This capstone project examines best practices among state-level innovation programs participating in the U.S. Small Business Administration’s Federal and State Technology (FAST) Partnership Program, with a specific focus on the Kentucky Science and Engineering Foundation (KSEF). As a key player in Kentucky’s innovation ecosystem, KSEF supports small businesses and entrepreneurs in pursuing federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) funding. This study evaluates KSEF’s current program effectiveness and identifies strategies from similar states that could strengthen Kentucky’s outcomes in securing federal innovation funding.

The Impact Of Medicaid Postpartum Coverage Expansion On Insurance Coverage In California, Akuoma Nwannunu

This study examines the impact of California’s 12-month Medicaid postpartum expansion on insurance coverage outcomes among recent mothers using pooled data from the American Community Survey (ACS) microdata from 2018-2019 and 2022-2023. A quasi-experimental difference-in-differences design compared postpartum mothers with non-postpartum mothers to assess whether the policy altered Medicaid enrollment, private coverage, or uninsurance in the first two years after implementation. Findings show that Medicaid coverage increased slightly and uninsurance declined modestly among postpartum mothers, while private coverage remained stable. Across all three outcomes, however, the DID estimates were small and statistically insignificant, which indicates early but limited measurable effects. …

A robust and extensive body of empirical research, and a rich historical record, documents a recurring and pervasive influence of race in the application of California’s death penalty. This article reviews the legal and social science research to document multiple paths through which institutions and processes produce these racial disparities over many decisions in many cases across four decades. The article reviews relevant literature by decision, institution, or actor and presents key findings. This includes documenting the history of the broad statutory design of the California capital punishment statue. The review also considers research on policing, including the influence of …

Lawyers and academics frequently cooperate to shape public policy and outcomes in specific cases, including in the area of racial justice. However, too frequently, lawyers and academics operate in silos—working towards the same goal of racial justice, but in different arenas. Lawyers are bound to their clients, foremost, and to advocacy before the court—often so much so that they might lose sight of broader challenges, achievements, and theories in racial justice. Conservative Family Values As Constitutional Law: Private Regulation And The Erosion Of Fundamental Rights, Spera, Clara, Fleming, Katherine

This Article examines a paradox in contemporary constitutional law: While constitutional rights traditionally protect minorities against majority preferences, the Supreme Court has increasingly enabled certain private actors to override others’ constitutionally protected family formation choices through what this Article calls “private regulation.” The Court’s decisions allow individual private actors to impose traditional religious and moral views on others who do not share those beliefs, while simultaneously embedding those very views in constitutional jurisprudence. This dual approach creates a troubling inversion. To test for sex differences in the impact of cannabis use on decision-making and brain correlates, we employed cortical thickness (CT) analysis of brain regions involved in intertemporal decision-making namely bilateral orbitofrontal cortex(OFC) and insula in young adult nondependent cannabis-users(CU) and non-users(NU) and their scores on delay discounting task. Neuroimaging analyzes of previously collected data were performed on 608CU and 503NU. CT analysis was performed on MRI images. OFC and insula thickness, scores on the delay discounting test were compared between groups and correlated. Controlling alcohol-use and intra-cranial-volume, CU exhibited sex differences in CT. The objective is to boost accuracy and minimize errors in manually classifying liver images, a task that is laborious and time-consuming. This study investigated women’s sport athletes’ perceptions of their ability to profit off name, image, and likeness (NIL) as current participants in collegiate athletics. Researchers conducted comprehensive semi-structured interviews with eight women’s sport athletes representing four NCAA Division I member institutions. Participants explained how institutionally organized programmatic educational initiatives primarily codified impermissible forms of NIL compensation while often omitting information about permissible NIL opportunities. Furthermore, participants considered themselves minimally involved in the NIL space, feeling on the low to average side of NIL engagement compared to their athlete-peers competing in men’s sports. Institutions of higher education use Classification of Instructional Programs (CIP) codes to categorize and track academic programs. Developed by the National Center for Educational Statistics (NCES), CIP codes are used for various purposes, including data collection, analysis, and reporting (NCES, 2010). Academic administrators can use CIP data to initiate or revise academic curriculum, develop market research for new programs, and reallocate programs. Institutions can establish benchmarks in the form of teaching, research, qualifications, and funding (Knudson, 2016). This thesis presents the design, implementation, and mixed-methods evaluation of Systems Simulation, a reusable mixed reality (MR) application intended to help undergraduate nursing students explore human anatomy and pathophysiology using immersive 3D visualization.

The significance of social presence is pivotal for online students’ participation in online discussion boards. Yet, it remained ambiguous how students evolved their social presence in their network interaction development. This research delved into the extent to which social presence moderated trends over time in several facets of students' prominence within social learning analysis of online discussions. The social network analysis (SNA) employed revealed that students’ prominence, including betweenness centrality, closeness centrality, eigenvector centrality, and PageRank, showed no notable growth over the duration of a 7-week online course. The COVID-19 pandemic forced a sudden shift to online learning in Physics and Chemistry in Singapore. As restrictions eased, researchers explored its impact through interviews with instructors and analysis of student data made available through a data lake managed by the National University of Singapore’s Institute for Applied Learning Sciences and Educational Technology. Spent nuclear fuel, also known as nuclear waste, is the byproduct of nuclear power generation. The need for safe and responsible long-term storage and disposal of radioactive fuel presents significant technical and social challenges. Platform-based gig work has rapidly expanded in the United States, leading to growing concerns about economic precarity, algorithmic management, and the sustainability of labor performed through apps. Gig work has been accused of fostering exploitative conditions, masking control through the language of flexibility, and deepening cycles of debt and insecurity for workers. However, the lived experiences of gig workers often reveal complexities that differ from public narratives and company portrayals. Student Housing & Residence Life at Cal Poly Humboldt has been consistently critiqued for the shortage of spaces available and unsuitable student placements. Student input from a 2024 survey is used to call for affordable and equity-based housing accommodations. Results showed that the first factor students consider when selecting between housing options is Cost. More incentives are needed to recruit a higher number of students living on campus. 33.88% (41 students) prefer to live on campus regardless of obstacles or challenges. 66.12% (80 students) would rather live off-campus. Improving housing experiences can decrease low retention, graduation, and recruitment rates, as …

The purpose of this thesis is to examine change in the gendered division of household labor between the 1980s and early 2000s. The division of household labor has historically been inequitable reflecting parallel social hierarchies, power imbalances, and systemic inequalities outside the home.
I used a cohort sample of 1,157 respondents combined from the 1988 Wave 1 of the National Survey of Family and Households (NSFH) and the 2003 Wave 3 to test four hypotheses related to gender and household labor. As wildfires grow in size, frequency, and severity, it is increasingly important to understand how communities recover from destructive fire. Working closely with partner organizations, I examined post-fire recovery in three communities impacted by the record-breaking 2020 fire season: Talent and Phoenix, Oregon; Happy Camp, California; and Ruth and Zenia, California. While each of these communities experienced severe losses as a result of fire, they embody a range of social and economic contexts. As California’s newest polytechnic university, Cal Poly Humboldt is often lauded for its Indigenous-facing programming and commitments to Indigenous peoples. In recent years, Native American Studies faculty, staff, and students, alongside Indigenous community partners, have led conversations about Cal Poly Humboldt meaningfully supporting tribal sovereignty by returning land to Native nations. A few studies suggest that the placebo effect can influence physiological changes in people. In 2025, at least 1,000 bills targeting transgender and gender-diverse (TGD) individuals were introduced across the United States, contributing to an environment of escalating structural stigma. As a result, many TGD individuals have relocated from states with high levels of stigma to those with lower levels in search of safety, access to care, and social affirmation. This study examines these individuals as internally displaced persons (IDPs) and is informed by refugee psychological literature, as both experiences arise from coercive structural forces that compel individuals to relocate. Chronic absenteeism is linked to poor academic performance and lower social-emotional skills, both of which can have long-term effects on students and their communities. The California Department of Education uses average daily attendance (ADA) to determine most of the funding that public schools receive. This study examined the impact of a three-week Osher Lifelong Learning Institute (OLLI) health course, “Far Out” Medicine: The Science and History of Psychedelics, on midlife and older adult learners’ knowledge, attitudes, and perspectives regarding psychedelic and entheogenic substances. Eleven midlife and older adults (ages 40 - 80; M = 59.0, SD = 15.35) completed matched pre- and post-course surveys assessing demographic characteristics, factual knowledge, attitudes, personal willingness, and social or policy views. The sample was highly educated (1 associate, 5 bachelor’s, 3 master’s, and 2 doctoral degrees) and demonstrated strong internal consistency and response convergence across repeated measures. …

The purpose of this research study is to evaluate the attitudes of elementary grade teachers towards teaching physical education, the barriers they face providing instructing, and the support they receive within their hiring district to teach PE to students, including those with disabilities. Purposive sampling was used to recruit current elementary grade level teachers who are responsible for teaching PE within their normal school day. Teachers were included in the survey if they were current elementary teachers that taught PE. The cultivation potential of the winged kelp (Alaria marginata) was evaluated in Humboldt Bay, California, to further develop sustainable aquaculture in the region. Seasonality, depth, and system design were evaluated in regard to harvest biomass and quality. Results suggested that single-longline configurations at shallow depths (< 2 m) produced greater total biomass than a multi-longline system, suggesting enhanced water flow and reduced self-shading improved growth. Kelp grew best with a winter outplanting period (December-April), most likely due to environmental conditions (e.g., temperature, nutrients, and salinity) being within the kelp’s tolerable range, with as much as 2.24 kg/meter of kelp being harvested. These findings demonstrate that while the estuarine system has more variable conditions than predicted, A. marginata can be successfully cultivated in Humboldt Bay and highlight its potential as a viable crop for northern California’s emerging seaweed industry. Future work targeting the optimization of single-longline design and deployment timing may further improve yield and support regional goals for sustainable aquaculture and food security.
