When Constitutional Protection For Religious Liberty Gets Lost In Translation: A Case Study From Washington State, Robert W. Gomulkiewicz

Protecting religious liberty can present difficult challenges when religious liberty conflicts with laws prohibiting discrimination. Balancing religious liberty and nondiscrimination requires courts to accurately apply the U.S. Supreme Court’s complex First Amendment jurisprudence, including cases that address compelled speech, expressive association, and church autonomy. Amidst all the complexity, protection for religious liberty can get lost in translation. One important venue where protection can get lost in translation is in religious liberty cases decided by state supreme courts. The decisions of state supreme courts are especially significant because they provide the authoritative construction for state statutes and the state constitution. In …

Civil and Environmental Engineering Faculty Publications

Coronary stent implantation is an invasive procedure performed to correct atherosclerosis. The aftermath of this procedure is identified with neointimal hyperplasia, which contributes to in-stent restenosis (ISR), and thus remains a significant clinical challenge. This study introduces a novel, noninvasive conceptual approach for addressing ISR through the thermal activation of shape memory alloy (SMA) stent using focused ultrasound (FU) in a controlled manner to restore luminal patency. Density information is a possible primitive for the perception of numerosity. It has been argued, however, that the perception of numerosity is more precise than density perception at low numbers, whereas density is more precise for high numbers. An interpretive problem with the stimuli used to make those claims is that actual stimulus density was often mis-specified owing to an ambiguity regarding the idealized versus actual filled area. This ambiguity had the effect of underestimating density precision at low numerosities. The stability of the power output of the photovoltaic power plants is affected by the intermittency and uncertainty of direct normal irradiance (DNI). In order to solve this problem, a prediction model of DNI based on the clustering and rime optimization algorithm (RIME) optimizing the light gradient boosting machine (LightGBM) is proposed. Firstly, the strongly correlated meteorological parameters of the DNI are determined by the Pearson correlation coefficient, and the historical meteorological data is classified by the mini batch K-means (MBK) clustering algorithm. A de novo, missense variant in ITPR1-inositol 1,4,5-trisphosphate receptor type 1 (ITPR1), p.(Tyr567Cys), was identified by trio whole-genome sequencing in an individual diagnosed with Spinocerebellar ataxia 29 (SCA29) who was affected by cerebral palsy and global developmental delay. The variant affects a residue involved in Inositol 1,4,5-trisphosphate (IP3)-ITPR1 binding. Genotype-Phenotype correlation analysis of the set of missense variants affecting nine residues involved in IP3-ITPR1 binding in the current case and 170 reports of individuals with ITPR1 variants showed a significantly higher frequency of phenotypic features related to neurodevelopmental delay in these variants than in other ITPR1 variants. Despite extensive investments in Alzheimer's disease (AD) therapeutic development, progress toward effective interventions remains modest. The landscape of potential novel therapeutic strategies is rapidly growing, but prioritization, validation, and tools to advance targets to trial are lagging. The Target Enablement to Accelerate Therapy Development for Alzheimer's Disease (TREAT-AD) consortium has integrated systems-level data from large-scale studies profiling thousands of human brains, yielding target-specific risk scores that partition disease risk into discrete biological domains and enable data-driven target interrogation. Following a comprehensive review, the International Society of Sports Nutrition (ISSN) has developed an official position on the role of dietary antioxidants in exercise and sport. Antioxidants play a complex, context-dependent role in vivo; they can facilitate recovery from exercise but may also hinder training adaptations when consumed at supraphysiological doses. While endogenous antioxidant systems can effectively maintain redox balance, dietary sources, particularly whole foods, can help mitigate excessive oxidative stress following intense/heavy training or inadequate recovery. In this study, I carry out dynamic modeling strategies to estimate the cumulative associations between exclusionary zoning and material hardship in impoverished neighborhoods. To do so, I create the largest nationwide panel zoning database to date by combining the National Zoning and Land Use Database covering the years 2019‒2022 with prior zoning and land use data from 2003‒2006. Accounting for posttreatment bias—the bias generated by including time-varying confounders that are themselves affected by past treatments in a longitudinal model—with marginal structural models, I demonstrate that exclusionary zoning is strongly associated with neighborhood disadvantage in impoverished neighborhoods, much more than would …

The Kentucky Transportation Cabinet (KYTC) launched its Digital Project Delivery (DPD) Initiative in September 2020 with the goal of expanding the use of digitally formatted plan and project information throughout the transportation asset life cycle, from project delivery through asset management. KYTC retained Kentucky Transportation Center (KTC) staff with expertise in construction and design to facilitate DPD implementation. This document summarizes DPD-related efforts undertaken by the Cabinet over the past five years.
