A Personal Touch: Intergovernmental Organizations And The Mechanism For Mayor-To-Mayor Relationships, Matthew L. Howell
Commonwealth Review of Political Science
Much of the research on intergovernmental cooperation starts with cities that are already in a relationship or are co-participants in an intergovernmental organization and then look at which relationships get developed into cooperative agreements. In this article, four potential methods by which local officials might form those precursor relations are tested. First, cities work within a network context where intergovernmental organizations might matter for several reasons. The intergovernmental organization might reflect similarity in the organizations, called homophily. Second and third, existing intergovernmental organizations may matter directly by serving as a social focus, or a Tertius Iungens. Finally, the professionalism of …

With approximately 80 species across six genera (Leonurus, Lagopsis, Panzerina, Lagochilus, Chaiturus, and Loxocalyx), the tribe Leonureae represents one of the most morphologically diverse tribes within the subfamily Lamioideae of Lamiaceae. Previous studies indicated that Leonurus and Lagopsis are not monophyletic, and relationships among and within these genera remain unclear due to limited sampling and DNA markers. In this study, we present the most comprehensive phylogenomic analyses of Leonureae based on complete plastome sequences and 127 nuclear loci retrieved from next-generation sequencing data. Our results provide strong evidence for the monophyly of Leonureae, which can be further divided into six …

Life on Earth has adapted to extremely different temperatures worldwide. However, across distant branches of the tree of life, animals in similar temperature environments often share similar phenotypic traits. Specifically, traits that bear on the ratio between an individual’s surface area (e.g. appendage length) and its volume (e.g. body size) are particularly important for temperature regulation and are codified in canonical biogeographical rules. Although these global patterns of finding larger-bodied (Bergmann’s Rule) and shorter-limbed (Allen’s Rule) animals in colder regions are widely upheld, they also show substantial variation. Overflow is a common and dangerous ice condition that challenges travel, presents risks to people, and impacts the growth and structure of ice. Overflow occurs due to ice cracking and water seeping through. The resulting water and slush from flooded snow that overlies the ice cover can complicate all modes of travel (e.g., snow machines, dog sled teams, skiing, on foot) and introduce the hazards associated with getting wet and stuck amid the cold air temperatures of winter. Determining the ontogenetic trophic ecology of sympatric, morphologically similar fishes is critical for increasing our understanding of life history. We combined bulk and amino acid compound-specific stable isotope analysis of eye lenses with stomach-content analysis to examine ontogenetic trophic dynamics of four amphidromous whitefishes (Arctic Cisco Coregonus autumnalis, Least Cisco C. sardinella, Broad Whitefish C. nasus, Humpback Whitefish C. pidschian) from the central Beaufort Sea, Alaska. Compound-specific stable nitrogen isotope results showed slight increases in trophic position across ontogeny for each species and indicated the feasibility of this method for comparing the trophic ontogenetic development of closely related, mobile predator …

The complexity of Alaska presents several challenges for earthquake early warning systems. These include the presence of offshore earthquakes, transform boundaries and crustal faults extending hundreds of kilometers, deep earthquakes, and a complicated coastline. This variety, combined with population centers spread far apart, makes it challenging to anticipate an earthquake early warning system's performance and to design a network accordingly. Soil water dynamics influence vegetation health, soil geochemical reactions, and stream chemistry. Water dynamics can be controlled by soil type and land management. It is important to understand water movement due to its influence on soil weathering, microbial activity, and nutrient transport. Water movement can be investigated using water stable isotope variability as a tracer. The purpose of this ongoing study was to analyze stable isotopes and dissolved ions in prairie and agricultural land management sites in Nebraska and Illinois. Over the course of two years, I conducted original research into improving accessibility for researchers in the field of wildlife telemetry. Wildlife telemetry is a technique used by biologists to track wildlife in the field, which requires the biologist to attach a small radio transmitter to an animal, usually using a specially designed collar, harness, or another means. These transmitters are battery powered and will emit or transmit a regularly timed radio signal that can be received by radio receivers carried by the researchers. Almanac for Manileños (1979) by Nick Joaquin (1917-2004) is “a calendar, a weather chart, a sanctoral, a zodiac guide, and a mini encyclopedia on the world of the Manileño.” Undergirded by Mikhail Bakhtin’s concept of heteroglossia, Walter Benjamin’s montage method in writing history, and Reynaldo Ileto’s notion of non-linear emplotment, the essay engages with the Almanac’s calendars and essays and offers four claims. Firstly, although multiple genres embedded in the Almanac—which include, apart from the abovementioned, horoscopes, recipes and light verse—stratify the text, temporal associativeness offers a sense of cohesion. This article aspires to elaborate the intersection of empathy and rhetoric with particular reference to empathic responsiveness. The argument regarding rhetorical empathy in the context of ontology proceeds through three phases. First, empathy is distinguished ontologically from a psychological mechanism. Second, the different aspects of empathy are exemplified. What brings forth empathy and makes it present? Heidegger’s hermeneutic phenomenology is usefully appropriated for an ontological account of empathy. The elaboration of the intersection of empathy and rhetoric goes beyond Heidegger; and the argument is made that empathy is incomplete without an empathic response. An ephemeral prehistoric site was recovered south of the multi-period settlement of Ḥorbat Ṭurit, in the section between Yasif Junction and the ‘Akko East interchange. The site revealed an archaeological layer on top of sterile terra rosa soil. According to the analysis of the lithic assemblage, the site dates to the Late Pottery Neolithic period. Despite the limited excavated area and the absence of architectural or other constructed elements, the occupation level of the site yielded a significant number of flint artifacts, some pottery and stone tool fragments, as well as a small collection of faunal remains. Close attention is paid to “Mask of the Poet,” “Spring in Den Haag, Nederland, 25 March 2007,” “Vicissitudes of the Love and Death of Vladimir Mayakovsky,” and “Sa Loob at Labas Ng Bayan Kon Sawi: Emergency Signals from a Filipino Exile.” The book as a whole combines the postmodern idea of the lack of authentic, monadic self with the ancient idea that everything is connected.

At the nexus of a prevailing Filipino-American discourse that celebrates the Filipino-American as a cooperative participant in the United States nation-building project sits an “unnamable violence” that masks the genocidal preconditions of “multiculturalist” white supremacy, to which this discourse unwittingly subscribes. The article explores the beginnings and development of this discourse, and the workings of American white supremacy in naturalizing relations of death between itself and its “others.” The article ends with a reflection on how “natural” disasters like Hurricane Katrina and the eruption of Mt. This dataset is a combined line shapefile composed of: 1) original mapping by Sarah J. Boulton (University of Plymouth) as part of the EEFIT event response effort, and 2) and edited lines sourced from database of Reitman et al. (2023). These published data have been checked for consistency and a significant number of changes made primarily consisting of: a) removal of duplicate lines for the same rupture segment; b) reshaping lines where inconsistent with satellite imagery, and c) removal of lines identified as other non-tectonic features such as shadows, crop marks, tracks etc.

Motivated by longstanding sociological theories and utilizing the most current, large, and nationally representative data, this dissertation aims to describe and add nuance to our understanding of how the curriculum US youth are exposed to is stratified by the socioeconomic composition of the schools they attend. All three empirical chapters suggest that school SES contributes to substantial differences in school structure, as evidenced by differences in course-taking patterns and how course-taking relates to academic achievement in high school and beyond. The first study suggests that the relationship between curricular intensity in secondary school and postsecondary achievement is variable depending on …

Introduction: Infant mortality continues to be a major health problem in Michigan, with low birthweight (LBW) being a leading cause. Between 2020 and 2022, Black infants were nearly twice as likely to be LBW compared to White infants. The purpose of this study was to use electronic medical records (EMR) data to assess predictors of LBW and determine whether race influenced this relationship using a unique data source of EMR in Flint, Michigan (MI).

This article sketches Irish history and how Irish nationalism deployed cultural production – including radical theatre – as a means of asserting itself as a political and moral force. “Radical Theatre” prompts questions around what both Baz Kershaw and Herbert Blau refer to as “efficacy,” insofar as it implies engagements with content, form, and audiences outside of those which characterise accepted, dominant or commercial manifestations of theatre practice. Ini-endorso ng papel ang isang exploratoryong paraan ng pagbabasa (at pagbabasang-muli bilang sistematikong pagtatanong) ng isang klasikong teksto ng Pantayong Pananaw (PP) upang, sa minimalistang pagtingin sa isang diskurso, mapalitaw ang ilang susing bokabolaryo at ang batayang balangkas nito. Ang napalitaw na balangkas ay tinataya na isang durableng aspeto ng PP sa istilo, lapit, at mga tema nito. Zeus A. Salazar’s approach in writing the history of political concepts in the Philippines represents one of the most challenging and insightful directions within his complex body of work. However, despite its positive contribution to this area of study, it seems that further advances towards a more productive and empirical direction is hampered by certain unnecessarily restrictive assumptions.
