Kentucky Transportation Center Research Report
Highway construction workers operate in high-stress, hazardous settings where they have to perform physically taxing labor in environments where exposure to variable weather conditions, heavy equipment, high volumes of vehicle traffic, and other conditions that induce stress and anxiety are the norm. Up to 70% of workers in this industry have reported experiencing mental health issues, including secondary traumatic stress, post-traumatic stress disorder, depression, anxiety, and substance abuse disorders. Few state departments of transportation, however, offer adequate resources staff can draw on to effectively manage their psychological well-being. To help Kentucky Transportation Cabinet (KYTC) roadway maintenance and construction workers develop …

(197 words)The ideals of community-engaged health research are challenging to realize ethically and methodologically, particularly when focused on substance use disorder (SUD), in which the power differentials inherent to stigma marginalize people with lived experience (LE) as full community participants. This study provides a typology and exploratory data generated through Photovoice to understand relationships among community members with different roles related to LE of SUD (i.e., SUD service providers, service users, and the public) in the context of a large-scale community-engaged opioid overdose reduction intervention. A team of 14 participants and researchers used an adapted thematic analysis method to interpret …

“Everything Is A New Challenge For Each Of Us”: A Qualitative Exploration Of Elementary Newcomer Students’ And Families’ Lived Experiences Of Acclimating To U.S. Schooling, Maureen Margaret Medeiros
Social Justice in Educational Leadership EdD Dissertations
Newcomer students, defined as foreign-born children who have attended U.S. schools for less than three years, are entering U.S. schools in ever-increasing numbers. Schools are often the first institutions to welcome immigrants to local communities, and meeting the linguistic, socioemotional, and academic needs of newcomer students and their families is essential to their success. However, data on newcomers is not publicly accessible, which makes them not easily visible in the school system. Furthermore, newcomers may have socioemotional challenges due to their prior life experiences, the immigration process, and then the likely challenges of limited English fluency which can lead to …

The Continuing Unevolving Model Of Decency, Kennedy V. Louisiana In Peril, Patrick S. Metze
The Continuing Unevolving Model Of Decency, Kennedy V. Louisiana In Peril, Patrick S. Metze
Criminal Law Practitioner
Professor Metze reflects on Kennedy v. Louisiana in its part in the development of Eighth Amendment jurisprudence and how the Supreme Court initially used Kennedy to further our understanding of the limits of the Eighth Amendment. The Court recently avoided a meaningful discussion of how our society is maturing and evolving by acknowledging a purposeful effort of some to reflect modern beliefs in opposition to those who would interpret everything through an 18th-century prism. After a case-by-case analysis of how the Court has used Kennedy, it is apparent the conservative majority now on the Court has decided there is no …

Downtown L.A. To Glendale Light Rail Line Project Study, Alaina Michelle Ortiz
City and Regional Planning
Los Angeles is undergoing a transit revival driven by persistent traffic congestion, a growing population, and an evolving mindset that increasingly favors public transportation.
As Los Angeles prepares for the future, it finds valuable lessons in its past. This light rail proposal draws inspiration from the extensive Pacific Electric Railway system that once formed the backbone of L.A. County’s transit network. Specifically, this study reimagines segments of the historic Glendale-Burbank Line, Echo Park Local Line, and San Fernando Valley Line. These routes once covered key corridors such as Sunset Boulevard and Brand Boulevard, but today, they are underserved by rail …

Development And Demonstration Of The Operational Sustainability Index (Opsi): A Multidimensional Metric For Building Performance Evaluation, Oluwafemi Awolesi, Margaret Reams
Faculty Publications
In promoting sustainable cities and societies, accelerating the shift from sustainable building design to sustainable building operations is essential. A persistent challenge lies in the absence of a unified, multidimensional metric that enables meaningful performance comparisons across buildings of similar types and functions, both regionally and globally. This study develops and demonstrates the operational sustainability index (OPSi)—a novel metric grounded in case study research that integrates indoor environmental quality (IEQ) and energy utility quality (EUQ). OPSi is applied to six buildings in three comparative cases: (1) LEED-certified and non-certified dormitories, (2) LEED-certified and non-certified event buildings, and (3) male- and …

Blueprint For A Youth Violence Intervention Program In East Baton Rouge Parish: Adapting Hospital-Based Strategies, Kristina G. Little, Elizabeth Winchester, Judith L F Rhodes
Reports
Youth violence in East Baton Rouge Parish remains a persistent public safety and public health challenge. This report proposes an adapted, evidence-informed model for East Baton Rouge Parish that retains the core components of traditional HVIPs while leveraging existing legal, hospital, and social service resources. The model is grounded in a public health framework and emphasizes trauma-informed, bedside intervention at the “teachable moment” when youth are most receptive to change, and long-term wraparound case management. The report concludes with recommendations for implementing this adapted approach, including identifying a health system champion, building referral protocols, embedding training, and developing a long-term …

Measuring Children’S Reward And Punishment Sensitivity: An Initial Psychometric Evaluation Of The Contingency Response Rating Scale, Daniel A. Waschbusch, Vanessa T. Cao, Delshad M. Shroff, Pevitr S. Bansal, Michael T. Willoughby
Department of Psychology Faculty Scholarship and Creative Works
Existing research shows that children’s responses to rewards and punishments are essential for understanding attention-deficit/hyperactivity disorder, oppositional defiant disorder, conduct disorder, and callous-unemotional traits. The present study developed the Contingency Response Rating Scale (CRRS) to fulfill the need for a reliable and valid measure of children’s contingency response style that is brief, easy to use in applied settings, and provides additional information to existing clinical measures. We examined the psychometric properties of the CRRS in a sample of 196 children (ages 5–12), most of whom were referred to evaluate attention and behavior problems in an outpatient clinic. Using principal axis …

Understanding Garden Resource Use By Low-Income Families With Children, Mai Thao, Rita S. Stephenson, Katherine R. Arlinghaus, Abby L. Gold
Journal of Human Sciences and Extension
Home gardens are an important supplemental source of food for many families and provide multiple health benefits. However, the practice of gardening may be more challenging for low-income families with limited access to gardening resources. The University of Minnesota Extension offers gardening resources, but it is unclear how these resources are used by low-income families with children. Aim 1 of the project was to understand access to and use of Extension and other vegetable gardening resources by low-income families with children. Aim 2 of the project was to develop a set of recommendations for improving access to existing resources and …

Measuring Collective Impact Of Extension Programs Addressing Substance Use And Mental Health, Omolola A. Adedokun, Olumuyiwa M. Desmennu, Alex Elswick, Nichole Huff, Brooke Jenkins, Katherine Jury, Heather Norrman-Burgdolf
Journal of Human Sciences and Extension
Extension excels at working across program areas and disciplinary boundaries inside and outside land-grant institutions to address complex social issues within communities. However, evaluation of the collective impact of these concerted programmatic initiatives remains a persistent challenge for Extension. To better understand the broader impact of Extension’s cohesive, concurrent response to complex issues such as substance use and mental health, there is a need to shift from isolated evaluations of individual or single Extension programs to a focus on collective impact assessment. This article describes the University of Kentucky Extension planning process and outputs of a collective impact evaluation initiative …

Background: Few African studies have established links between climate shocks and mental health outcomes. This study examines the impact of climate change-related shocks on depressive symptoms and suicidal thoughts in a group of 14,801 female participants dependent on the informal agricultural sector.
Methods: Women living in informal settlements without running water or flushing toilets were classified as the treatment group, while rural women with basic amenities served as the control group. We applied a two-stage leastsquares model to assess the effects of climate shocks—reduced rainfall, heat waves, and drought—on depression and suicidal ideation.
Findings: Climate shocks contribute towards a …

Multiplicity As An Ai Governance Principle, Michal Shur-Ofry
Indiana Law Journal
As AI becomes increasingly embedded in our daily lives, this Article explores one of its critical, yet overlooked, societal implications: the propensity of large language models (LLMs) to generate mainstream, standardized content, potentially narrowing their users’ worldviews.
Taking a close look at the technological underpinnings of LLMs, the analysis suggests that—due to the combination of human judgments, training datasets, and inherent features of the underlying technological paradigm—LLMs’ outputs are likely to be geared toward the popular and to project to their users concentrated, mainstream worldviews, sidelining a broader spectrum of perspectives. This Article explores the asymmetrical power relations between LLMs …
Unpacking Open Source Bio, Jorge L. Contreras
Unpacking Open Source Bio, Jorge L. Contreras
Indiana Law Journal
For at least a quarter of a century, life science researchers around the world have undertaken initiatives loosely based on principles, goals, and institutional structures derived from the open source software (OSS) movement—approaches that I term “open source bio.” Yet open source bio lacks a clear definition and set of guiding principles. Given public calls for greater openness in life science research, it is useful to understand how open source bio projects have fared over the past quarter century: how they were structured, what they hoped to achieve, and, as social and policy experiments, whether or not they were successful. …

On Software Bugs And Legal Bugs: Product Liability In The Age Of Code, Asaf Lubin
Indiana Law Journal
Despite software’s ubiquity in modern life, its classification within product liability law remains unsettled. Is software a product, a service, a good, a component, a medium, a force, or something else altogether? Under the Restatement (Third) of Torts, a product is defined as a “tangible personal property distributed commercially for use or consumption.” But has this definition been embraced by states? And how has it been applied in the courts, since its adoption some twenty-six years ago?
Through a fifty-state survey and the canvassing of all relevant case law, this Essay reveals widespread doctrinal inconsistencies within the common law. Some …

Health Facility Assessments (HFAs) are important for measuring and tracking service readiness for small and sick newborn care (SSNC). NEST360 Alliance aims to reduce neonatal mortality in four countries (Kenya, Malawi, Nigeria, Tanzania). NEST360 and UNICEF facilitated HFA tool design with ministries of health in four African countries and developed two complimentary approaches to summarize readiness. Using the NEST360/UNICEF HFA tool, we collected data, developed two service readiness scoring approaches for SSNC (standards-based scoring by adapted World Health Organization (WHO) health system building blocks (HSBBs) and assessing service readiness across the health system, and level-2+ scoring by WHO clinical interventions), …
Live/Recorded Lecture Delivery Using The Hyflex Kit, Greg Byrne
Live/Recorded Lecture Delivery Using The Hyflex Kit, Greg Byrne
Case studies: Digital Education
The School of Biological, Health and Sports Science delivers three CORU-approved programmes in Medical Science: the BSc in Medical Science (TU867), Higher Diploma in Medical Science full-time (TU888), and the Higher Diploma in Medical Science part-time (TU088). For the part-time students, the School committed to a limited number of days on campus, meaning that some lectures needed to be made available asynchronously. In the past, this meant double delivery of the lectures (one time for TU867/TU888 in-person, and one time recorded for TU088). This had obvious resource implications and meant that the student groups did not have a uniform experience.

Behavioral Health/Developmental Delay
Prenatal substance exposure (PSE) is a known risk factor for negative birth outcomes and long-term health outcomes like neurodevelopmental problems. Children in foster care have increased exposure to PSE and higher proportions of developmental delay compared with the general population. It is unclear whether differences still exist among developmental delay screening among children in foster care with and without PSE.
