The k-center clustering algorithm, introduced over 35 years ago, is known to be robust to class imbalance prevalent in many clustering problems and has various applications such as data summarization, document clustering, and facility location determination. Unfortunately, existing k-center algorithms provide highly suboptimal solutions that can limit their practical application, reproducibility, and clustering quality. In this paper, we provide a novel scalable and globally optimal solution to a popular variant of the k-center problem known as generalized L_1 k-center clustering that uses L_1 distance and allows the selection of arbitrary vectors as cluster centers. Fintech revolutionized the traditional banking business models in emerging countries. The effect of fintech on banks’ operating efficiency and risk-taking behavior is still inconclusive. The study is aimed at exploring the effect of fintech products on banks’ operating efficiency and risk-taking behavior. The study used a quantitative research approach by collecting secondary data from annual reports of 50 commercial banks from emerging countries, namely, China, India, Pakistan, and Bangladesh, for the period 2014 to 2021. The United States faces a grave challenge in its fight against cyberattacks from abroad. Chief among the foreign cyber threats comes from a finite number of “ransomware-as-a-service” gangs, which are responsible for extorting billions of dollars from American citizens and companies annually. Prosecuting these cybercriminals has proven exceedingly difficult. Law enforcement often struggles to forensically trace ransomware attacks, which makes identifying and prosecuting the perpetrators challenging. Moreover, even when prosecutors can identify the perpetrators of these attacks, the ransomware gangs are headquartered in foreign adversarial nations that do not extradite criminals to the United States. "The Call Is Coming From Inside The House": Tracing Experiences In The Institutionally-Centered Process Of Establishing Limited Conservatorships In California, Barbara Alison Imle

In this institutional ethnography, multiple methods are used to explore California’s process of establishing limited conservatorships, which are legal proceedings that limit or terminate civil rights of people with Intellectual and Developmental Disabilities (IDD). This research uses observations of 93 conservatorship hearings, 16 interviews with people involved in the conservatorship process, and an analysis of over 40 documents related to these legal proceedings. These data are used to answer two questions: 1) what is the process of establishing a limited conservatorship in California; and 2) how is this process experienced by those involved?

The Cybersecurity Ambassador Program provides professional skills training for emerging cybersecurity professionals remotely. The goal is to reach out to underrepresented populations who may use Federal Work-Study (FWS) or grant sponsored internships to participate. Cybersecurity Ambassadors (CAs) develop skills that will serve them well as cybersecurity workers prepared to do research, lead multidisciplinary, technical teams, and educate stakeholders and community members. CAP also reinforces leadership skills so that the next generation of cybersecurity professionals becomes a sustainable source of management talent for the program and profession. This Article acknowledges the growing trend toward practice-based lawyer norms, points out how it allows interaction between the existing place-based norms and the new practice-based norms, and compares this movement with the existing regulatory conditions outside the US. The objectives of this study are to explore the associations and interactions of spirituality, the adversity quotient (AQ), and the ethical decision making (EDM) of accounting managers in the contexts of financial management and corporate social responsibility. Additionally, the study aims to evaluate the predictive roles of spirituality and the adversity quotient (AQ) on their ethical decision making. A self-administered questionnaire was utilised to collect data from 510 accounting managers via the quantitative approach. Article 16 of the United Nations Convention on the Rights of Child (UNCRC) broadly entitles children to protections of their privacy and reputations. Under the UNCRC, nations have pledged to uphold any protections necessary to protect children against such attacks or interference regarding their honor and reputation. My 1995 book Simple Rules for a Complex World articulated a general proposition that, in most situations, simple legal rules perform better in two key dimensions: (1) they are simpler to interpret and enforce, and (2) they generate efficient incentives on the parties to whom they apply. This thesis uses the theory of racial capitalism to examine the joined histories of Arab American immigrants and the professionalization of credit management in the early twentieth century. The history of early Arab Americans has previously been told as a clichéd story of upward mobility and financial success without much documented interaction between the Arab immigrant and real economic institutions, such as banks and credit bureaus. This Article examines reverse affinity fraud, which is affinity fraud in the context of public hoaxes. In traditional affinity fraud the fraudster targets a vulnerable group, whereas in cases of public hoaxes the fraudster portrays herself as part of a vulnerable group and targets the well-meaning and sympathetic general public. The Impact Of Financial Literacy On Financial Capability: Evidence Based On The National Financial Capability Study, Ramon Müller

This research examines the relationship between financial literacy and financial capability using cross-sectional data of the United States population from five different triennial surveys. Financial literacy is measured in terms of financial education attendance, and financial capability is measured in terms of how well people make ends meet in a typical month. Regression analysis was performed using probit models to determine the likelihood of financial difficulty in relation to financial education and other demographic characteristics. Deepfakes – computer generated counterfeit videos and audios of people saying and doing things they never said or did – are proliferating on social media and increasingly will be used to target candidates in elections. Citizens United v. FEC, and cases decided in its aftermath, have opened the floodgates of dark money funded electioneering communications, and some of this money will be spent on deepfakes made and disseminated by persons unknown. We think of scams primarily as a problem for older adults. Indeed, in the past few years, states and the federal government have undertaken a range of legal actions designed to prevent seniors, as a distinct class, from scams-- from more harshly punishing perpetrators of scams directed towards older adults to authorizing financial institutions to closely monitor and rapidly freeze the accounts of their older clients. But this successful, popular, and bipartisan law reform movement has taken place without a thorough empirical understanding of whether, in fact, seniors fall victim to scams more frequently than other age groups.
