Early communications from the new Trump antitrust agencies seem unusually partisan. One can find multiple references to Make America Great Again and ushering in America’s Golden Age. Veteran observers’ instinct is that this is not business as usual. This essay checks that intuition against some facts. In particular, it examines press releases introducing officials and/ or referring to the White House, and the first ten speeches or other publications (as collected on agency websites) for current FTC Chairman Andrew Ferguson, Assistant Attorney General Abigail Slater, and a good number of their predecessors. Introduction: Cervical cancer is the greatest cause of cancer-related death among women in Sub-Saharan Africa, with particularly high incidence and mortality rates in rural regions. In Kenya, Women with HIV/AIDS (WLHA) are at a greater risk of developing cervical cancer though screening rate remains low. Information, education and communication (IEC) materials play a crucial role in raising awareness, promoting screening, and supporting early detection and treatment; however, little is known about the accessibility, content, and perceived effectiveness of these materials from the perspective of WLHA.

This dissertation consists of three chapters: 1) Comparative Analysis of Dimension Reduction Methods for Cytometry by Time-of-Flight Data, 2) Integrative Single-Cell Analysis Using Regularized Multitasking Graphical Attention Model with CySCI, and 3) BiGER for Bayesian Rank Aggregation in Genomics with Extended Ranking Schemes.

While experimental and informatic techniques around single cell sequencing (scRNA-seq) are advanced, research around mass cytometry (CyTOF) data analysis has severely lagged behind. This calls for the evaluation and development of computational methods specific for CyTOF data. We first benchmarked dimension reduction methods for CyTOF in Chapter 1. Eelgrass is a critical component of our coastal ecosystem, supporting marine biodiversity, improving water quality, and helping to stabilize the shoreline. This planning effort aims to support the long-term health and sustainability of eelgrass habitats in our local waters.

Eelgrass (Zostera marina L.) is a subtidal seagrass found on both the east and west coasts of North America. Over the last 40 years, eelgrass has declined worldwide as a result of increased turbidity, algal blooms, physical disturbances, disease, and a host of other stressors. In recent years, data-driven modeling has gained considerable attention in nonlinear system identification, offering a powerful alternative to traditional physics-based methods. This has been possible by advances in machine learning, sparse regression, and differential equations in a weak form, which allow the accurate capture of complex nonlinear dynamics, even when the measurements are in strong background noise. Moreover, integrating these models with physical knowledge further enhances their reliability and interpretability, making them suitable for a wide range of science and engineering applications.

Child welfare workers have high turnover rates and low retention rates. While there is well-documented research on reasons for turnover, no research was found on how a case manager's practicum experience impacts turnover rates. The purpose of this qualitative study was to explore child welfare case managers' perspectives on retention and to understand how their practicum and internship experiences influence retention. The theories that ground this research include systems theory by Bertalanffy and social constructivism by Vygotsky. This publication shares key findings and design recommendations from the Bank Street Education Center’s evaluation of Vermont’s early childhood education apprenticeship program. Drawing on excerpts from interviews and focus groups, the report explores how apprenticeship models can support early educators in earning credentials and degrees, and how program design can be adapted to better meet the needs of the early education workforce.

Multivariate meta-analysis (MMA) and network meta-analysis (NMA) are essential tools for synthesizing evidence across multiple correlated outcomes and treatments. However, these tools face practical challenges, including outcome reporting bias (ORB), unreported within-study correlations, and computational burden. ORB can distort effect estimates in MMA, while missing within-study correlations in multivariate NMA may lead to biased conclusions. To address these challenges, this dissertation introduces two novel statistical methods. For MMA, we propose SemiMMA, a semiparametric and scalable approach that treats ORB as a missing-not-at-random problem and combines inverse propensity weighting (IPW) with the generalized method of moments (GMM). This study investigated the role of oxytocin (OT) in feelings of social connectedness. Healthy male and female participants (N=138) were exposed to a task designed to elicit feelings of social connectedness to close others (i.e., the Social Connection Task); participants’ salivary OT levels were measured in response to this task. Using ecological momentary assessment (EMA), data were collected on participants’ feelings of social connectedness in daily life. Results from the current study showed that, among male participants, OT levels decreased in response to the Social Connection Task, while no change in OT was observed among female participants. The philosopher Arthur Schopenhauer once wrote, “The first forty years of life give us the text; the next thirty supply the commentary on it.” Forty years after Owen Fiss’s seminal article “Against Settlement,” it is time to reimagine how we approach the settlement debate beyond traditional dichotomies. This learning brief is the fourth in a series to share findings from a 2023 statewide survey of over 700 members of Oregon’s home visiting workforce. In this brief, we share information about home visitors’ well-being across several dimensions, including 1) job-related well-being (job satisfaction, feelings of emotional/physical safety on the job, work-related stress, and job burnout); 2) personal well-being (financial strain, depression and anxiety); and 3) risk of staff turnover.

Problem Statement: Human immunodeficiency virus (HIV) is a serious health concern in the United States (U.S). Pre-Exposure Prophylaxis (PrEP) is a vital intervention in the prevention of HIV, yet its uptake and adherence are suboptimal due to barriers in identifying individuals who are most at risk and would benefit most from this preventive measure.

Purpose: This evidence-based project aimed to evaluate whether implementing a PrEP readiness tool at a walk-in clinic would identify at-risk adults and adolescents and lead to an increase in referrals for PrEP initiation.

Problem: Depression significantly impacted on the quality of life of incarcerated individuals within correctional facilities, where rates of the disorder far exceed those in the broader community, increasing self-harm and suicide risks.

Purpose: This quality improvement project aimed to improve early identification of depressive symptoms and facilitate timely mental health referrals by implementing the Patient Health Questionnaire (PHQ-9) as a screening tool upon admission.

The rising prevalence of diabetes, particularly in South Carolina, revealed a significant gap in structured diabetes education programs, contributing to poor glycemic control and elevated A1C levels. In response, this project aimed to assess the integration of a comprehensive diabetes education program into standard care, potentially reducing A1C levels while improving patient knowledge and self-care behaviors in adults with diabetes over four months. The study used a pretest-posttest design to evaluate the effectiveness of this innovative intervention by comparing participants' outcomes before and after the program.
