Priority Without Progress: The Fda's Neglected Tropical Disease Voucher Program After 18 Years, Maple Goh, Kevin Outterson, Aaron Kesselheim

Faculty Scholarship

Introduction: To incentivize drug and vaccine development for neglected tropical diseases (NTDs), US Congress created the Priority Review Voucher (PRV) program in 2007. Sponsors that obtain Food and Drug Administration (FDA) approval for an eligible product receive a voucher redeemable to accelerate review of another product.

Methods: We reviewed the program’s public health impact by examining all 14 vouchers awarded for NTD products between 2007 and 2024, including the timing of FDA approval relative to World Health Organization (WHO) Prequalification, Essential Medicines List inclusion, first use in endemic countries, and voucher disposition.

Results: Eight (57%) achieved WHO …

From Amateurism To Open Markets: The Ncaa's Reckoning With Antitrust Lawsuits, Jesse Giffin Feb 2026

From Amateurism To Open Markets: The Ncaa's Reckoning With Antitrust Lawsuits, Jesse Giffin

William & Mary Business Law Review

Throughout the 2000s the National College Athletic Association (NCAA) has been the subject of many high-profile antitrust lawsuits regarding the financial restrictions imposed on student athletes. The aftermath of some of the most recent decisions has given athletes new ways to earn compensation while competing in college athletics. In House v. NCAA, another historic antitrust lawsuit against the NCAA, the Court for the Northern District of California was tasked with deciding whether student athletes can be paid directly for their athletic performance. By comparing these NCAA antitrust lawsuits with other blockbuster antitrust cases such as the Microsoft antitrust case, …

Changing Duress: Giving Heirs Of Holocaust Victims An Easier Path To Recover Their Predecessors' Property, Jonathan M. Woolston Feb 2026

Changing Duress: Giving Heirs Of Holocaust Victims An Easier Path To Recover Their Predecessors' Property, Jonathan M. Woolston

William & Mary Business Law Review

As claimants continue to come forth asserting claims for artworks their predecessors owned before the Holocaust, they run up against difficulties in trying to reclaim the property. While oftentimes it is not difficult to negotiate an informal return of property due to the immense public pressure and stigma on Nazi-looted works, more complex cases arise when artworks were sold to finance escape from the impending horrors of the Holocaust. In these situations, claimants face much greater difficulties in reclaiming the artworks. For one, the doctrine of duress prevents contracts from being voided if that duress was not applied by a …

Characterization Of Sediment Loads And Size Distribution In Nebraska Roadway Runoff, Bruce I. Dvorak, David M. Admiraal, Pavel Shrestha Feb 2026

Characterization Of Sediment Loads And Size Distribution In Nebraska Roadway Runoff, Bruce I. Dvorak, David M. Admiraal, Pavel Shrestha

Nebraska Department of Transportation: Research Reports

The Nebraska Department of Transportation (NDOT) must manage sediment, and pollutant loads from roadway runoff to meet stormwater regulations. The SAFL Baffle, a hydrodynamic separator used by NDOT, depends on reliable estimates of total suspended solids (TSS) and particle size distribution (PSD). However, limited data exists for Nebraska roadways. In this study stormwater runoff was monitored at four NDOT-maintained sites, two in Lincoln and two in Beatrice, over 1.5 years to characterize TSS and PSD and to evaluate SAFL Baffle performance using the SHSAM model. Results showed large variability across sites and seasons. Median TSS ranged from 158 to 580 …

The Religious Groups Of Mecca And Medina In The Sixth And Seventh Centuries Ce, Ilkka Linstedt Feb 2026

The Religious Groups Of Mecca And Medina In The Sixth And Seventh Centuries Ce, Ilkka Linstedt

Abdou Filali-Ansary Occasional Paper Series

Ancient and modern urban centres have been important loci for encounters between individuals of different identities. In this article, I present Mecca and Medina as multi-religious towns in the pre-Islamic and early Islamic periods of the sixth and seventh centuries ce. Mecca was a very small town, but the Kaaba shrine there served as a regional pilgrimage site that drew people from different faith communities. Medina was a larger settlement with a significant Jewish population. Jews, Christians and others (‘pagans’) lived in both towns. Some of these ‘others’ had also adopted some of the basic ideas of monotheism, although they …
