The aminoacyl-tRNA synthetases (AaRSs) are an ancient family of structurally diverse enzymes that are divided into two major classes. The functionalities of most AaRSs are inextricably linked to their oligomeric states. While GluRSs were previously classified as monomers, the current investigation reveals that the form expressed in Pseudomonas aeruginosa is a rotationally pseudosymmetrical homodimer featuring intersubunit tRNA binding sites. Both subunits display a highly bent, “pipe strap” conformation, with the anticodon binding domain directed toward the active site. The tRNA binding sites are similar in shape to those of the monomeric GluRSs, but are formed through an approximately 180-degree rotation …
Jarkesy’S Stakes For The Sec, James Fallows Tierney
Jarkesy’S Stakes For The Sec, James Fallows Tierney
Duke Law Journal
This Article examines the implications of the Supreme Court’s decision in SEC v. Jarkesy for the Securities and Exchange Commission (“SEC” or “Commission”). In Jarkesy, the Court held that Congress cannot assign the adjudication of securities antifraud violations seeking civil penalties to an administrative agency without a jury trial, for such punitive actions involve “private rights.” Although this ruling might suggest a reduction in SEC enforcement actions due to the higher costs of federal jury trials, the SEC had already adjusted its practices following Lucia v. SEC in 2018. The Commission shifted away from using administrative law judges for civil …
Presidential Administration And The Accountability Illusion, Brian D. Feinstein
Presidential Administration And The Accountability Illusion, Brian D. Feinstein
Duke Law Journal
For over a decade, the Supreme Court has upended executive-branch structures that insulated administrative agencies from the White House. Judges and scholars justify this project in part by claiming that presidential control over administration boosts agencies’ accountability to the American people. Yet, despite the importance of “the people” as this endeavor’s asserted beneficiaries, public attitudes concerning this foundational claim are unknown. This Article puts this claimed connection to the test. Grounded in a set of novel experiments involving over five thousand participants, it presents the first evidence of Americans’ views regarding whether greater presidential authority over agencies enhances accountability to …
Flips And Splits In Administrative Law, Daniel J. Hemel
Flips And Splits In Administrative Law, Daniel J. Hemel
Duke Law Journal
In Loper Bright Enterprises v. Raimondo, the Supreme Court discarded the four decades old Chevron deference regime and circumscribed the authority of federal agencies to choose among multiple interpretations of ambiguous statutes. In justifying its ruling, the Loper Bright majority argued that Chevron deference had generated unnecessary regulatory uncertainty by allowing agencies to switch from one interpretation of an ambiguous statute to another. In this respect, Loper Bright marks a move toward temporal uniformity in federal law: Once the courts recognize a certain reading of a statute as “best,” that reading will reign under Loper Bright unless and until Congress …
Scientific And Technical Expertise After Loper Bright, Sapna Kumar
Scientific And Technical Expertise After Loper Bright, Sapna Kumar
Duke Law Journal
Courts once trusted federal agencies for their expertise in administering complex statutory schemes, particularly regarding science and technology. Unlike judges, agency officials can narrowly focus on a specific area of law and have access to experts to inform their decision making. In Chevron U.S.A., Inc. v. Natural Resources Defense Council, the Supreme Court created a presumption that, absent language to the contrary, Congress intends for agencies to interpret statutory ambiguities. Chevron allowed agencies to utilize their varied forms of expertise while ensuring oversight from generalist judges. This court–agency partnership abruptly ended, however, in Loper Bright Enterprises v. Raimondo. The Court …
Our Marbury: Loper Bright And The Administrative State, Cass R. Sunstein
Our Marbury: Loper Bright And The Administrative State, Cass R. Sunstein
Duke Law Journal
Loper Bright, overruling Chevron, is unmistakably part of administrative law’s current “Grand Narrative,” which sees contemporary administrative agencies with suspicion, as a product of successive breaches of Article I, II, and III of the Constitution. The decision should be seen as our Marbury v. Madison—an effort to insist that it is emphatically the province and duty of the judicial department to say what the law is. But will the decision produce large changes? The answer depends, of course, on the meaning of both Chevron and Loper Bright. Under Chevron, courts hardly gave a blank check to agencies; on the contrary, …

Understanding mechanisms of resistance to active therapies is crucial for developing more effective treatments. Here, we investigate resistance to anti-EGFR and anti-VEGF plus chemotherapy treatment in colorectal cancer (CRC) patients from the IMblaze370 trial (NCT02788279). While anti-VEGF does not select for secondary mutations, anti-EGFR leads to simultaneous mutations in EGFR and MAPK, but not PI3K pathway genes. Notably, we observe frequent acquired mutations in the EGFR extracellular but not intracellular domain and that patients with higher baseline expression of EGFR-ligands are prone to acquire resistant mutations. This data reveals a ligand-activated EGFR/MAPK-signaling dependency in CRC. We also observe enrichment for …

Murphy’S Canon: Leadership In The Age Of Uncertainty, Ray Forbes
All Faculty and Staff Scholarship
How might the nefarious “Murphy’s Law,” allegedly created by a disgruntled American aerospace engineer in the 1950s, apply in today’s chaotic world? Just how applicable is the law now in a new era that has been characterized by the descriptive label of FUD, or Fear, Uncertainty, and Doubt? This paper will explore the infamous Murphy adage, as well as describe who Murphy was and how he came to formulate his cheeky directive. Additionally, this piece will expand on Murphy’s original provocative rule, feature several versions of it, provide alternative formulations, and discuss how the law might be reinterpreted to more …

We introduce a robotic system designed to function as a lightweight, modular, and reconfigurable structure on the Moon. This robust system consists of truss-like robotic triangles, each formed by a continuous inflated fabric tube routed through two robotic roller units and a connecting unit. When deflated, these triangles can be compacted to roughly the volume of the roller units, offering an advantageous stowed-to-deployed volume ratio of 1 to 6.24. Upon inflation, the roller units pinch the tubes, creating corners by reducing the bending stiffness of the tube. Once fully deployed, electric motors move the robotic roller units along the tube, …

The ability to forecast future earthquakes before they occur to minimize seismic hazards is known as earthquake prediction or forecasting. The main aim of earthquake prediction is to find the expected time of occurrence, the location of the expected rupture, and how big the earthquake will be (i.e., magnitude). Earthquake prediction and the study of the indications prior to major earthquakes (precursory signals) have been key objectives since the beginning of earthquake research. In addition, a better understanding of earthquake nucleation and how faults progress toward failure is very important for seismic hazard assessments. The occurrence of earthquakes is known …

Mass incarceration policies in the United States have generated the highest incarceration rate in the world, yet many incarcerated individuals have committed nonviolent offenses or been confined because they could not pay fines or fees. Diversion offers an opportunity for justice-involved individuals to avoid conviction and collateral consequences while maximizing public safety, reducing case processing, decreasing overpopulation in prisons, and lowering costs. However, diversion programs do not adequately address financial instability and insecurity that often contribute to criminal behavior. This paper reviews evidence on adult diversion programs and proposes an intervention approach responding to socioeconomic factors contributing to criminal behavior.

In a post-stipulation holdover for lease expiration, the tenant moved to stay execution of a warrant of eviction beyond the stipulated vacate date. The landlord opposed, arguing that RPAPL §753 imposed a one-year time bar on such relief. The court analyzed the statutory tension between RPAPL §§749(3), 753, and CPLR §2201, concluding that §749(3) governs post-issuance stays and lacks a temporal limit. It exercised discretion to extend the eviction stay until June 17, 2025, citing the tenant's health, minor children with educational needs, and lack of prejudice to the landlord. The decision clarifies that courts retain discretion under RPAPL §749(3) …

Understanding how brain activity relates to behavior and cognition remains a central challenge in neuroscience. Brain function emerges from interactions between electrical, chemical, and blood dynamics across multiple spatial and temporal scales. Capturing this complexity requires methods that assess both large-scale neurophysiological activity and precise, cell-type-specific processes. Widefield optical imaging (WFOI) enables high-resolution monitoring of cortical function by simultaneously measuring hemodynamic and calcium dynamics. WFOI is particularly valuable for studying psychedelics, which show therapeutic potential but may alter neurovascular coupling, complicating the interpretation of hemodynamic signals. Using WFOI, we examined the hallucinogenic 5-HT2A receptor agonist DOI in awake mice, revealing …

Scaling Quantum Systems: Quantum Networks, Distributed Quantum Computing, And Security, Zebo Yang
McKelvey School of Engineering Graduate Student Theses & Dissertations
Recent advancements in quantum computing have opened up new possibilities across various fields, offering significant potential to enhance computation, communication, cryptography, and applications in areas like sensing, medicine, and chemistry. However, the capabilities of individual quantum devices are still limited, and scaling quantum hardware monolithically presents substantial challenges. Interconnecting quantum systems offers a promising alternative by aggregating capabilities across a network, thereby enabling quantum advantages for larger and more practical problems. This interconnection is achieved through quantum networking, which links external quantum systems, and Distributed Quantum Computing (DQC), which connects quantum processors within a system, such as in quantum data …
The Crosstalk Between Muscle And Adipose Tissue In Health And Disease, Chang Gui
The Crosstalk Between Muscle And Adipose Tissue In Health And Disease, Chang Gui
McKelvey School of Engineering Graduate Student Theses & Dissertations
The aim of this dissertation is to investigate the crosstalk between adipose and muscle tissues in physiology and pathophysiology, particularly focusing on the therapeutic potential of muscle-associated adipose tissue in muscle regeneration. Adipose tissue, an endocrine organ, secretes cytokines (a.k.a. adipokines) that significantly and negatively impact muscle function in conditions like diabetes, obesity, and aging. Whether similar signals mediate communication between muscle and its adjacent adipose tissue through paracrine signaling is unknown, as is whether this communication is therapeutically modifiable. Understanding the interactions between adipose and muscle tissues could lead to novel therapeutic strategies for improving muscle regeneration and function. …

System Security Foundations For Ai-Enabled Systems, Yuhao Wu
McKelvey School of Engineering Graduate Student Theses & Dissertations
AI is being deployed broadly, from conventional computing systems like IoT systems to more advanced agentic systems. It is shifting from being a specialized component responsible for specific functions to becoming the core of agentic systems, where it drives autonomous decision-making and task execution. These AI-enabled systems bring tremendous benefits. For example, large language models can interpret user intent, select appropriate tools, and access data to complete tasks with minimal human guidance. However, they also introduce new security, privacy, and safety risks. These risks arise not only from the models themselves but also from the broader system design and integration. …

In recent years, machine learning (ML) has advanced at an unprecedented pace, driving the widespread adoption of increasingly sophisticated models across a broad range of real-world applications, including healthcare, finance, autonomous systems, and critical infrastructure. While these models have delivered remarkable benefits and transformed numerous industries, they remain inherently vulnerable to a variety of security and privacy threats. Given their growing role in safety-critical domains, ensuring their security and privacy has become imperative. Systematically addressing these vulnerabilities requires comprehensive adversarial analyses to uncover weaknesses and inform the design of robust defenses. This dissertation systematically investigates ML vulnerabilities in adversarial settings …

McKelvey School of Engineering Graduate Student Theses & Dissertations
As artificial intelligence systems are increasingly applied in safety critical domains such as robotics, autonomous driving, and decision making under uncertainty, ensuring their trustworthiness has become a central challenge. This dissertation addresses two major facets of trustworthy AI: reliable control through formal guarantees and alignment against adversarial manipulation. The first part of the dissertation focuses on provably stable, robust, and safe control for nonlinear systems using learning based methods. We introduce the first general framework for synthesizing neural Lyapunov controllers in discrete time systems. This method combines a sound verifier based on mixed integer linear programming with gradient based counterexample …

Understanding And Mitigating Timing Issues In Autonomous Systems, Ao Li
McKelvey School of Engineering Graduate Student Theses & Dissertations
Autonomous systems, such as self-driving cars and drones, have become a part of our daily lives. Since these systems operate in and interact with the physical world, their correctness depends on both functional and temporal aspects. However, the increasing complexity of modern computing hardware and software often leads to unpredictable timing behavior in these systems, making temporal properties particularly challenging to ensure. This dissertation proposes novel approaches to specify and enforce temporal properties based on a comprehensive empirical study of real-world issues. The first half of this dissertation presents an empirical study that dissects the timing issues. The dissection begins …

Let E/Q be an elliptic curve and let p be an odd prime of good reduction for E. Let K be an imaginary quadratic field satisfying the classical Heegner hypothesis and in which p splits. The goal of this paper is two-fold: (1) we formulate a p-adic BSD conjecture for the p-adic L-function LBDP p introduced by Bertolini–Darmon–Prasanna [Duke Math. J. 162 (2013), pp. 1033–1148]; and (2) for an algebraic analogue F BDP p of LBDP p , we show that the “leading coefficient” part of our conjecture holds, and that the “order of vanishing” part follows from the expected …

BACKGROUND: Mouse models of myocardial ischemia with subsequent heart failure are common approaches to examine heart failure pathology and possible treatment strategies. We sought to establish a high-throughput approach for echocardiography-guided induction of myocardial ischemia/reperfusion (IR) in mice.
METHODS: After visualization of the left coronary artery with high-resolution ultrasound imaging and echocardiographic definition of the level of coronary occlusion, the left anterior descending artery was temporarily occluded with 2 micromanipulator-controlled needles. Functional and molecular changes were assessed and compared with commonly performed surgical techniques.
RESULTS: Echocardiography-guided induction of myocardial IR enabled standardized induction of myocardial IR injury with subsequent left …

Trophically transmitted parasites require an intermediate host to be consumed and often manipulate host phenotype (i.e., morphology, physiology, and/or behavior) to increase predation risk by definitive hosts. Posthodiplostomum is a trematode with a complex life cycle involving snails as first hosts, fish as second intermediate hosts, and piscivorous birds as definitive hosts. In fish hosts, Posthodiplostomum infection has been linked to increased predation, suggesting suppression of antipredator behaviors. However, the specific physiological pathways remained unexplored and changes in the host’s neural, endocrine, and immune systems could be involved. Thus, I examined whether Posthodiplostomum infection intensity was associated with brain serotonin …
Restoring Context: Interdisciplinary Approaches To Art Conservation And Registration Challenges In Rural Museums, Jade Karas '25
Restoring Context: Interdisciplinary Approaches To Art Conservation And Registration Challenges In Rural Museums, Jade Karas '25
Senior Scholarly and Creative Symposium
A prevalent issue for museums in rural areas is a lack of reliable registration methods. This occurs for a number of reasons whether it be a lack of resources (human, financial, spacial, etc.) or the erosion of knowledge overtime due to cultural reliance on generational knowledge. Additionally, different registrars often develop new methods for inventory without leaving behind instructions, leading subsequent registrars to devise their own methods. These gaps in the registration process frequently result in “registration problems”, objects that don’t get properly inventoried and thus have little to no context for their origins. This thesis aims to fill in …

Florida Conference on Recent Advances in Robotics
Developing and testing navigation controllers for mobile robots often involves significant challenges related to onboard sensor limitations and the complexities of sensor fusion. Inaccurate or noisy localization data can obscure the true performance of a control algorithm, and sensor integration represents a time-consuming aspect of robotics projects. This paper presents a framework utilizing an external motion capture (MoCap) system integrated with the Robot Operating System (ROS) to provide high-fidelity, ground-truth localization for a Clearpath Husky robot. We detail the system architecture, including custom ROS tools for waypoint collection and navigation. By decoupling controller development from onboard sensor challenges, this framework …

Optical Thickness Determination Of Graphene By Color, Caleb A. Woodcock, Michael S. Crosser
Linfield University Student Symposium: A Celebration of Scholarship and Creative Achievement
Graphene, and multi-layered graphene, are single atomic layers of carbon, with remarkable electrical properties. This makes it a highly valuable material across scientific and technological fields. Accurate thickness determination is essential, as many of the electrical properties are layer dependent; however, typical methods are slow. This thesis investigates a non-invasive optical method for estimating graphene thickness by correlating RGB color values from microscope images with step height measurements obtained via atomic force microscopy (AFM). Graphene flakes were exfoliated onto a SiO₂/Si substrate, imaged under white light illumination, and analyzed using ImageJ to extract color values. Results show that red-channel contrast …

“The Best Storyteller In The World:” Gwydion, Court Poetry, And Statecraft In The Fourth Branch Of The Mabinogi, Abigail Fathauer '25
Senior Scholarly and Creative Symposium
Gwydion, the trickster protagonist of The Mabinogi, orchestrates the plot and manipulates those around him. His trickery ultimately results in political shifts, changes, and even wars, reflecting his role as a powerful player in the text. Moreover, Gwydion's use of poetry, knowledge, and words to enact his schemes and manipulations reflects the power of poets in medieval Welsh courts. My thesis argues that Gwydion's use of poetry to manipulate the politics around him reflects the power of poetry to craft nation states, as medieval Welsh poets did.
