Evaluating Partisan Registrations Amid The Electronic Registration Information Center Controversy, Jared Mcdonald, Alauna Safarpour, Michael Hanmer, Lisa Bryant

Political Science Faculty Publications

Election integrity is paramount to democratic health. The Electronic Registration Information Center (ERIC) is a multistate collaboration that facilitates essential election administration functions, whereby members share administrative data to ensure clean voter registration lists and to encourage individuals who are eligible but unregistered (EBUs) to register to vote. Despite ERIC’s primary focus on maintaining the accuracy of voter rolls, in 2022, some conservatives accused it of being a tool for partisan electioneering, prompting nine Republican-led states to leave ERIC. To assess the validity of a central criticism made against ERIC, the authors leverage field experiments conducted by member states during …

Implementing Mandatory Minimum Nurse-To-Patient-Ratios In British Columbia, Canada, Mycal Barrowclough, Tarya Morel

Creating Healthy Work Environments (CHWE)

Researchers and nursing advocates have been advocating for safe staffing for many years; unions and health employers have implemented many different approaches with little success. The nursing shortage was already reaching a critical level when the COVID-19 pandemic dramatically highlighted and worsened the impacts of understaffing, leaving nurses consistently working short in an overstretched system. Shift after shift, nurses find themselves risking their licenses and their own mental and physical health as they do their best to meet their patients’ care needs.

In light of the rapidly worsening nursing shortage, it became clear that a different approach was needed. We …

Aggregation Optimization Method For Offshore Wind-Thermal-Storage Systems Based On Membership Degree Analysis, Da Xie, Zhou Tian, Yu Zhang, Yuchuan Wang

Journal of Electric Power Science and Technology

To address the collaborative optimization of offshore wind-thermal-storage systems, this paper proposes an aggregation optimization method based on membership degree analysis. The proposed method enables dynamic resource aggregation and flexible scheduling by modeling and optimizing offshore wind farms, thermal power plants, and energy storage systems. Specifically, the aggregation set is generated using the Cartesian product, and initial aggregation schemes are filtered by introducing constraint conditions. A comprehensive evaluation is then conducted using membership degree analysis across three dimensions: wind power accommodation rate, economic benefit, and coordinated frequency regulation capability of thermal power. Simulation results demonstrate that the optimized aggregation configuration …

State Estimation Of Supercapacitor Based On Transient Model, Shuang Rong, Xiaog Uang Chen, Wanlin Guan, Wenbo Hao, Yuanting Hu, Yanlong Liu, Jiandong Duan, Yuhan Wang

Journal of Electric Power Science and Technology

The multi-branch model of a supercap acitor can accurately describe the charge and discharge characteristics of a supercapacitor, but it is difficult to obtain the exact parameters when it is used to estimate the state of the supercapacitor, resulting in large errors in the state estimation results. In order to improve the accuracy of supercapacitor parameter identification and state estimation in the transient process, a state estimation algorithm combining an extended Kalman filter (EKF) and an adaptive unscented Kalman filter (AUKF) based on a transient model is proposed. Firstly, the model simplification feasibility in the case of fast charge and …

Improving Ground Cover Crop Fractional Vegetation Mapping Via Causality-Based Deep Representation Learning, Atif Latif, Masoumeh Hashemi, Matt Yost, Somayeh Esmaeili, Xiaojun Qi

Computer Science Student Research

Semantic segmentation and deep learning methods have rarely been applied to fractional vegetation cover (FVC) segmentation tasks due to the lack of publicly available datasets for training deep learning models. FVC is a key indicator for assessing vegetation distribution, crop density, and crop responses to water availability and fertilizer application, yet conventional field-based measurement methods are time consuming, costly, labor intensive, and may lack the accuracy required for critical applications such as drought stress evaluation and water productivity. In this paper, we introduced causality-based deep learning techniques for FVC segmentation on a publicly available RGB dataset that consists of four …

The Fourth Amendment’S Failure To Protect Against Mass Dna Collection At The Border, Zoe Holtzman Feb 2026

The Fourth Amendment’S Failure To Protect Against Mass Dna Collection At The Border, Zoe Holtzman

Duke Law Journal

The U.S. government has long surveilled immigrant communities by collecting identifying information, including biometric data. The passage of the DNA Fingerprint Act of 2005 expanded the possible sources of data to include DNA. In 2020, the Trump administration seized on the permissive language of the statute to require that DNA be collected from nearly every noncitizen detained by the federal government. Now, 2.6 million noncitizens and counting have their DNA permanently stored by the federal government. This expansive surveillance program operates despite the Fourth Amendment’s promise of protection because of the exceptionalism of both DNA searches and the border in …

2020-Current year OA Pubs

The inwardly rectifying potassium channel Kir7.1 is essential for the physiological function of diverse tissues, including the retinal pigment epithelium and the gestational myometrium. Loss-of-function mutations in KCNJ13, which encodes Kir7.1, or conditional ablation of Kir7.1 in the retinal pigment epithelium, lead to early-onset vision loss. Despite strong genetic evidence supporting Kir7.1 as a therapeutic target, its regulation by endogenous ligands-beyond phosphoinositides-remains poorly understood. Here, we report cryo-electron microscopy structures of human Kir7.1 in multiple functional states at resolutions ranging from 2.8 Å to 4.0 Å. These structures uncover the molecular basis of Kir7.1 modulation by PI

The Second Amendment, Illegal Aliens, And The Bruen Test: Defending The Constitutionality Of 18 U.S.C. § 922(G)(5), Ian Duncan

Cleveland State Law Review

This Note examines the constitutionality of 18 U.S.C. § 922(g)(5), which prohibits unlawful aliens from possessing firearms, under the Supreme Court’s text-and-history framework announced in New York State Rifle & Pistol Ass’n, Inc. v. Bruen and developed further in United States v. Rahimi. In the wake of Bruen, lower courts have fractured over how strictly to demand historical analogues and how to treat longstanding status-based restrictions in § 922, including prohibitions on possession by felons, domestic-violence offenders, and noncitizens. Against that backdrop, this Note argues that § 922(g)(5) is constitutionally sound.

Part I traces the development of Second …
