of a point of no return.

This research presentation analyzes the attributes that make a Schwarzschild wormhole unsuitable for human travel, and examines the conditions that would have to hold …

Mineral Physics Modeling Of The Effect Of Water On Crustal Seismic Velocity Ratios, Eric Lyman, Anthony Lowry Phd Apr 2016

Mineral Physics Modeling Of The Effect Of Water On Crustal Seismic Velocity Ratios, Eric Lyman, Anthony Lowry Phd

Student Research Symposium

This poster presents the relationship between the presence of water (H2O) in the make up of rocks at different levels in the crust. The relationships were calculated using Perple_x software to adjust the level of the different chemical and mineral make up of the rock. The densities were calculated using the velocity of primary waves and shear waves as collected by Tony Lowry. This study focuses primarily on quartz content. There seems to be at least a casual link between water content and quartz content.

Opal Cubesatellite Flight And Line Of Sight Integration Modeling, Kenneth Zia, Ludger Scherliess Apr 2016

Opal Cubesatellite Flight And Line Of Sight Integration Modeling, Kenneth Zia, Ludger Scherliess

Student Research Symposium

Understanding the lower thermosphere, the range of 90km to 140km above the surface of the Earth, is a growing interest for many areas of research within space weather. The Optical Profiling of the Atmospheric Limb (OPAL) mission is funded by NSF to gather global thermosphere temperatures. OPAL will be able to resolve the temperature profiles through observing day-time emissions of O2 A-band (~760nm) emissions. This is done by using integrated line-of-sight measurements of the A-band through a tangential view of the atmosphere down to 90km. The OPAL instrument is on a 3U CubeSatellite (30cm×10cm×10cm) and is expected to follow the …

Stable Isotope And Radiocarbon Analysis Of Modern Lacustrine Stromatolites Near Great Salt Lake, Utah, Jordan L. Jensen, Dennis L. Newell, W. David Liddell Apr 2016

Stable Isotope And Radiocarbon Analysis Of Modern Lacustrine Stromatolites Near Great Salt Lake, Utah, Jordan L. Jensen, Dennis L. Newell, W. David Liddell

Student Research Symposium

Stromatolites are accretionary structures that form mainly from bacteria colonization in subaqueous environments and comprise mostly calcium carbonate (CaCO3). They can be found throughout the rock record (Archean-present day) and modern stromatolites are now restricted to areas that have few or no grazing animals. The hypersaline Great Salt Lake in Utah is host to numerous modern stromatolites, which are currently exposed to the air because of low lake levels. Here, we present C and O isotopic data and radiocarbon dates from a transect of a stromatolite dome (SD-1-01). Carbon and oxygen isotopic values covary strongly along the transect and range …

Computational Methods In Modeling Fusion Plasmas, Joseph R. Jepson, Eric D. Held Apr 2016

Computational Methods In Modeling Fusion Plasmas, Joseph R. Jepson, Eric D. Held

Student Research Symposium

Fusion provides an attractive potential alternative to using fossil fuels for energy. Fusion requires vastly less fuel resources than does current non-renewable energy processes (virtually a 100% reduction in the required mass of fuel needed). The fuel sources needed (mainly deuterium and lithium) are also highly abundant on the Earth and fusion generates minimal waste products. One of the biggest obstacles to practical fusion energy is how to contain the reactants long enough for energy output to significantly exceed energy input. The equations governing plasma dynamics and confinement are highly nonlinear and do not admit simple analytic solutions in realistic …
