As required by the Government Performance Results Act of 1993, the use of performance measurements in social service organizations to measure outcome data has increased expectations of efficient outcomes in service delivery. This study addressed the problem of inefficient service delivery in nonprofit human service organizations from the perspective of direct service staff responsible for service provision. The purpose of this qualitative phenomenological study was to explore how direct service staff in nonprofit organizations perceive their individual contributions to the overall goal of providing efficient quality service. Occupational fraud is a growing business risk that is causing greater financial losses in small businesses than large businesses. Business owners lose approximately 5% of their revenues due to occupational fraud. The purpose of this multiple case study was to explore the strategies used by some business owners of small restaurants to reduce occupational fraud. The fraud triangle theory was the conceptual framework for this study. Three small restaurant owners from Puerto Rico participated in face-to-face, semistructured interviews to reveal their successful strategies to minimize fraud. Care needs to be taken to reduce the number of people who are fearful and mistrustful of using ICT where that usage is forced upon them without choice or alternative. The growing incidence of mandatory and imposed online systems can result in confusion, misuse, fear, and rejection by people with only rudimentary ICT skills. A cohort where a high percentage of such people occur is older people, defined in this study as people over the age of 60 Examples of compulsory ICT interactions include some banks limiting bank statement access through online rather than paper-based options. Insurers currently constrict coverage for losses involving electronic information in traditional insurance product lines. As a result, insurance customers are driven to the brave new world of non-standardized varieties of cyber-risk insurance policies. That world abounds with coverage gaps as the market for cyber insurance sorts itself out. Until that synchronization of coverage for cyber losses occurs, litigation is bound to occur as the boundaries of coverage remain patchwork and uncertain.
This article examines the degree to which cyber losses differ from other insured losses. The cyber-loss insurance coverage jurisprudence reveals a mishmash of principles and coverage terms that are …

Cybercrime, an offence that is committed against individuals through the internet has bedeviled the global online industry. Anomaly detection has many applications in numerous areas such as intrusion detection, fraud detection, and medical diagnosis. Most current techniques are specialized for detecting one type of anomaly, and work well on specific domains and when the data satisfies specific assumptions.
We address this problem, proposing ensemble anomaly detection techniques that perform well in many applications, with four major contributions: using bootstrapping to better detect anomalies on multiple subsamples, sequential application of diverse detection

A rash of recent corporate scandals has once again put professional ethics in the spotlight. It's hard to pick up the Wall Street Journal each day and not read that authorities have launched a new investigation or that additional indictments are imminent. Stories of financial fraud and outright looting have galvanized the public and shaken the economy. What ethical lessons can we draw from these events? Two explanations seem especially prominent. Given the emerging consensus concerning victims' rights as reflected in many state constitutions as well as in federal law, Florida should not simply rest on the nearly thirty-year-old provison currently in its constitution. Instead, Florida should, through its established and recognized procedures, expand the protections contained in its provision to cover the rights reflected in provisions enacted across the country and reflected in Marsy's Law.

This study was conducted to address the need for additional financial statement fraud detection techniques. Accruals were chosen as the focus of this study due to the high likelihood of financial statement manipulation using accruals. Using the Dechow/Dichev accrual quality model, this study tested whether or not accrual quality can be used as an indicator of financial statement fraud. The study concluded that the Dechow/Dichev model found non-fraudulent financial statements to have higher quality accruals than fraudulent financial statements. In addition, accrual quality of non-fraudulent financial statements was found to be significantly different from the accrual quality of fraudulent financial …

In September of 2015, Deputy Attorney General, Sally Yates, declared that the Department of Justice would shift its focus to pursuing individual accountability for cases of corporate wrongdoing, This shift reflects a change in directives, as the Department of Justice commonly resolved cases of corporate wrongdoing through the companies themselves prior to what is now commonly known as the Yates Memorandum. The Yates Memorandum centers on the conclusion that one of the most successful ways to tackle corporate misconduct is by making sure that the individuals who are committing the wrongdoing are held accountable for their actions. Textualists claim that they follow statutory text. This Article argues that, in practice, textualists often create meaning rather than find it. Deploying the analytics of linguistic philosophy, this Article takes a deep dive into textualist methodology. The philosophy of language reveals what legal scholarship has left submerged: The very choice of text can put the thumb on the scales of any interpretation. When one pulls a term out of a statute and isolates it from the rest of the text (what I call “isolationist” method), this decontextualization offers the opportunity for adding and subtracting meaning from the statute by “pragmatic …

Of the many diagnoses of American criminal justice’s ills, few focus on externalities. Yet American criminal justice systematically overpunishes in large part because few mechanisms exist to force consideration of the full social costs of criminal justice interventions. Actors often lack good information or incentives to minimize the harms they impose. Part of the problem is structural: criminal justice is fragmented vertically among governments, horizontally among agencies, and individually among self-interested actors. Part is a matter of focus: doctrinally and pragmatically, actors overwhelmingly view each case as an isolated, short-term transaction to the exclusion of broader, long-term, and aggregate effects. …

Growing income disparity, a shrinking social welfare system, expanding financial markets, and diversifying financial products have pushed economically vulnerable groups in China into greater disadvantage in recent decades. The government has acknowledged the urgency of this situation, which underscores the micro- and macro-level importance of financial literacy and of its study. In general, there are two priorities in efforts to study financial literacy in China. One is theoretical, and the other is empirical. The theoretical priority, which comes from Western research, is to develop conceptual precision; the financial-literacy framework is not well defined, fails to differentiate among related concepts, and …

Institutional investors are increasingly short-term in their orientation, indicated by the record-short periods of time stocks are being held, rise of high-frequency trading, shortening average CEO tenures, and disproportionate Wall Street focus on quarterly earnings. While the increasing prevalence of short-termism has gained the attention of global forums and policy makers, the case for the long-term investment among institutional investors is far from settled in the academic community. The purpose of this study is to provide an understanding of federal level Ponzi schemes, the perpetrators of the schemes and the relationship to the financial crisis of 2007 to 2010. The Ponzi schemes have been classified into two overall types of frauds, those that are intentional frauds those that are accidental frauds. The Accidental frauds are schemes that develop when a legitimate business fails, they fall into two specific typologies: Brokerage-failure; Business-failure. The intentional schemes are a variety of typologies such as False-brokerages, intentional confidence schemes, affinity frauds and cybercurrency frauds.
