This study proposes a novel conceptual framework for creative city development that integrates cultural and economic perspectives, moving beyond the traditional singular focus of existing literature. It identifies three core variables – culture, creativity, and the creative economy – within a balanced model. Using Soft Systems Methodology (SSM) as a structuring tool, the framework conceptualizes these interrelations within a complex urban system. Music forms part of the Malaysian national curriculum for primary education, but music education is often compromised by low community interest, resulting in children’s underexposure to musical training. This qualitative study examines the inclusivity, creativity, and sustainability of a community-initiated children’s choral-instrument ensemble established as an after-school, weekly activity in suburban Malaysia, where members were recruited from lower- to middle-income families, and had little means to pursue music otherwise. Data were collected from class observations, children’s “before-after” drawings, and semi-structured interviews with the stakeholders. Background: Depression is highly common among U.S. veterans, surpassing civilian rates. Measurement-Based Care (MBC), including the Patient Health Questionnaire-9 (PHQ-9), facilitates systematic symptom monitoring and treatment enhancement. At Manchester VA Medical Center (VAMC), PHQ-9 completion in primary care was low (18.93% in May 2025) due to workflow inefficiencies, provider workload, and dependence on Mental Health Service Line (MHSL) referrals.

Local Problem: Underutilization of the PHQ-9 in primary care hampers early detection and effective treatment of depression among veterans.

BACKGROUND: Transitions in care from hospitalization to home are a high-risk period for patients. Without care coordination during these transitions in care, patients are left trying to manage their care without any support. The VA has a mandated two-day post-discharge contact process that requires a member of the patient’s primary care team to contact the patient within two business days of a VA discharge.

Alcohol-induced dysregulation of microglial activity is associated with neuroinflammation, cognitive decline, heightened risk for neurodegenerative diseases, alcohol dependence, and escalation of alcohol drinking. Given the challenge of longitudinally sampling primary microglia, we optimized an in vitro method to differentiate peripheral blood mononuclear cells (PBMC) from rhesus macaque (RM) into induced microglia-like cells (RM-iMGLs). The RM-iMGLs displayed transcriptional profiles distinct from monocyte progenitors and closely resembling primary microglia. Notably, morphological features showed that differentiated RM-iMGLs derived from subjects with chronic alcohol consumption (CAC), while bigger, exhibited a bipolar-like morphology. Older and middle-aged adults are increasingly in Living-Apart-Together (LAT) relationships characterized by committed romantic relationships without marriage and cohabitation. Because of assumptions that older adults will receive family caregiving as they grow older and need caregiving, it is not clear how people are likely to perceive obligations to provide caregiving assistance. In an increasingly globalized professional environment, this study examines differences in uncertainty about social expectations, social comparison, and inauthentic self-presentation between U.S. students and Vietnamese international students on LinkedIn. Grounded in cultural dimensions and social comparison frameworks, the research investigates (1) differences in uncertainty, social comparison, and inauthentic self-presentation between the two groups, (2) the predictive roles of uncertainty and social comparison on inauthentic self-presentation, and (3) the moderating effects of country and self-construal levels on these relationships.

Young Black men who have sex with men (YBMSM) in the southern United States, particularly in Fulton County, Georgia, face disproportionately high rates of HIV and unique structural barriers to pre-exposure prophylaxis (PrEP) uptake and adherence. Sustained adherence among YBMSM remains low due to intersecting structural, social, and behavioral barriers. To address these disparities, this paper presents an adapted implementation of the evidence-based M-Cubed (Mobile Messaging for Men) mHealth intervention. Prior studies of M-Cubed and similar mHealth interventions have shown promising outcomes in increasing PrEP adherence among Black MSM populations. In June 2023, the Supreme Court handed down its decision in Mallory v. Norfolk Southern Railway Co., a case that threatened to cause the largest shift in personal jurisdiction law since Daimler AG and Bristol-Myers Squibb. While the Court upheld Pennsylvania’s registration jurisdiction law under the Due Process Clause and International Shoe’s “fair play and substantial justice” standard, Justice Alito’s concurrence opined that the law may violate the Dormant Commerce Clause (DCC). Although rare, CLN3 disease is the most common neurodegenerative disorder of childhood. Here, we present a protocol for screening small molecules in a CLN3 disease patient-specific induced pluripotent stem cell (iPSC)-derived neuronal progenitor cell (NPC) model. We describe steps for converting human iPSCs (hiPSCs) to neural stem cells (NSCs) and developing NPCs using feeder-free medium and cytokine-based differentiation. Exercise strategies targeted to increase lipid oxidation (LOx) in the resting state present an opportunity to optimize long-term metabolic health. However, research examining the effects of resistance training (RT) on LOx in females remains scarce, particularly with no studies yet examining whether differences exist in LOx between upper and lower body RT. This study examined LOx changes following volume-load equated upper and lower body RT in well-trained, eumenorrheic females. In the wake of enactment of the Fourteenth and Fifteenth Amendments, women’s rights activists embarked on an exercise in popular constitutionalism known as “the New Departure.” Frustrated by the failure of Congress to include women in the Reconstruction Amendments, suffragists turned to a strategy based, in part, upon republican theory. They argued that women had an inherent right to vote grounded in natural law and in their status as citizens of the United States under the Fourteenth Amendment. ABSTRACT Objectives: To explore the risk factors of unexplained early neurological dererioration (END) after IVT, and explore the underlying mechanisms by which these factors contribute to END onset and progression. Methods: We performed a systematic literature search in accordance with PRISMA guidelines, utilizing PubMed, WOS, and EMBASE databases to identify all relevant studies investigating END in AIS patients who received IVT within 4.5 hours of symptom onset. Results: Out of 2,613 reviewed records, 16 were included in this meta-analysis. ABSTRACT Objectives: To assess how facet medial branch radiofrequency thermocoagulation (FMB-RFT) outcomes are affected by severe facet joint osteoarthritis (FJO). Methods: This retrospective study involved 91 individuals with lumbar facet joint disease-related chronic lower back pain (CLBP), all of whom underwent FMB-RFT. The patients were assigned to 3 groups using the Weishaupt facet grading system (WFGS). Pain scores were assessed prior to treatment, as well as at the 1-, 6-, and 12-month marks. As dam removals increase in frequency across the U.S., most research has focused on the impact of larger dam removals, despite the removal of small dams being much more common. Given the hundreds of small dams in Montana, this research uses citizen science data collected over eight years spanning before and after a 2020 small dam removal in Rattlesnake Creek, Montana, to investigate impact on stream ecology and morphology. In 2023, hackers breached 23andMe and extracted the biometric and genealogical data of nearly seven million people. By 2025, that data-originally offered up in the spirit of medical discovery and consumer empowerment-was being auctioned off in bankruptcy court as a corporate asset. The breach exposed more than technical lapses or governance failures. It revealed a structural gap in how the law understands, regulates, and protects biometric identity. Biometric data is intimate, immutable, and implicates human dignity and autonomy. Police interrogators often use lies, threats, subterfuge, and psychological pressure to coerce vulnerable suspects to speak. These tactics produce false confessions, contribute to racial injustice, and undermine the legitimacy of the criminal process. Despite a documented need for better regulation, theU.S. Supreme Court has watered down constitutional protections in the interrogation room, signaling its intent to delegate most regulation of police interrogation practices to the states. Reformers and scholars must think about how best to push states to fill the void left by the absence of federal oversight.

The future of the nondelegation doctrine is clouded with uncertainty. Despite the Supreme Court’s insistence that the nondelegation doctrine is an axiom of constitutional law, the doctrine remains an illusory constraint on Congress. Indeed, almost a century has passed since the Court invalidated a congressional delegation under the nondelegation doctrine. But several Justices appear eager—or at least willing—to revive the nondelegation doctrine.

This Comment charts an originalist path forward. It primarily argues that the original meaning of legislative power restrains Congress from delegating legislative authority to write criminal law. The constitutional enactors believed that core private rights—to life, liberty, and …

Towards A Federalism(S) Framework Of Punishment, Sheldon A. Evans

Federalism and its impact on criminal punishment is foundational to understanding the failures of mass incarceration. Scholars studying the negotiation of power between the federal and state governments have highlighted the increase of cooperative agreements that allow these levels of government to accomplish mutually beneficial outcomes for their overlapping constituencies. In the context of criminal punishment, however, such cooperation has devolved into a race to the bottom in a bipartisan push to punish. Consequently, the modern cooperative era of federalism has facilitated mass incarceration in many respects as a policy vehicle to accomplish a national tough-on-crime agenda.
