Defining Open Scholarly Infrastructure: A Review Of Relevant Literature, Saman Goudarzi, Richard Dunks
Defining Open Scholarly Infrastructure: A Review Of Relevant Literature, Saman Goudarzi, Richard Dunks
Copyright, Fair Use, Scholarly Communication, etc.
This report outlines IOI’s initial attempt towards a framework for understanding open infrastructure for research and scholarship. For this report, we examined a body of literature that includes works across the fields of anthropology, scholarly communications, international development studies, science and technology studies, and infrastructure studies. ....
This review also makes clear that the distinguishing feature between open infrastructure and its commercially-run and -operated counterparts is the fact that its value lies not just in its ability to support productive functions but how it fosters positive and desirable social practices and values. It is insufficient to simply assert certain values …

Mental Health Literacy In Polynesian Native Hawaiians And Other Pacific Islanders: A Pilot Cross-Sectional Study, Kealoha Sarah Reiko Snow
Theses and Dissertations
Background: High prevalence of mental health problems and underutilization of mental health treatment are more severe among the Native Hawaiian and Other Pacific Islander (NHPI) population and remain misunderstood and understudied. Examining mental health literacy (MHL)–the knowledge and beliefs about mental disorders which aid their recognition, management, or prevention–has been shown to identify barriers to seeking and receiving care. Objectives: This study aimed to assess the level of MHL in Polynesian NHPIs and identify associated demographic variables. Methods: Data for this pilot cross-sectional study were collected from 298 US Polynesians via an online questionnaire of the Mental Health Literacy Scale …

Use Only What You Need: Judicious Parallelism For File Transfers In High Performance Networks, Md Arifuzzaman, Engin Arslan
Computer Science Faculty Research & Creative Works
Parallelism is key to efficiently utilizing high-speed research networks when transferring large volumes of data. However, the monolithic design of existing transfer applications requires the same level of parallelism to be used for reading, write, and network operations for file transfers. This, in turn, overburdens system resources since setting the parallelism level for the slowest component results in unnecessarily high parallelism for other components. Using more than necessary parallelism led to increased overhead on system resources and unfair resource allocation among competing transfers. In this paper, we introduce modular file transfer architecture, Marlin, to separate I/O and network operations for …

The Geography Of Payment Activity On Paypal, Russell Hillberry, Kornel Mahlstein, Simon Schropp
Department of Agricultural Economics Faculty Publications
We use data from PayPal to study the geography of online payment activity. An empirical gravity model finds a distance elasticity of −0.58 for payment value, a result that is 40% lower than typically observed in conventional trade data. The firm-extensive margin is approximately half as sensitive to distance. The link between the scale of merchants' exports and transaction distance is considerably weaker than observed in conventional international trade data. Zipf's Law holds for PayPal merchants in some countries, but fails in smaller PayPal markets. Merchants' account ages only marginally affect the scale and average distance of their export sales.

Designing A 21st Century Corporate Tax—An Advance U.S. Minimum Tax On Foreign Income And Other Measures To Protect The Base, Stephen E. Shay, J. Clifton Fleming Jr., Robert J. Peroni
Florida Tax Review
The 21st Century has seen unprecedented levels of corporate tax aggressiveness and avoidance. This Article continues our exploration of second-best international tax reforms that would protect the U.S. corporate tax base and have some likelihood of adoption. In this case, we consider how a U.S. minimum tax on foreign income earned by a controlled foreign corporation should be designed to protect the United States against erosion of its corporate income tax base and to combat tax competition by low-tax intermediary countries. In the authors’ view, a minimum tax should be an interim levy that preserves the residual U.S. tax on …

Diy Bus: Exploring Boundary Objects In Participatory Design Research, Dhriti Dhaundiyal, Nishant Sharma
Experiential Knowledge (EKSIG) Conference Series
Inequity in access to public transport is created when infrastructure and services are created for the default 'generic user'. Policy formulation for large populations is driven by statistical analysis and data-driven models that often do not account for marginalized user groups, like women. A participatory approach to policy formulation can give a voice to the tacit, unrepresented needs of these groups. This research aims to evolve a comprehensive, context-sensitive participatory design research toolkit for public transport that helps in requirement capture of user aspirations and tacit knowledge. Building prototypes together helps in bringing out experiential knowledge of the participants. The …

Quantifying resource partitioning between co-occurring species can provide insight into processes facilitating coexistence by closely-related species, a fundamental question in ecology. We tested whether the habitat requirements of two closely-related Neotropical forest eagles, the Crested Eagle (Morphnus guianensis) and Harpy Eagle (Harpia harpyja), differ at fine and coarse resolutions across their shared geographic range. Using landcover and topographic covariates, we first quantified potential resource overlap using higher resolution (30 arc-sec, ~1-km2 data) generalized linear models (GLMs), and second using coarser-grain (2.5 arc-min, ~4.5-km2 data) environmental ordination to capture the potential effect of scale on habitat overlap. The distribution of both …
