The Politics Of Rcra Criminal Enforcement, Joshua Ozymy, Melissa Jarrell Ozymy May 2026

The Politics Of Rcra Criminal Enforcement, Joshua Ozymy, Melissa Jarrell Ozymy

UC Law Environmental Journal

Violations of federal environmental laws governing hazardous and solid wastes are typically remedied via civil methods, except in the case of crimes involving significant harm and culpable conduct, which can merit criminal prosecution. With historically varied commitments to environmental enforcement, we would generally expect substantive increases in prosecutions and penalties for these crimes under Democratic, as opposed to Republican presidents, but very little is known about the criminal enforcement of hazardous and solid waste crimes generally or how they vary under different partisan regimes. Through content analysis of 2,728 criminal prosecutions resulting from U.S. EPA criminal investigations, 1983-2021, we select …

Don't Ask, Don't Tell, Don't Possess: Mapping A Potential Second Amendment Challenge To 18 U.S. Code § 922(G)(6), Emil Zakarian May 2026

Don't Ask, Don't Tell, Don't Possess: Mapping A Potential Second Amendment Challenge To 18 U.S. Code § 922(G)(6), Emil Zakarian

Duke Journal of Constitutional Law & Public Policy Sidebar

For decades, the United States military discharged LGBTQ+ service members based on their sexual orientation, often assigning discharge characterizations that carry enduring legal consequences. One overlooked consequence arises under 18 U.S.C. § 922(g)(6), which prohibits individuals discharged "under dishonorable conditions" from possessing firearms. Although this provision has received limited judicial scrutiny, the Supreme Court's decision in New York State Rifle & Pistol Ass'n v. Bruen calls its constitutionality into question by requiring that modern firearm regulations be consistent with the Nation's historical tradition of regulation.

This Note argues that § 922(g)(6) is constitutionally vulnerable as applied to veterans discharged solely …

It's In The Money: The Independent Federal Reserve, Kathrynne E. Curtis May 2026

It's In The Money: The Independent Federal Reserve, Kathrynne E. Curtis

Duke Journal of Constitutional Law & Public Policy Sidebar

The case at the heart of the current controversy involves the President's firing of a Federal Reserve Governor against a backdrop of crumbling precedent. The backbone of administrative agency independence, Humphrey's Executor, awaits the Supreme Court's judgment. Therefore, distinguishing the Federal Reserve—responsible for controlling monetary policy and setting interest rates—has never been more pressing. This Note argues that the Federal Reserve can be meaningfully distinguished on a historical basis, as the Court suggests in Trump v. Wilcox, by reference to its family tree: the First and Second National Banks. Precedent and the fallout from lapses in the early …

This brochure is a condensed version of the previous trail brochure, with more emphasis on visuals than text. Our group has also worked to set up the Conservancy to be able to produce a children's brochure, having led a group of students …

Influence Of Semantic Richness On Word Form Learning In Children With Developmental Language Disorder, Mckenzie Scoppa, Sara Benham, Allison Gladfelter, Amanda Steeb, Lisa Goffman May 2026

Influence Of Semantic Richness On Word Form Learning In Children With Developmental Language Disorder, Mckenzie Scoppa, Sara Benham, Allison Gladfelter, Amanda Steeb, Lisa Goffman

CISLL Publications

Purpose:

Children with developmental language disorder (DLD) show a word form learning deficit, characterized by inaccurate and variable productions of novel words. We investigated whether, when a novel word form is introduced, incremental exposure to either a sparse visual referent or a relatively semantically rich story influences the phonetic accuracy and the phonological and articulatory variability of production in children with DLD and their typically developing (TD) peers.

Method:

Thirty-six preschoolers (18 DLD, 18 TD) aged 4;1–5;11 (years;months) were exposed to six novel words, two in each of three semantic cue conditions: no cues, sparse cues (visual referent), and rich …

Key Themes In Sino-American History, David J. Lorenzo, Ian Murphy May 2026

Key Themes In Sino-American History, David J. Lorenzo, Ian Murphy

The US Army War College Quarterly: Parameters

This article examines how historical narratives shape the messaging of the Chinese Communist Party and the People’s Republic of China, particularly regarding Sino-American relations. It identifies three key historical themes—trade, discriminatory policies, and Taiwan—that are frequently invoked in China’s statements and information campaigns. By contextualizing these themes, the article argues that military and national security professionals need a deeper understanding of Sino-American history to interpret China’s messaging correctly and counter its influence effectively. The article advocates for the integration of Sino-American historical content into professional military education curricula to enhance strategic awareness and policy formulation.

Einstein Health Papers

PURPOSE: Median nerve (MN) block under local anesthesia at the wrist is commonly performed but can be limited by anatomic variation, particularly absence of the palmaris longus tendon. This study investigates a novel trans-flexor carpi radialis (trans-FCR) technique for MN anesthesia that uses the flexor carpi radialis (FCR) tendon as a consistent surface landmark.

METHODS: Fourteen fresh frozen upper extremity cadaver specimens were used. A 25-gauge needle was inserted through the FCR sheath approximately 4 cm proximal to the wrist crease in a transverse fashion, angled approximately 0° to the vertical and parallel to the wrist crease. The trans-FCR technique …

How Is Going To War Like Buying A Car?: The Bargaining Model Of War, Richard R. Johnson May 2026

How Is Going To War Like Buying A Car?: The Bargaining Model Of War, Richard R. Johnson

The US Army War College Quarterly: Parameters

The bargaining model of war, a popular, yet complex international relations theory, emphasizes how nations communicate signals regarding military strength, resolve to fight, and foreign policy goals. Since the military plays a major role in communicating these signals, its leaders should understand this theory, despite its complexities. This article explains the model and its components through the used car sale bargaining process and supplements the analogy with real-world examples of international events. This article will help military and foreign policy professionals easily grasp the concepts of the model.

The State Of The Us Army, Richard D. Hooker Jr. May 2026

The State Of The Us Army, Richard D. Hooker Jr.

The US Army War College Quarterly: Parameters

This article argues that the US Army remains dangerously optimized for counterinsurgency, leaving it ill-equipped for a high-intensity ground war against near-peer adversaries like Russia or China. Unlike standard modernization literature that focuses solely on technology, this analysis highlights how bloated staffs and personnel policies that prioritize equity over battlefield excellence undermine combat readiness. The analysis evaluates 2026 force structure projections against current personnel metrics and acquisition timelines to identify systemic readiness gaps. The findings provide military and policy practitioners with actionable frameworks to reallocate personnel resources and address critical gaps in field artillery, electronic warfare, and short-range air defense …

Early Detection Of Alzheimer's Disease And Related Dementias From Spontaneous Speech Using Foundation Speech And Language Models: Comparative Evaluation, Jingyu Li, Lingchao Mao, Xi Mao, Hairong Wang, Zhendong Wang, Xuelei Sherry Ni

School of Economics and Finance Faculty Publications

Background: Alzheimer's disease and related dementias (ADRD) are progressive neurodegenerative conditions where early detection is critical for timely intervention and care planning. However, current diagnostic methods are often inaccessible, costly, and delayed, especially for underserved populations. There is a growing need for scalable, noninvasive tools that can support timely diagnosis. Spontaneous speech contains rich acoustic and linguistic markers that can serve as noninvasive behavioral markers for cognitive decline. Foundation models, pretrained on large-scale audio or text data, generate high-dimensional embeddings that encode rich contextual and acoustic information.

Objective: This study benchmarks open-source foundation language and speech models to evaluate their …

Performance Analysis Of Video Coding For Machines With Vision Transformers, Vaishnavi Dhulipudi May 2026

Performance Analysis Of Video Coding For Machines With Vision Transformers, Vaishnavi Dhulipudi

Electronic Theses and Dissertations 2020 - Present

This thesis investigates the performance of Video Coding for Machines (VCM) with Vision Transformer based object detection models. While existing VCM studies and tool designs have largely been developed under CNN-based assumptions, recent advances in computer vision have shown the growing importance of transformer based models. Motivated by this shift, this work studies whether VCM compressed data remains suitable for Vision Transformer based inference in addition to conventional CNN-based task networks.

To address this problem, three representative transformer based object detection models were selected: DETR, SWIN, and YOLOS. These models were chosen to represent different architectural styles, namely a CNN …

Phosphate-Mediated Regulation Of Intracellular Calcium Dynamics, Huma Shahzad, Mohammed S. Razzaque May 2026

Phosphate-Mediated Regulation Of Intracellular Calcium Dynamics, Huma Shahzad, Mohammed S. Razzaque

School of Medicine Publications

Phosphate (Pi) and calcium (Ca2+) are essential mineral ions that play coordinated roles in maintaining normal cellular functions. While various steps of calcium signaling are well characterized, emerging evidence suggests the critical role of both intracellular and extra cellular phosphate in regulating intracellular Ca2+. In the cytoplasm, phosphate influences ATP production and organelle calcium buffering and influences the activity of calcium pumps, such as sarcoplasmic/endoplasmic reticulum Ca2+-ATPase (SERCA) and the plasma membrane Ca2+-ATPase (PMCA). Extracellular phosphate, taken up via sodium-dependent phosphate transporters, triggers signaling cascades that affect the processes of calcium influx, storage, and release. Additionally, high extracellular phosphate levels …

Wireless communication technologies for bioelectronic implants enable remote monitoring for diagnosis and adaptive therapeutic intervention without the constraints of wired connections. However, wireless data uplink from millimeter-scale devices deep in the body struggles to achieve low power consumption while maintaining large misalignment tolerances. Here, we report a passive wireless backscatter communication system based on magnetoelectric transducers that consumes less than 0.3 pJ/bit and achieves less than 1E-6 bit error rate at a distance of 55 mm while tolerating a misalignment of 10 mm. Using this robust data uplink, we designed a wireless cardiac sensing node that can transmit electrocardiogram signals …

The Impact Of Employment On Sense Of Belonging And Metacognitive Awareness: A Mixed-Methods Study Of Undergraduate Students’ Mathematical Performance, Erin Ryan

Theses

This study investigated how employment intensity affects two critical factors for academic success: a student’s sense of belonging and their metacognitive awareness (the ability to monitor and manage their own learning). Using a mixed-methods approach at the Rochester Institute of Technology, we analyzed survey data through multi-level modeling and conducted qualitative interviews to capture the personal experiences of employed students. Results reveal that students working off-campus for more than eleven hours a week showed significantly lower sense of belonging and metacognitive awareness scores than unemployed students. However, on-campus employment did not show the same effect. Both quantitative and qualitative results …
