Title VI of the Civil Rights Act provides the primary statutory basis for the development of policies supporting language access. Rather than explicitly requiring institutions to accommodate individuals with limited English proficiency (LEP), the statute establishes a broad prohibition against discrimination based on race, color, and national origin. This thesis examines the process through which that broad statutory mandate has been interpreted and applied to specific language-access policies.

PurposeDrawing on attribution theory and an interactive marketing perspective, this research examines how homophonic (vs. non-homophonic) store names, conceptualized as a form of offline consumer–message interaction, influence brand image through inferential and affective pathways and how informational cue type moderates these mechanisms.Design/methodology/approachAcross three scenario-based experiments, this research tests the effects of homophonic versus non-homophonic store names and examines the moderating role of informational cue types, including image-based, text-based and no-cue conditions.FindingsHomophonic names enhanced brand image via a dual-path mechanism: positively valenced persuasion knowledge, reflecting favorable inferences about merchant motives and perceived pleasure from meaning resolution. Falls are a leading cause of injury-related mortality among middle-aged and older adults. Although vestibular dysfunction, hearing loss, behavioral factors, and social determinants of health have been associated with increased fall risk, few studies have examined these relationships. Furthermore, limited research in audiology and vestibular science has investigated fall-risk vulnerability among Spanish-speaking individuals.

Background: Nutrition-related chronic diseases disproportionately affect culturally diverse populations, highlighting the need for effective and equitable interventions. Digital nutrition interventions have expanded rapidly due to their accessibility; however, the extent to which they incorporate and evaluate cultural tailoring remains unclear.
Research aim: This scoping review maps the existing evidence on culturally tailored digital nutrition interventions, describes cultural adaptation strategies used, examines methods used to evaluate cultural appropriateness, and identifies gaps for future research and public health practice.

Despite extensive research establishing reading fluency as essential to literacy development, many early elementary students fail to achieve grade-level fluency, compromising their reading comprehension and academic success. Fluency instruction has been narrowed to measuring reading speed, dismissed beyond third grade, and taught as an isolated skill disconnected from authentic reading across content areas. While research demonstrates that fluency encompasses accuracy, automaticity, and prosody and should be integrated meaningfully across disciplines, many K-2 teachers lack practical resources and guidance for implementing comprehensive fluency instruction in their classrooms.

BackgroundOnline patient access to electronic records is expanding internationally but remains contested. Although practising clinicians’ concerns are well documented, less is known about the views of retired doctors who are more likely themselves to be patients. Urban stream corridors in the San Francisco Bay Area have increasingly become locations for homeless encampments, yet little is known about the environmental conditions of these spaces. This study uses a geospatial electivity index to examine whether urban stream encampments in Santa Clara and Contra Costa counties are disproportionately located in census tracts with high pollution burdens, as measured by CalEnviroScreen 4.0. Findings show a statistically significant overrepresentation of encampments in census tracts in the top 25% of pollution and vulnerability scores, and a significant underrepresentation in lower-pollution areas. This study seeks to clarify and analyze the explicit and implicit strategic structures in two types of discourse—male discourse and female discourse—through the lens of pragmatics and cognitive linguistics. This qualitative narrative study examined the perceptions of community school hub members and Hispanic English learner parents at an elementary school in a suburban district. Eighty-four percent of the students at the study site were economically disadvantaged. The inquiry drew on sociocultural theory and Bronfenbrenner's ecological systems theory to explore how these hubs support families. Data were gathered through semi-structured interviews and field observations and analyzed using Quirkos software. The findings demonstrate the overall value of community school hubs in addressing basic needs, increasing the potential for academic success. Literacy education in the United States has long centered on standardized English and formal classroom instruction. While intended as a universal benchmark, this approach systematically overlooks and delegitimizes the rich literacy history and traditions rooted in Black families and communities. Through the application of frameworks such as New Literacy Studies, Gee's Theory of Discourse Communities, Yosso's Community Cultural Wealth model, and Critical Race Theory, this article reframes Black family literacy through a social, cultural, and historical lens. Third grade serves as a critical literacy benchmark in Indiana, where students who do not pass the Indiana Reading Evaluation and Determination (IREAD) assessment may face retention. The consequences of retention are particularly pronounced for students living in high-poverty communities, where inequitable access to literacy opportunities often compounds existing academic challenges. This article examines a six-week, relationship-centered literacy intervention implemented at an underserved Catholic school in South Bend, Indiana. Urban teachers (N=142) completed a survey assessing how placement of English learners in common pedagogical settings that vary in ESL models (self-contained, pull-out, push-in, bilingual, and dual language) was associated with teachers' beliefs about rigor of curriculum. Teachers significantly favored low-Critical Thinking (CT) curricular activities over high-CT ones consistent with "rigor gap" research showing that teachers tend to view ELLs in need of low-CT curriculum. Beliefs consistent with the rigor gap also emerged within the ELL population, based on placements. Reliable tool condition monitoring is essential for maintaining machining quality, reducing production downtime, and preventing unexpected tool failures. Conventional tool condition monitoring systems can accurately detect tool wear but typically provide limited support for automated diagnosis and maintenance decision-making. To address this limitation, this paper proposes an economical AI agent-driven maintenance framework for milling operations that integrates smartphone-based vibration sensing, one-dimensional Convolutional Neural Networks (1D-CNNs), and Large Language Model (LLM)-powered AI agents. Background/aim: Neuropathic pain management requires high patient adherence and complex dose-titration regimens, making the readability of patient information leaflets (PILs) a critical patient safety factor. This study aimed to compare the clinical content quality and linguistic readability of PILs for neuropathic pain medications between Türkiye (TİTCK) and the United States (DailyMed).

Background/aim: In modern healthcare, patient education materials (PEMs) are essential for bridging the gap between clinical knowledge and patient understanding. However, in Türkiye, where 64.6% of the adult population possesses inadequate or problematic health literacy, traditional medical brochures often exceed recommended reading levels. This study aimed to evaluate and compare the readability of Turkish dermatology PEMs prepared by the Turkish Dermatology Association (TDA) with those generated by artificial intelligence (AI) models.

Objective: Intimate partner violence is a widespread public health concern, with an estimated 64.2 million U.S. adults affected in their lifetime and significant physical, psychological, and economic consequences. Due to systemic challenges, IPV screening remained inconsistent across an adult primary care clinic serving a predominantly monolingual Spanish-speaking population in the San Francisco Bay Area, with only 4.1% of patients screened across the Adult, Women's, and Teen clinics in June 2026. Media and Information Literacy (MIL) has become increasingly important as education responds to an increasingly complex information environment, yet less is known about how teachers experience and make sense of teaching it, particularly in resource-constrained contexts. Guided by Gadamerian hermeneutic phenomenology, this study explored the lived communicative experiences of seven Senior High School teachers from five peri-urban public schools in the Southern Philippines. In-depth interviews revealed three interconnected, culturally situated meanings: pagsugakod (carrying on amid uncertainty), pagtagad (attentive responsibility), and pagkabalaka (ongoing concern). Cisgender women with autism remain underrepresented in research on postsecondary education and career development despite experiencing distinct barriers within these systems. This qualitative study examined how cisgender women with autism perceived the impact of their postsecondary education experiences on career choices and employment navigation. Guided by the social model of disability and intersectionality theory, nine postsecondary participants formally diagnosed with autism and who self-identified as cisgender completed semistructured interviews exploring their educational and employment experiences. Thematic analysis identified seven interconnected themes. Findings indicated that academic success often masked significant internal distress, suggesting that performance did not reflect accessible environments. Participants …

Cervical cancer remains a significant public health concern, with African American and Hispanic women experiencing disproportionately higher incidence and mortality rates in the United States. Socioeconomic factors, including income, education, employment status, and place of residence, may contribute to these disparities by affecting access to preventive services, timely diagnosis, and follow-up care. This quantitative cross-sectional study examined associations between these factors and cervical cancer incidence among African American and Hispanic women while controlling for age and health insurance status. In any constitutional system, it is difficult to reconcile the need for legal certainty and constitutional adaptation when there is judicial departure from constitutional precedent. In this paper, We develop a functional comparative approach that explains how constitutional systems maintain legal certainty in the face of constitutional adaptation enabled by judicial departure from constitutional precedents. Using comparative analysis of United States Supreme Court jurisprudence (1954–2023) and French Constitutional Council rulings (1971–2023), We examine how such systems preserve their constitutional stability in spite of judicial change. Objective: Intimate partner violence (IPV) is a prevalent public health problem that is screened far less consistently than comparably common conditions and disproportionately affects vulnerable groups, including low-income, Spanish-speaking, and undocumented individuals. This quality improvement project was conducted in an outpatient community health center serving a primarily Latinx, Spanish-speaking population in San Francisco, where screening across the Adult Health, Women's Health, and Teen Clinics was inconsistent, with a baseline rate of 4.1% in June 2026.
