Congress, long divided, has been in gridlock for decades. The result has been regulatory ossification. Existing statutes lack the flexibility to manage the country’s many technological, social, environmental, sectoral and market challenges. However, without a Senate supermajority vote to override the filibuster, new legislation fails. While the budget reconciliation process has provided one of the few pathways around the filibuster, that process is limited to budgetary outlays and revenue measures. Consequently, a “tax trench” has been worn from Congress repeatedly pushing major regulatory and public benefits legislation through the process as tax provisions. Now, the tax trench is set to …

The Constitution provides Congress with extremely broad taxing power, and the Supreme Court has recognized that this power is “virtually without limitation.” As budget deficits and income inequality in the United States increase, policymakers are examining options to tax wealth, either through a wealth tax or through taxes on untaxed capital gains. Opponents of these measures have turned to the apportionment requirement in the Constitution and argued that these taxes are not “income taxes” and instead are “direct taxes” that must be apportioned among the states. Moore v. United States was expected to rule on the constitutional necessity of the tax-law realization requirement originating from Eisner v. Macomber, a potential impediment to progressive tax reform efforts aimed at shutting down the planning techniques of Buy Borrow Die. The various opinions in Moore, however, provided no definitive answer to this core question, instead leaving many more questions. Amid the lingering uncertainty, we argue that various responses to the problem of wealthy Americans’ not needing to pay any taxes remain possible after Moore. In the 2023 Term, the Supreme Court decided three cases that are likely to have significant implications for the federal tax system. Moore v. United States presages a resuscitated constitutional realization requirement for the income tax—a requirement long thought moribund, if not dead, by most commentators and policymakers. Loper Bright Enterprises v. Raimondo jettisoned the Chevron doctrine’s deferential standard of review of agency rulemaking, returning the standard to some perhaps modified version of its more searching pre-Chevron status. The purpose of this qualitative phenomenological study was to explore the lived experiences of transgender and nonbinary (TNB) individuals related to their access to basic healthcare. Currently, the TNB population is experiencing disparities in accessing general and preventative healthcare in comparison to their cisgendered counterparts. Present disclosure provides techniques for asynchronous reliable transmission (ART) protocol for Application-to-Application messages. A communication protocol is designed to support communication between two devices asynchronously over channels that have limitations to facilitate asynchronous communication and have limited bandwidth. The ART protocol solves communication challenges that arise when transmitting data over channels with such limitations. The ART protocol has the provision to expand for future use cases such as encryption. Further, the ART Protocol provides mechanisms for data packet fragmentation, allowing larger packets to be transmitted over channels with limited bandwidth.

The current approaches for crash frequency and severity prediction in the Highway Safety Manual (HSM) do not employ vehicle mix information. In this research effort, we build advanced alternatives to HSM methods while incorporating vehicle mix information. Two model systems—(a) multivariate Poisson-lognormal model and (b) negative binomial-ordered probit fractional split model—are estimated by incorporating vehicle mix variables. The developed model systems can also capture the influence of observed and unobserved heterogeneity of different independent variables including vehicle mix variables. Approximately 70% of all new human immunodeficiency virus (HIV) infections are among populations of sexual and gender minorities (SGM) and are primarily attributable to sexual contact. Currently, only 26% of the U.S. population who would benefit from HIV preexposure prophylaxis (PrEP) are prescribed this effective biomedical HIV prevention strategy. Biomedical prevention strategies for bacterial sexually transmitted infections (STI) like doxycycline postexposure prophylaxis (doxy-PEP), are a vital component to the successes of ending the HIV epidemic given the well-known association between STIs and risk for HIV infection. Purpose – The current research aims to identify a meta-narrative that depicts a big picture of the consumer journey with access-based consumption (ABC). Specifically, this research reveals the points of engagement and disengagement with ABC, as well as the transitions between them.

Design/methodology/approach – A qualitative research methodology is applied wherein online reviews and blogs pertaining to Rent the Runway (RTR), an access-based fashion company that enables consumers to rent designer dresses and accessories, are analyzed. Intratumoral B Cell And Interferon Signatures In Newly Diagnosed Glioblastoma Are Associated With Longer Survival In Patients Treated With Survaxm, Manmeet Ahluwalia

Glioblastoma (GBM) has proved difficult to treat, and there is dire need for more effective therapies. In a single arm phase IIa trial (NCT02455557), treatment of newly diagnosed GBM patients with the peptide vaccine SurVaxM resulted in promising median progression-free and overall survival. To investigate molecular features that associate with GBM responsiveness to SurVaxM, retrospective whole exome and RNA sequencing was performed on patient tumors (n = 34) collected prior to standard of care treatment plus SurVaxM. Differential gene expression and mutational profiles were characterized between patients with short-term (OS < 18 months) or long-term (OS ≥ 18 months) overall survival. Greater expression of interferon, complement, and humoral immunity signatures were associated with long-term survival. Deconvolution of transcriptomes identified enrichment of intratumoral memory B cell populations in long-term survivors that were validated by CD20 staining in matched samples. A five-gene expression signature and a B cell specific signature predicted survival within the SurVaxM-treated cohort, however, these signatures were not associated with improved outcomes in a similarly treated population obtained from The Cancer Genome Atlas (TCGA) that did not receive immunotherapeutic intervention. Although prospective validation is ongoing, the findings in this discovery cohort specify molecular features of GBM associated with better overall survival and potential responsiveness to immunotherapy with SurVaxM.
