New federal public access policies—mandated by the 2022 OSTP Memo and already adopted by several key federal grant-making agencies—require authors funded by federal grants to deposit peer-reviewed publications for immediate public access. This paper explains how grant- receiving institutions and their affiliated authors can dispel legal uncertainties and comply with the new public access policies. Section I delineates how valid prior licenses enable public deposit of manuscripts notwithstanding later publishing agreements transferring copyright to the journals. The Supreme Court’s turn to history as a method of constitutional decisionmaking has both intrigued and alarmed professional historians, for reasons now well-rehearsed in the literature. This Article takes as a given that history is now part of judges’ work. It then invites judges to think more expansively about the type of history they could—and perhaps should—be producing. This task, in turn, means engaging with some of the central questions about methodology and sources that preoccupy professional historians.

From cases spanning gun rights, reproductive freedom, religious liberty, and personal jurisdiction; to separation of powers and other structural features of the Constitution, courts increasingly rely on tradition to guide their decisions. Often, judges appeal to tradition in a vaguely empirical way, as “facts to study, not convictions to demonstrate about,” in the words of Justice Antonin Scalia. Yet, for a claim that purports to be factual, there’s very little agreement, or even analysis, about what renders this factual assertion—tradition—true or false. This Article tackles that basic issue.

In rotary crane operations, one of the main difficulties lies in suppressing the load sway during its movement. This can be achieved using only horizontal boom motion, offering a solution that is energy-saving, simple, and safe. However, this approach renders the system under actuated, making the suppression objective more difficult to achieve. In this study, a double-pendulum model is adopted to capture the coupled dynamics of the suspended load and hook, which shows a realistic basis for sway suppression. Criminal justice researchers apply Cohen’s (1988) benchmarks to classify effect sizes as small, medium, or large, despite these standards never being meant for broad, decontextualized use (Cohen, 1988; Gies et al., 2024; Goulet-Pelletier & Cousineau, 2018; Lakens, 2013; Milner et al., 2023). Repeatedly doing so may weaken statistical validity, distort findings, and impede effective policymaking. This study introduces the first effect size benchmarks specifically designed for violent crime interventions.

Using a quasi-meta-analysis framework, 1,605 effect sizes from 104 violent crime intervention studies from the CrimeSolutions clearinghouse were converted to Cohen’s d. Three new discrete benchmarking methods were created using a …

Although genetic counseling is a health care profession requiring a terminal master’s degree, 4 to 6% of genetic counselors (GCs) hold a doctoral degree. The literature lacks information on how GCs who have doctorate degrees professionally differ from those who do not. Drawing from Cultural Historical Activity Theory, this quantitative study examines how post-secondary education, as a primary mediating tool, shapes career profiles within genetic counseling. The present study examined whether static personalization strategies can reduce dropout in short-duration online data science learning. Using a 2 × 2 factorial design, 98 undergraduate participants completed an online learning activity that either (a) aligned instructional materials with their learning preference (sequential vs. global) or (b) included a personalized non-interactive pedagogical agent. Retention was operationalized dichotomously (completion vs. dropout). Logistic regression analyses indicated that learning preference personalization significantly increased the odds of completion, whereas the pedagogical agent alone did not show a reliable main effect. During an internship that took place between February and December, 2025, I studied the organization's policies and practices, with a focus on how their formal and informal processes worked to lessen moments of social friction, escalations, and violent incidents. This study employs direct numerical simulation (DNS) to investigate the dispersion of inertial particles in turbulent flow over three-dimensional urban-like roughness at Reτ = 200. Particles with Stokes numbers St = 5, 25, and 100 are tracked over cubic arrays with spanwise spacings Sy from 2h to 32h, where h = δ/8 and δ is the half-channel height, alongside a smooth-wall reference case. The results reveal scale-dependent particle responses characterized by three distinct regimes. First, high-inertia particles (St = 100) align strongly with mean secondary flows, exhibiting organized plumes above roughness elements. Their vertical transport peaks at intermediate spacing …

The focus of this dissertation involves the effects of static ankle stretching on balance and gait in adults of different ages and with Parkinson’s disease (PD). A brief introduction in Chapter 1 precedes a detailed literature review in Chapter 2, in which we identify gaps in research on balance and gait following ankle stretching and explain why ankle stretching may serve as a predominant strategy for improving motor performance in aging and PD populations. NANOG overexpression has been reported to reverse aging-associated decline in mesenchymal stem/stromal cell (MSC) function, but the molecular machinery engaged by NANOG in MSCs remains incompletely defined. Here, we applied APEX proximity labeling coupled with quantitative mass spectrometry to define the NANOG proximity interactome (proxeome) in human MSCs. Of 1040 quantified proteins, 828 were significantly enriched in the APEX-NANOG (H2O2 labeling) samples, consistent with a broad NANOG-centered neighborhood rather than a single stoichiometric complex. In this study, we demonstrate that cytoskeletal state at the onset of directed differentiation impacts the exit of human pluripotent stem cells (hPSCs) from pluripotency and downstream lineage specification. In particular, depolymerizing F-actin with latrunculin A (latA) during the first 24 h of definitive endoderm formation facilitates efficient loss of pluripotency and alters Activin/Nodal, BMP, c-Jun, and WNT signaling dynamics. These signaling changes influence downstream patterning of the gut tube, leading to improved pancreatic progenitor identity and decreased expression of markers associated with other endodermal lineages. Some automated translation systems may be limited by producing a single, high-probability output, which can lack the linguistic diversity beneficial for certain applications. A hybrid, multi-stage workflow can generate multiple contextual translation variants by utilizing a probabilistic generative model, such as a large language model, to produce an initial set of translation candidates based on specified constraints. These candidates may then be programmatically refined, rated for quality, and deduplicated using deterministic and semantic techniques. Voice has garnered significant interest as a biomarker for diagnosing and managing neurological, respiratory, and cardiovascular diseases. However, upper airway surgeries such as septoplasty, tonsillectomy, and functional endoscopic sinus surgery (FESS) can substantially alter vocal tract anatomy, thereby changing vocal acoustics and potentially confounding voice-based diagnostic systems. This study investigates whether acoustic features from sustained vowels can differentiate between these procedures and a control group. Audio was collected from 105 Spanish-speaking participants 15 days pre surgery and 15 days post surgery. The non-equilibrium turbulent response of periodically driven three-dimensional ultracold dipolar gases is induced by an external time-dependent ring potential. To model this system and monitor its non-equilibrium quantum dynamics, we invoke an extended Gross-Pitaevskii framework containing the first-order quantum correction to the mean-field energy functional. The shape of the external perturbing potential is chosen to trigger angular roton excitations, driving the supersolid configuration out of equilibrium and attaining a turbulent state. Following the generation of shallow vortical defects in the bulk, a direct cascade front manifests, transporting energy from larger to smaller length scales.
