The effectiveness of a political leader depends on the leader's ability to formulate a vision, demonstrate genuine concern for the people, and create a constituency or following to translate the vision into concrete actions that produce change. In Ghana, these behavior patterns, which are characteristics of transformational leadership, have been demonstrated by Nkrumah and Rawlings, leading to independence for Ghana and later, the development of more stable and stronger institutions. Nkrumah rallied his colleagues and a majority of the Ghanaian citizens to seek independence. Unfortunately, Nkrumah could not maintain the commitment of his colleagues to remain focused on other aspects …

U.S. federal and state governments involve faith-based agencies in public administration by contracting with them to implement social service programs. How can Catholic social service agencies effectively compete in procuring these social service contracts and securing the program funds? To answer this question,a leadership model applicable to Catholic social service agencies was proposed. Four strategy constructs, evolving from the literature review, comprised theleadership model. The constructs providing a framework for the study were: performing service process reviews, utilizing a commitment to religious faith, entering valuable collaborations, and adhering to a consistent mission. This study examined the relationship of principal and assistant principal leadership style in shaping teachers' perceptions of their schools as professional learning communities. The researcher proposed that the traditional distinctions between the classic modes of leadership, namely, transactional and transformational modes of leadership, are difficult to interpret within the framework of professional learning community without considering the interaction of the principal and assistant principal leadership roles. Using Leithwood's (1992, 1993, 1994) definitions of leadership as transformational and management as transactional, empirical evidence from 81 schools is presented that supports the need for both leadership and management skills in the development …

The modem western church is experiencing a crisis of leadership. This crisis of leadership within the church is driven largely by the lack of emotional intelligence among the churches leaders. The lack of emotional intelligence is debilitating to the missional effectiveness of the Church in this emerging culture. The purpose of this descriptive case study is to examine leadership and pedagogy in search of a connection between these two components. By examining the literature from a variety of authors, background information about leadership and pedagogy has been assembled to assist this researcher. A research-based Lickert scale, the Teachers' Perception of Leadership and Instructional Leadership (TPLIL), was designed by this researcher as an instrument to select the active participants for this study. There has been limited research completed to identify supports or supporting behaviors that assisted candidates while they were completing the national board certification process. Identifying support factors that assisted national board certified teachers to the successful completion of the process was the primary focus of this study.

A qualitative research method was used to interview national board certified teachers, their teaching colleagues, and their administrators. Questions were posed from the interview guides developed for each of the three targeted groups. The relationship between an individual’s comprehension of his or her role in society, the gender expectations of society, and how these thoughts and stereotypes influence an individual’s behavior in particular settings seem to be separate, yet interrelated. It is for this reason that an analysis of four main theories of gender and leadership must be reviewed for contrasts and comparisons. This paper reviews and analyzes the research literature on Social Role Theory, Implicit Theory, Attribution Theory, and Leader Emergence Theory. Further it draws conclusions and comparisons that will provide recommendations and implications for future research and practice.

This theoretical paper derives inspiration from former Czech President Vaclav Havel and lessons from “learning organizations” to guide government executives in helping develop shared meaning among constituents, interest groups and public employees. Such shared meaning is seen as a framework for policy decisions and implementation. American civil society, like learning organizations, is understood as broadly interdependent and continuously changing, with conflict both latent and overt. Leadership is defined in contrast to management and administration; government leadership is compared and contrasted with learningorganization leadership. For the last decade, adversarial relationships between teachers' associations and district administrators in the British Columbia public school system have been commonplace, frequently resulting in formal grievances and arbitration. Since dealing with these issues imposes enormous costs on both teachers' unions and school boards, this study used hierarchical regression analysis to explain why some schools have fewer grievances filed than other schools in the province. Specifically, this study used data gathered from 160 principals in the British Columbia public school system to examine the extent to which school demographics and principal leadership style helped explain variation in the rate of …

Such an effort could become more challenging as time goes on, and one of the recurring themes of this monograph is the declining patience of the Shi'ite clergy with the U.S. presence. While traditional denominations struggle to maintain their blanket coverage of the nation, there are discernable movements emerging, as part of the decentralization process, in the major population centers around the world – movements that are typically decentralized, spontaneous and grass-roots. The authors discuss the intersection of democracy and community action by examining the sociology of groups and the social psychology of leaders and followers. Four African American teacher-researcher-participants contributed to this self-reflective autobiographical, narrative analysis of learning to teach, becoming certified, and teaching. Each participant reflected on her educational stories of experience, as all four were educated on White university campuses and transitioned to teaching in predominantly African American teaching settings. The primary question this paper addresses is: What can be learned from African American teachers' stories of experience about recruiting and maintaining African Americans in the field of education?

This dissertation analyzed the factors contributing to the development of leadership in voluntary community organizations, created as part of a community-level substance abuse prevention project known as the Partnership, and explored the role of intermediary support organizations in nurturing the development of community leaders. Through interviews with team leaders and staff from the support organization, and analysis of program records, this research examined the empowering of individuals and the development of empowering organizations. The development of local leaders in neighborhood, grassroots, or other voluntary organizations has received little attention until recently.
