บทความนี้มีวัตถุประสงค์เพื่อวิเคราะห์พัฒนาการของกฎหมายญี่ปุ่นด้านการจัดการพลาสติกโดยมุ่งเน้นพระราชบัญญัติส่งเสริมการหมุนเวียนทรัพยากรพลาสติก ค.ศ. 2021 (Act on Promotion of Resource Circulation for Plastics) และกฎหมายที่เกี่ยวข้อง การศึกษานี้ใช้การวิเคราะห์เชิงเอกสารภายใต้กรอบแนวคิดเศรษฐกิจหมุนเวียน (Circular economy) หลักลำดับขั้นการจัดการขยะ (Waste hierarchy) และแนวคิดการจัดการตลอดวัฏจักรชีวิตผลิตภัณฑ์ (Life-cycle approach) เพื่ออธิบายโครงสร้างและกลไกทางกฎหมายในการกำกับการหมุนเวียนทรัพยากรพลาสติก

ผลการศึกษาพบว่า ระบบกฎหมายของญี่ปุ่นได้พัฒนาจากการกำกับการจัดการของเสียแบบปลายทางไปสู่การกำกับการหมุนเวียนทรัพยากรตลอดวัฏจักรชีวิตผลิตภัณฑ์ โดยบูรณาการมาตรการด้านการออกแบบผลิตภัณฑ์ การลดการใช้พลาสติกแบบใช้ครั้งเดียว การจำหน่าย การเก็บรวบรวม การคัดแยกและการรีไซเคิลไว้ภายใต้กรอบกฎหมายเดียวกัน จุดเด่นของระบบกฎหมายญี่ปุ่นอยู่ที่การกำหนดบทบาทของรัฐ องค์กรปกครองส่วนท้องถิ่น ผู้ประกอบการ และประชาชนอย่างเป็นระบบในลักษณะการกำกับหลายระดับ รวมทั้งการใช้มาตรการทางกฎหมายควบคู่กับแรงจูงใจทางเศรษฐศาสตร์และการปรับเปลี่ยนพฤติกรรมของผู้บริโภค ซึ่งสะท้อนแนวปฏิบัติที่ดีในการขับเคลื่อนเศรษฐกิจหมุนเวียนด้านพลาสติก อย่างไรก็ตาม ผลการศึกษายังพบข้อจำกัดบางประการของระบบญี่ปุ่น เช่น การพึ่งพาการเผาขยะเพื่อผลิตพลังงานในสัดส่วนสูงและความท้าทายในการลดการใช้พลาสติกอย่างเป็นรูปธรรม

บทความนี้วิเคราะห์เชิงเปรียบเทียบระบบกฎหมายเศรษฐกิจหมุนเวียนและการจัดการขยะพลาสติกของสาธารณรัฐฝรั่งเศส โดยใช้วิธีวิจัยเชิงกฎหมาย (Doctrinal legal research) ร่วมกับการวิเคราะห์เชิงนโยบาย ศึกษาจากประมวลกฎหมายที่เกี่ยวข้องของฝรั่งเศส กฎหมายต่อต้านขยะและส่งเสริมเศรษฐกิจหมุนเวียน (Loi AGEC ค.ศ. 2020) และระบบความรับผิดชอบที่เพิ่มขึ้นของผู้ผลิต (Extended Producer Responsibility: EPR) ผลการศึกษาพบว่า ฝรั่งเศสได้พัฒนากฎหมายเศรษฐกิจหมุนเวียนที่มีลักษณะบูรณาการสูง ครอบคลุมตั้งแต่การออกแบบผลิตภัณฑ์ (Eco-design) ดัชนีความสามารถในการซ่อมแซม (Repairability index) ดัชนีความทนทาน (Durability index) ไปจนถึงการห้ามทำลายสินค้าคงคลัง และการกำหนดเป้าหมายเชิงปริมาณผูกพันทางกฎหมาย อย่างไรก็ตาม การบังคับใช้กฎหมายยังเผชิญความท้าทายในบางส่วน บทความเสนอบทเรียนสำหรับประเทศไทยใน 6 ด้าน ได้แก่ การจัดทำกฎหมายเศรษฐกิจหมุนเวียนเชิงบูรณาการ การกำหนดเป้าหมายผูกพันทางกฎหมาย การพัฒนาระบบ EPR ที่มีการกำกับดูแลที่ดี การสร้างกลไกสถาบันเฉพาะ การออกแบบเครื่องมือเศรษฐศาสตร์ที่เหมาะสมและการสร้างการมีส่วนร่วมของสาธารณะ

การสังเคราะห์แนวทางเพื่อการจัดการปัญหาขยะทะเลดำเนินการโดยการวิเคราะห์งานวิจัยและบทความทางวิชาการ ตลอดจนการระดมความคิดเห็นในกลุ่มผู้รู้ผู้เชี่ยวชาญเพื่อการสังเคราะห์แนวทางที่เหมาะสม ผลการศึกษาพบประเด็นจุดอ่อนที่สำคัญคือการมีที่มาของขยะในปริมาณมาก การขาดสมรรถนะของการจัดการโดยชุมชน และการขาดการสนับสนุนด้านการจัดการจากภาครัฐอย่างเพียงพอ ส่วนจุดแข็งที่พบในหลายพื้นที่คือการเริ่มใช้นโยบายหรือมาตรการในการควบคุมปริมาณขยะ การมีกิจกรรมชุมชนในเชิงอนุรักษ์สภาพแวดล้อม และการพัฒนาระบบการจัดการขยะอย่างครบวงจรในชุมชน สำหรับผลการสังเคราะห์แนวทางการแก้ไขปัญหาขยะทะเลพบว่าประเด็นด้านการตั้งจุดรับแยกขยะในพื้นที่ การสร้างความตระหนักรู้ในองค์กรระดับท้องถิ่น และการจัดสร้างระบบการจัดการขยะที่เหมาะสม เป็นเรื่องสำคัญในระดับท้องถิ่น ส่วนในระดับประเทศเราควรให้ความสำคัญกับการกำหนดเป้าหมายให้เกิดอย่างเป็นรูปธรรม และจัดทำฐานข้อมูลตามแหล่งที่มาของขยะให้ชัดเจน นอกจากนี้ควรเร่งจัดการปัญหาขยะจากเรือประมง ผลการศึกษาในภาพรวมยังพบความจำเป็นในการบริหารจัดการที่ต้องครอบคลุมทั้งมิติด้านความร่วมมือในชุมชน ด้านระเบียบนโยบายและมาตรการที่เหมาะสม และด้านระบบการจัดการที่ควรขับเคลื่อนโดยองค์การบริหารส่วนท้องถิ่นในแต่ละพื้นที่ ทั้งนี้ เพื่อให้เกิดการแก้ปัญหาขยะทะเลได้อย่างเป็นรูปธรรม

Performance Of Numerical Methods Applied To The Black–Scholes Model, Scott Cameron Williams

We compare five numerical approaches for approximating solutions to the Black–Scholes partial differential equation for pricing European call options: FTCS, BTCS, Crank– Nicolson, Monte Carlo simulation, and a physics–informed neural network (PINN). These methods span finite difference techniques, probabilistic simulation, and machine learning. Performance is evaluated based on computational efficiency and accuracy relative to the analytical Black–Scholes solution.

Among the methods, Crank–Nicolson and the PINN demonstrated the strongest overall performance. Crank–Nicolson achieved the highest accuracy but exhibited increased runtime as the number of underlying stock price grid points grew. This thesis presents a comparative study of logistic regression, Linear Discriminant Analy- sis (LDA), and Quadratic Discriminant Analysis (QDA) for binary classification in healthcare analytics, integrating theoretical derivation, simulation, and real-data application. A facto- rial simulation study crosses the covariance structure (equal vs. unequal), predictor correla- tion (ρ ∈ {0, 0.5, 0.9}), dimensionality (p ∈ {2, 5, 10}) and sample size (n ∈ {50, 100, 200}) across 54 scenarios with 1,000 Monte Carlo replicates each. Three main findings emerge. Logistic regression and LDA are nearly interchangeable when the assumption of equal-covariance holds. This mixed-methods formative program evaluation examined the reading component of a summer College Bridge Program (CBP) designed for high school students who are deaf and hard of hearing (d/Dhh). Persistent disparities in reading outcomes among d/Dhh students have been linked to differences in language access, communication access, and opportunities to receive specialized instruction. Using the Context, Input, Process, Product (CIPP) evaluation model, this study evaluated how the CBP identified and addressed students' reading needs, implemented evidence-based instructional practices, and supported reading development through a three-week summer program.

Existing reinforcement learning (RL) methods struggle with long-horizon robotic manipulation tasks, particularly those involving sparse rewards. While action chunking is a promising paradigm for robotic manipulation, using RL to directly learn continuous action chunks in a stable and data-efficient manner remains a critical challenge. This paper introduces AC3 (Actor-Critic for Continuous Chunks), a novel RL framework that learns to generate high-dimensional, continuous action sequences. Food analysis has become increasingly critical for health-related tasks such as personalized nutrition and chronic disease prevention. However, existing large multimodal models (LMMs) in food analysis suffer from catastrophic forgetting when learning new tasks, requiring costly retraining from scratch. To address this, we propose a novel continual learning framework for multimodal food learning, integrating a Dual-LoRA architecture with Quality-Enhanced Pseudo Replay. Digital services represent a business approach employed by organizations to operate in the digital environment. However, systematic development guidelines for developing quality digital service systems are lacking in the literature. The authors identified four general challenges for developing and implementing customer-engaging digital service systems (CEDSS). By employing the method of canonical action research in a digital service system project, they derived 10 design principles for developing high-quality CEDSS. Graph shrinking has recently emerged as a powerful preprocessing technique for hybrid classical–quantum optimization, enabling variable and constraint reduction before quantum solving. Conventional approaches rely on Semi-Definite Programming (SDP) relaxations to compute vertex correlations, but these methods suffer from high computational overhead, instance-specific tuning, and limited generalizability. In this work, we replace the handcrafted SDP correlation stage with a reinforcement learning (RL) based correlation estimator, trained to predict merge quality directly from graph structure. Smart contracts are highly susceptible to manipulation attacks due to the leakage of sensitive information. Addressing manipulation vulnerabilities is particularly challenging because they stem from inherent data confidentiality issues rather than straightforward implementation bugs. To tackle this by preventing sensitive information leakage, we present PARTITIONGPT, the first LLM-driven approach that combines static analysis with the in-context learning capabilities of large language models (LLMs) to partition smart contracts into critical (privileged) and normal codebases, guided by a few annotated sensitive data variables. Constructing cell developmental trajectories is a critical task in single-cell RNA sequencing (scRNA-seq) analysis, enabling the inference of potential cellular progression paths. However, current automated methods are limited to establishing cell developmental trajectories within individual samples, necessitating biologists to manually link cells across samples to construct complete cross-sample evolutionary trajectories that consider cellular spatial dynamics. This process demands substantial human effort due to the complex spatial correspondence between each pair of samples.
