Do
nothing. That mandate from President Trump and the courts to the federal bureaucracy is the motivation behind budget and staffing cuts throughout the Executive Branch. Much has been said about the impact of these cuts on government services, with the White House encouraging states to pick up the tab and take responsibility for programs including education, Medicaid, and disaster relief. But what happens when broad preemption prevents states from picking up the slack in the face of federal retrenchment and inaction? In this Article, I define do nothing preemption as the inability of federal agencies to regulate, either because …

Heart failure (HF) and chronic kidney disease (CKD) frequently coexist, which elevates the risks of hospitalization, disease progression, and death. Despite advances in treating each condition independently, many challenges remain in diagnosing and managing them in combination. In March 2024, Kidney Disease: Improving Global Outcomes (KDIGO) held the Controversies Conference on Kidney Disease and Heart Failure: Recent Advances and Current Challenges. Discussions highlighted the complex, bidirectional relationship between HF and CKD, including shared risk factors and overlapping pathophysiology as well as nuances in interpreting biomarkers such as natriuretic peptides and serum creatinine. Sodium-glucose cotransporter-2 inhibitors, renin-angiotensin-aldosterone system inhibitors, and emerging …

Objective: We aimed to identify the strongest individual gene-respiratory interactions for rheumatoid arthritis (RA) risk.
Methods: This case-control study used the Mayo Clinic (MC) and Mass General Brigham (MGB) biobanks for discovery and validation, respectively. We matched criteria-confirmed incident RA cases to four non-RA controls on age, sex, and duration electronic health record (EHR) history. Genetic exposures included known RA risk alleles. We identified respiratory diseases by codes and defined "respiratory burden" as the total number of respiratory codes divided by EHR duration before index date of RA. Using logistic regression models adjusting for potential confounders, we estimated odds ratios …
Trust: The Invisible Force Behind Effective Leadership During Times Of Change, Lindsay Atoro
Trust: The Invisible Force Behind Effective Leadership During Times Of Change, Lindsay Atoro
M.S. in Leadership
Workplace change is constant, yet most change management models focus on logistical, financial, and operational factors, overlooking the human aspects. Strategies to support employees often neglect the critical role of trust in effectiveness and success. To more deeply explore the role of trust, this study combined a comprehensive literature review with leader interviews to compare theoretical findings with real-world practices. Results revealed that while leaders acknowledged the importance of trust in leading teams through change, fewer than half explicitly identified it without prompting. Trust was consistently referenced, though often implicitly, reflecting a pattern in the literature where trust was acknowledged …

Evolution As Spatial Projection, Charles H. Smith, Ngoc Nguyen
Evolution As Spatial Projection, Charles H. Smith, Ngoc Nguyen
Faculty/Staff Personal Papers
A theory combining explanations for the nature of three-dimensional systems and evolutionary processes is advanced, set to a geometric simulation, and then discussed in the context of several empirical studies bearing on its validity. The concept “evolution” is first discussed, then related to Baruch de Spinoza’s ideas on natural philosophy, including his concept of the conatus. These ideas are then extended by posing the possible existence of a general form of natural systems subsystemization leading to the extended space condition. A geometrical/topological simulation study projecting spatial relations among subsystem structures interpretable through entropy maximization and multidimensional scaling methods is presented, …
Improving Emergency Management Standards In A Community Hospital Emergency Department, Christian Lanphere
Improving Emergency Management Standards In A Community Hospital Emergency Department, Christian Lanphere
Doctor of Nursing Practice Projects
Background: This quality improvement (QI) project used a pre-test/post-test design to evaluate whether targeted emergency management training improved emergency department (ED) nurses’ preparedness for mass casualty incidents (MCIs). A purposive sample of 25 ED nurses with fewer than ten years of experience from a community-level ED participated. The PICOT question examined whether participation in structured emergency management education would significantly improve nurses’ knowledge, skills, and abilities, as measured by the Emergency Preparedness Information Questionnaire (EPIQ).
Aims/Objectives: The project aimed to enhance ED nurses’ preparedness for chemical, biological, radiological, nuclear, and explosive (CBRNE) MCIs. Objectives included delivering a comprehensive CBRNE-focused educational …
Enhancing Registered Nurse Handoff And Documentation Adherence With An Acute Stroke Care Handoff Tool: A Quality Improvement Project, Grace Olson
Doctor of Nursing Practice Projects
Background: Inconsistent and nonuniform RN stroke handoffs are a major barrier to meeting quality metrics set by The Joint Commission. Effective RN stroke handoffs enhance communication, documentation adherence, and supports better patient outcomes.
Objectives: The purpose of this QI project was to enhance stroke care by using a structured RN handoff tool. Outcomes for evaluation consisted of two components: 1) increase stroke metric documentation adherence rates and 2) increase RN satisfaction on stroke handoff.
Methods: A pre-implementation and post-implementation design was used for this project on a medical stroke unit at a community hospital in the mid-Atlantic region. Implementation of …
The Introduction Of Tailored Nurse-Led Lifestyle Education To Improve Quality Of Life For Adolescent Dermatology Patients With Or At-Risk For Pcos: Dnp Project Final Paper, Molly Donovan
Doctor of Nursing Practice Projects
Background: Polycystic ovary syndrome (PCOS) is a prevalent endocrine disorder affecting reproductive-age females, with symptoms often emerging in adolescence. Lifestyle modifications have been shown in evidence-based research trials to improve PCOS-related symptoms and patient quality of life, yet structured evaluation and education on comprehensive disease management is often lacking in specialty settings.
Objectives: The purpose of this Doctor of Nursing Practice (DNP) quality improvement project was to evaluate the impact of individualized lifestyle-focused nursing education on body image concerns, emotional well-being, health-related quality of life (HRQoL), and confidence in disease management among adolescent females diagnosed with or at risk for …

Writ And Roe: How And Why American Evangelicals Responded To Abortion And Roe V. Wade (1960-Present), Caiden Hooks
Undergraduate Honors Thesis Projects
Beginning in 1925, evangelical Protestants largely left American politics. During the late 1960s, the pro-life movement was a largely liberal, Roman Catholic cause focused on reversing liberal state abortion laws. After the Supreme Court's ruling on abortion in Roe v. Wade (1973), the political landscape changed dramatically. Over the next decade-and-a-half, evangelicals, including Southern Baptists, re-entered American politics, eventually becoming the face of the pro-life movement and the conservative Religious Right. Southern Baptists in particular, were motivated to join the pro-life movement by statements and material put out by prominent evangelicals, including books, documentaries, and biblical commentary material that laid …

Imidacloprid Effects On The Survival And Cutaneous Microbiome Of Northern Leopard Frogs, Evelyn Margaret Osterloo
Imidacloprid Effects On The Survival And Cutaneous Microbiome Of Northern Leopard Frogs, Evelyn Margaret Osterloo
Honors Thesis
Amphibians are experiencing population declines due to habitat loss, climate change, and diseases, particularly chytridiomycosis caused by the fungus Batrachochytrium dendrobatidis. Protection from this fungal infection stems from the cutaneous microbiome. Pesticides have been shown to affect amphibians in a variety of ways, including reducing survival, locomotor performance, and accumulation in body tissues. Pesticides may also lead to changes in the cutaneous microbiome affecting amphibians who rely on these organisms as an anti-Bd defense mechanism. To investigate the effect of imidacloprid, a neonicotinoid insecticide, Northern Leopard frogs (Lithobates pipiens) were subjected to sublethal concentrations (control = …

Life, Liberty, And The Pursuit Of A Sustainable Catch: Using Maine's Right To Food To Encourage Sustainability In The Lobster Industry, Emma Rodgers
William & Mary Environmental Law and Policy Review
Every year, millions of sharks, turtles, whales, and other marine life are swept up in fishing gear never meant for them. This collateral damage, known as by-catch, is a persistent and deadly problem in the fishing industry. The World Wildlife Fund (WWF) estimates that around 38 million tonnes of global marine catch each year—40% of all fish pulled from the ocean—is unintended by-catch. Unfortunately, the WWF approximation of annual by-catch likely underestimates the proper amount of by-catch because their estimation includes little information on large marine animals, such as turtles and cetaceans which are also caught in the by-catch process. …

Climate Justice For Puerto Rico: The Right To Stay And Energy Sovereignty, Camila Bustos, Mercè Martí Exposito
Climate Justice For Puerto Rico: The Right To Stay And Energy Sovereignty, Camila Bustos, Mercè Martí Exposito
William & Mary Environmental Law and Policy Review
Following Hurricane María and subsequent disasters, Puerto Rico has experienced displacement, infrastructure collapse, and intensified economic exploitation through austerity policies championed as part of a disaster capitalist agenda. Climate change threatens self-determination globally, but its impacts are amplified by asymmetrical power relations. For Puerto Rico, climate vulnerability cannot be separated from colonial subordination. The Trump administration’s contemptuous response to María, PROMESA’s imposition of austerity, and the redirection of renewable energy funding toward fossil fuel infrastructure—each reveals how climate injustice compounds colonial injustice.
Drawing on international human rights law—particularly the rights to self-determination and to stay—we examine how Puerto Ricans assert …
The Federal Trust Responsibility In An Era Of Coastal Retreat: Climate Relocation, Fiduciary Governance, And The Future Of Tribal Self-Determination, Samuel Kohn
William & Mary Environmental Law and Policy Review
Climate-driven displacement is no longer a speculative concern for Indian Country. Across our country, from Alaska, to the Gulf Coast, and the Pacific Northwest, Tribal communities confront accelerating erosion, sea-level rise, permafrost thaw, and chronic flooding that threaten not just individual structures, but the territorial foundations of Tribal sovereignty itself. Schools, clinics, water systems, housing, and transportation networks are increasingly exposed to conditions that render continued habitation unsafe or impossible. These impacts do not present as isolated disasters; they manifest as cumulative, slow-onset processes that erode the capacity of Tribal governments to govern in place.
This Symposium Essay advances the …
Religious Minorities And Secular Rights, Joshua C. Mcdaniel
Religious Minorities And Secular Rights, Joshua C. Mcdaniel
Washington and Lee Law Review
When religious claimants sue to protect their ability to practice their faith, they often invoke legal guarantees that specifically protect religious exercise. Yet historically—and still today—they also rely on secular guarantees like freedom of speech or equal protection. And their victories on these grounds set precedents not just for believers but for everyone. As a result, many rights we now take for granted stem from religious minorities pressing for the ability to preach, proselytize, and publish their religious views. No account of free speech law would be complete, for instance, without considering the pathbreaking decisions won by Jehovah’s Witnesses.

Comment On “Voices From Beyond The Grave: Protecting The Audio Of Murder Victims Through (Intellectual) Property Law” By Alexandra M. Hudson, Christopher B. Seaman
Washington and Lee Law Review
Alex’s Note correctly identifies the tension between two important, competing values when it comes to how the law should deal with the sound recordings of murder victims captured in a public record, such as a 911 call or body camera footage. The first value is government transparency, including disclosure of public records through federal and state Freedom of Information Acts (FOIAs). As the Supreme Court has explained, “[t]he basic purpose of FOIA is to ensure an informed citizenry, vital to the functioning of a democratic society, needed to check against corruption, and to hold the governors accountable to the governed.” …
Education As A Right, Homelessness As A Crisis: The Displaced Futures Of American Homeless Youth, Tina Pham
Education As A Right, Homelessness As A Crisis: The Displaced Futures Of American Homeless Youth, Tina Pham
Washington and Lee Law Review
Homelessness in the United States has been a humanitarian crisis affecting youth as one of its most vulnerable populations. Education is one of the few opportunities to break through this cycle of poverty. Recognizing the gap in education for homeless students and other students, Congress enacted the McKinney-Vento Act, which guarantees homeless youth educational rights to access public education. Following the Supreme Court’s decision in Grants Pass v. Johnson, however, the rise of criminalizing policies, such as encampment sweeps and anticamping ordinances, threatens the success of the Act. These policies not only destabilize families, but they also leave homeless youth …

Storycomposerai: Supporting Human-Ai Story Co-Creation Through Decomposition And Linking, Shuo Niu, Dylan Clements, Marina Margalit Nemanov, Hyungsin Kim
Computer Science
GenAI's ability to produce text and images is increasingly incorporated into human-AI co-creation tasks such as storytelling and video editing. However, integrating GenAI into these tasks requires enabling users to retain control over editing individual story elements while ensuring that generated visuals remain coherent with the storyline and consistent across multiple AI-generated outputs. This work examines a paradigm of creative decomposition and linking, which allows creators to clearly communicate creative intent by prompting GenAI to tailor specific story elements, such as storylines, personas, locations, and scenes, while maintaining coherence among them. We implement and evaluate StoryComposerAI, a system that exemplifies …
