This Essay offers five reflections on Ann E. Eisenberg’s book Reviving Rural America: Toward Policies for Resilience. Each reflection approaches the book from the positionality of writing from rural America, specifically the prairies of South Dakota. Collectively, the reflections cover the politics of voting in a red rural state, policies of local municipal government, the central economic principles in the book, the presence of energy production in rural America, and environmentalism’s relevancy and impact.

Assessing The Past And Future Of Article Iii, Section 12 Of The South Dakota Constitution, Neil Fulton, Madison Gosch

The framers of South Dakota’s Constitution feared corruption among public officials. This inspired them to implement structural checks on corruption in that organic document. One result of that effort was Article III, Section 12. That provision prohibited legislators from entering contracts authorized during their term. It further prohibited legislators from occupying other public offices during the legislative service or being appointed to offices created or given increased compensation during their term. The expansion of state government’s reach over time and a recent reinterpretation of Article III, Section 12 raises the question of how well it aligns with current circumstances. This …

This article explores how South Dakota’s child support provisions, particularly the 10% allowable deduction for voluntary retirement contributions from parents’ gross income, affect the fair distribution of financial responsibilities between parents. By exploring the historical context and evolution of this statute, this article highlights the challenges and disparities the 10% deduction creates, particularly for custodial parents living in poverty. Through a comparative analysis with other states and a discussion on balancing retirement savings with child support needs, the article argues for reconsideration of the statutory allowance. This study explored the fundamental frequency and the first and second formant frequencies of vowels produced in ventriloquial and normal speech. It tested whether these frequencies differ by speech type and vowels. Voice recordings were collected from a participant who produced words containing ten target English vowels in normal and ventriloquial speech. Digitized recordings were analyzed to determine formant frequencies. A multivariate analysis detected statistically significant differences in the three frequency measures across speech type. Recent observations in the behaviors of several gelatinous forms in the wild have demonstrated that human impacts to their environment have likely accelerated growth of their populations tremendously. Interestingly enough, population growth of jellyfish and ctenophores in aquariums and artificial habitats is less often observed under controlled conditions, while they often bloom in rapidly changing environments of nature. Objectives: High rates of distress and burnout continue to plague physicians. The Sustaining and Training for Resilience, Engagement and Meaning (STREAM) curriculum is a Health Resources and Services Administration (HRSA) funded program, developed by experts in faculty and trainee wellbeing from 7 academic institutions, to help address this ongoing and pervasive issue.
Methods: We used Kern's 6-step model to develop the STREAM program. STREAM content was developed and iteratively revised to highlight evidence-informed methods to improve wellbeing. Alzheimer's disease (AD) affects more women than men. Although women live longer than men, it is not longevity alone, but other factors, including metabolic changes, that contribute to the higher risk of AD in women. Metabolic pathways have been implicated in AD progression, but studies to date examined targeted pathways, leaving many metabolites unmeasured. Sex is often a neglected biological variable, and most metabolomic studies were not designed to investigate sex differences in metabolomic profiles. As we enter the final week of the baseball season, it might be time to reflect on the state of the game. This is generally the point in the season when there is a rash of jeremiads on the condition and health of the former national pastime. Baseball people seem to always see the game in decline. Over the years, I have dismissed these as overblown and off the mark, because generally they are. Now, for the first time in my multiple decades as a baseball fan, I am ready to join the mournful chorus.

Objective
Iron is the most abundant metal in the human brain, and plays a crucial role in many biological processes. However, disruptions in brain iron metabolism can lead to iron buildup, which occurs with aging and is linked to several brain disorders, including Alzheimer's disease. Microglia, the brain's resident immune cells, have the highest capacity to store iron, which is stored intracellularly within ferritin complexes. Importantly, women are at a higher risk of developing Alzheimer's disease and experience faster disease progression compared to men.
Methods

During the 2020 worldwide lockdowns due to COVID-19, qualitative researchers were restricted to online communication (e.g., Zoom) to gather qualitative interview data. Since that time, qualitative researchers have increasingly transitioned from conducting interviews primarily in person to conducting interviews using online communication technologies such as Zoom, but little is known about how interview approaches may impact the interview experience or data quality. This study explores differences between face-to-face (FTF) and online (Zoom) interviewing approaches, data quality, and interviewee perceptions of rapport, empathy, and conversational involvement. Most infants in this study were ≤3 months of age and 94% had severity grades I or II. Clinicians might prioritize accurately measuring active neck rotation using an arthrodial goniometer in younger, less severe infants, since active neck rotation deficit had the highest single-factor correlation with episode length and reflects degree of asymmetry in neck and torso strength. While the Alberta Infant Motor Scale and previous tummy/container time factors were not associated, we appreciate the efforts of the authors to address this gap in the literature.

Achilles tendinopathy (AT) is the most common running-related pathology among masters runners. Previous evidence suggests there are no differences in submaximal running biomechanics between masters runners with and without AT. Evidence suggests lower extremity power deficits are common among ageing individuals and those with AT. The single-leg horizontal hop (SLHH) test isa valid and reliable lower extremity power test. While attempts by malicious actors to compromise computer systems continue to increase, there have been limited success in educating corporate learners. Most corporations must rely upon firewalls, email filtering, and other tools to prevent compromises since their employees vary in prevention reliability. Recent studies have shown limited success of anti-phishing awareness corporate learning campaigns; however, these studies have mostly utilized students or individuals aware of their participation in an experiment. This project explores social media, mental health, and activism as three interconnected avenues of academic inquiry in the context of a student movement called the Anti-Discriminatory Students Movement (ADSM), that took place in July-August 2024 in Bangladesh. The movement, also called July Revolution (Bangladesh), overthrew a 16-year-ruling autocratic government and propelled the nation towards significant structural and political reform efforts. Utilizing a mixed method approach, including key informant interviews (N=6) and an online survey (N=396), it investigates how the triangle of social media, mental health, and activism evolved during this movement. Gender-based violence (GBV) is a term commonly used to describe harm inflicted upon individuals due to gendered power inequalities. In Malawi, GBV remains a significant barrier to achieving gender justice, with its pervasive nature hindering progress in areas such as health, education, and economic empowerment. This research explores the dynamics of GBV in Malawi through the experiences of advocates working to address the issue. Systemic Lupus Erythematosus (SLE) is a complex and often underdiagnosed autoimmune disease that affects multiple organs and presents with a wide range of symptoms-ranging from fatigue and joint pain to life-threatening organ damage. One of its most visible and diagnostically significant indicators is the Butterfly Malar Rash (BMR), a distinctive facial rash that often resembles other common dermatological conditions like rosacea, acne, eczema, and fifth disease. Public administration has become increasingly concerned with social equity, particularly in budgetary processes. Local governments have adopted so-called equity budgeting practices, yet little is understood about how and why they are adopted; what budgeting practices are deemed social equity budgeting versus traditional budgeting; what is required to adopt and implement social equity budgeting successfully; and how success is measured. We analyzed government and nonprofit documents on social equity budgeting, followed by interviews with local government budget directors serving “early adopter cities” of social equity budgeting practices. Myo/Nog cells play a pivotal role in ocular development and demonstrate a rapid response to stress and injury. This study investigates their behavior and distribution in a murine model of retinitis pigmentosa, specifically in C3H/HeJ mice, which exhibit photoreceptor degeneration due to a homozygous mutation in the Pde6brd1 gene. Retinal samples from C3H/HeJ and C57BL/6J mice were analyzed at postnatal weeks 2.5 to 6 using hematoxylin and eosin staining, immunofluorescence for brain-specific angiogenesis inhibitor 1 (BAI1) expressed in Myo/Nog cells, and TUNEL labeling for apoptotic cell detection. INTRODUCTION: Posterior capsule opacification (PCO) is a complication of cataract surgery that impairs vision. Clouding and distortion of the posterior capsule occur as a result of cell migration, deposition of extracellular matrix proteins and contractions of myofibroblasts. The focus of this study is a subpopulation of cells within the lens, called Myo/Nog cells, that differentiate into myofibroblasts in response to wounding. Myo/Nog cells express the skeletal muscle specific transcription factor MyoD, bone morphogenetic protein inhibitor Noggin and brain-specific angiogenesis inhibitor (BAI1). Depletion of Myo/Nog cells in explants of human anterior lens tissue and the rabbit lens during cataract surgery prevented …

Approximately 98% of federal cases are resolved by means of a guilty plea. Thus, it is the guilty plea hearing, not the jury trial, that is the heart and lungs of our criminal justice system. Given the frequency of its use, coupled with the deeply impactful personal consequences that necessarily accompany a conviction, district courts play a critical evaluative and safeguarding function. As famously stated by the Supreme Court in Brady v. United States, the decision to plead guilty “is a grave and solemn act to be accepted only with care and discernment . . . .”

The Supreme Court overruled Chevron in Loper Bright Enterprises, Inc. v. Raimondo and Relentless, Inc. v. Dep’t of Commerce. What happens next? What should happen next?
This essay does not try to answer either of those important questions. Rather, it seeks to provide a framework to promote careful thinking about those questions. Specifically, any predictive or prescriptive account of the law governing judicial review of federal agency legal interpretations needs to think carefully about four issues.

Rethinking Structural Injunctions In State Constitutional Litigation, Jonathan L. Marshfield

This Article’s core claim is that state courts should rethink how they approach remedies in structural injunction cases. Specifically, they should rely less on federal precedent and work to develop unique state doctrines that better reflect state constitutional structure and democratic design. This Article argues that the predominant federal rationales for limiting equitable relief neither sufficiently engage with state constitutional structure nor with the nature of state constitutional democracy. Instead, they tend to simply parrot ideas and arguments the United States Supreme Court developed under the federal Constitution that do not have the same relevance or salience when deciding remedies …

Where Does The Money Go? Three Essays On Intergovernmental Transfers, Spending, And Poverty In Indonesia, Jacobus Cd Rijoly

Indonesia allocates substantial intergovernmental transfers to local governments; nonetheless, the decrease in poverty remains limited. This dissertation posits that the binding constraint is institutional, specifically the regulations and incentives that dictate the extent to which funds are allocated from the government to designated programs. Institutional pass-through refers to the fraction of a transfer that is allocated to a program expenditure. The three essays integrate estimation, budget composition evidence, and a formal model to explain both modest average effects and heterogeneity across regions and programs.

This dissertation comprises three essays that examine critical aspects of public and nonprofit financial management, focusing on interorganizational relationships, local government influence, and financial reserve management in times of crisis.
The first essay examines how interorganizational relationships, specifically nonprofit organizations’ board interlocks, relate to their financial distress, depending on the temporal and spatial contexts. Organization-level fixed-effects regression analysis with Kentucky nonprofits from 2018 to 2022 shows that nonprofits with board interlocks in urban areas were less likely to experience financial distress during the COVID-19 pandemic. I suggest that board interlock acts as an adaptive buffering tool that helps manage resource …

This study sought to understand the effectiveness of restorative leadership development and coaching in parent or caregiver differentiation of self in chronically conflicted family systems experiencing chronic absenteeism or truancy. This mixed method study employed a program evaluation approach that examines parent pre- and post-survey results after engaging with The Parent Line over nine weeks. A third-party statistician collected and analyzed the data to provide research transparency. The human urinary microbiome—once thought to be sterile—is now recognized as a dynamic, low-biomass microbial community with potential implications for urinary tract health. Conventional short-read 16S rRNA gene sequencing targeting individual variable regions often lacks the taxonomic resolution needed to distinguish closely related species, while culture-based methods may miss fastidious or low-abundance taxa. We applied full-length 16S rRNA gene sequencing across all nine variable regions to daily urine samples collected from asymptomatic premenopausal female participants. Sequence data were processed with a modified DADA2 pipeline optimized for long reads to generate exact sequence variants. We compared species-level community profiles against both …
